MEETING MINUTES
PRESENT
Dick Bachhuber, Bill Donovan, George Luteri, Rod Mobus, Mary Rosen and Harold
Rentschler.

CALL TO ORDER
The meeting was called to order at 7:40 p.m. by Vice Chair George Luteri.
APPROVAL OF MINUTES
The minutes were unanimously approved with the following change: under Solid Waste
Program and Data, second line, ... the decision to recycle the made; should read ... the
decision to recycle be made ...
CITIZEN FORUM
No residents were in attendance to address the Commission.
SOLID WASTE PROGRAM AND DATA
The Solid Waste Coordinator provided an update on solid waste services at the following
multifamily properties.
• Crystal Towers Condominiums - all four buildings are now recycling; 300 units.
• Countryside Apartments - recycling services were implemented at Countryside
Apartments this month; 198 units.
• Oak Terrace- a request to implement recycling at Oak Terrace Apartments was
denied due to the existing problems with refuse disposal. Management needs to
concentrate on educating the residents and owners on proper waste disposal
methods. Refuse is frequently left outside of the containers, etc. Recycling services
will be reevaluated when waste disposal conditions improve.
• Prospect Commons - centralization of refuse containers was completed at this
property. The number of locations was reduced from 14 to 7. A concentration of
containers at each location minimizes overflow problems and reduces the amount of
litter throughout the area.
SOLID WASTE CONTRACT
The Coordinator informed the Commission that the recycling revenue issue remained
unresolved. The matter is now being pursued by the Village's attorney.
The lower recycling rates without the revenue split were implemented August 1, 1997.

Market projections indicated the Village would realize a greater financial benefit with
the lower rates rather than the higher rates and a 50/50 revenue split.
COMMERCIAL SOLID WASTE SERVICES
There was a brief discussion regarding commercial solid waste services. Based on recent
discussions with the Village Board the business community may seek further input from
the Village on how to reduce their solid waste costs. If pursued the Commission may
be asked to resurvey the business community on solid waste services.
NEW BUSINESS
The Coordinator informed the Commission of the first national America Recycles
Day, November 15. Commissioner Mary Rosen is a member of the planning committee
for the state of Illinois, and was able to provide a comprehensive overview of the event.
The Commission did agree that due to the late notice of the event by the state there was
insufficient time to organize activities. However, if the day becomes an annual event
the Commission recommends the Village promote the program with organized activities.
An announcement of the event will be submitted for publication in the November/
December Newsletter.
NEXT MEETING
The next meeting was scheduled for November 20, 1997 in the Public Works Facility,
1700 West Central Road, 7:30 p.m.

There being no further business the meeting was adjourned at 8:45 p.m.
