Chairperson Skowron called the meeting to order at 5:45 p.m.

APPROVAL OF MINUTES
Chairperson Skowron asked for a motion to approve the Open Session Minutes of September 12, 2016.
A motion was made by Commissioner Busse and seconded by Commissioner Powers.
Roll Call: Ayes: Bennett, Busse, Powers, Skowron Nays: None Abstain: None Motion Carried
CITIZENS TO BE HEARD
No one in attendance.
POLICE DEPARTMENT UPDATE
Chief Janowick briefly reported on department staffing. The department is in the process of hiring two
new part-time community service officers. The next two events will be the Interfaith Council Holiday
Luncheon and the Department Holiday Luncheon. He also provided an update on the Illinois Law
Enforcement Accreditation Program Tier 1 status.
FIRE DEPARTMENT UPDATE
Chief Lambel reported on the new hire testing held on Saturday, November 5, where a total of 264 signed
up to test and 210 took the test. Friday they will be meeting with the union to discuss the promotional
language for the lieutenant position. Chief Lambel presented two certificates for signature recognizing
the completion of probation for John Liebgott and Seth McCrory.
CLOSED SESSION
Chairperson Skowron asked for a motion to go into closed session under Personnel 5 ILCS 120/2 (c) (1) -
The appointment, employment, compensation, discipline, performance, or dismissal of specific employees
of the public body, including hearing testimony on a complaint lodged against an employee to determine
its validity, to approve the closed session minutes of September 12, 2016, and to review the Fire
Department background oral interview questions.
A motion was made by Commissioner Bennett and seconded by Commissioner Powers to go into Closed
Session at 5:51 p.m.

The Board returned to open session at 6:13 p.m. with everyone present from the previous meeting and
Commissioner Hinaber who arrived during Closed Session.
DISCUSS RULES AND REGULATIONS OF THE BOARD OF FIRE AND POLICE COMMISSIONERS
PROTOCOL TO INCLUDE LATERAL TRANSFERS
Commander Smith discussed amending the Board of Fire & Police Commissioners (BOFPC) Rules and
Regulations to include lateral transfers. There was discussion of how lateral transfers are done in other
municipalities, which led to discussion of what the Board would like to see for Mount Prospect. At the
conclusion of discussion, the Board asked for a recommendation from the department proposing a
procedure for lateral transfers for discussion at the next meeting.
OTHER BUSINESS
Chairperson Skowron reminded everyone of the Village's Centennial Celebration dinner in February.
The next meeting will be held on December 5th at 5:45 p.m.
With no further business, a motion was made by Commissioner Powers and seconded by Commissioner
Bennett to adjourn the meeting at 6:24 p.m.
