INVOCATION Trustee Polit gave the Invocation. MINUTES Trustee Rogers, seconded by Trustee Polit, moved to approve the minutes of the regular Village Board meeting held September 6, 2016. Upon roll call: Ayes: Matuszak, Polit, Rogers, Zadel, Hoefert Nays: None Motion carried. MAYOR’S REPORT A. Accolades Employee Recognition- Public Works Department Seventeen (17) Public Works employees are celebrating quinquennial anniversaries with the Village this year. Public Works Director Sean Dorsey recognized those in attendance and presented each with a plaque or certificate. 25 years Con M. CONSENT AGENDA \[All items listed under Consent Agenda are considered routine by the Village Board and will be enacted by one motion. There will be no separate discussion of those items unless a Board member, or resident from the audience, so requests, in which event the item will be removed from the Consent Agenda and considered as a separate item.\] Trustee Zadel, seconded by Trustee Polit, moved to approve the following business items under the Consent Agenda: 1. Monthly Financial Report – August 2016 2. Approve List of Bills – August 31 – September 13, 2016 3. Accept Suburban Purchasing Cooperative bid for the purchase of one (1) new 2017 Chevy Tahoe Police Patrol vehicle in an amount not to exceed $37,890.29 (VBA 60-16) 4. OLD BUSINESS None. NEW BUSINESS A. Public Meeting and Public Hearing 2 page of 7 Village Board Meeting Minutes September 20, 2016 Mayor Juracek stated this public hearing and public meeting, called pursuant to proper legal notice having been published in the Daily Herald on September 9, 2016, is to consider several annexations and zoning designation of \[I1 (Limited Industrial)\] territory within unincorporated Cook County to the Village of Mount Prospect. Mayor Juracek called the Public Hearing to order at 7:50 pm to consider the zoning designation of I1 (Limited Industrial) for the territory within unincorporated Cook County being considered for annexation into the Village of Mount Prospect. Mayor Juracek explained the Public Hearing is for the zoning designation but the ordinance to be considered is for both the annexation and zoning designation. Community Development Director William Cooney provided background information regarding the properties located at the three proposed annexations. The uses in the proposed annexed areas are mostly industrial. Staff recommendation is to bring in these properties with I-1 Limited Industrial zoning designation. Staff invited affected property owners to meet and discuss the impacts of the proposed annexation. th The meeting was held on Tuesday, September 13. There were no questions regarding the proposed I-1 Limited Industrial zoning designation for the subject properties. Mayor Juracek closed the Public Meeting at 7:53 pm. Village Manager Michael Cassady provided additional background information regarding the properties proposed to be annexed. Algonquin Road is owned by IDOT and they will continue maintain and plow the road. Some property owners that attended the open house expressed concerns regarding flood control, drainage and lighting. Nordic Road is in good condition. The Village is coordinating with the township to develop a strategy to improve Malmo Drive. Fire Chief Brian Lambel provided background information regarding the Elk Grove Township Fire District (EGTFD) fire and emergency medical services and provided the following in response to questions from the Village Board: Elk Grove Township Fire District (EGTFD) contracts with a private firm for fire and emergency medical services. – 15 full-time firefighters, 15 paid on call, and a few administrative staff. In 2017 EGTFD should be able to provide services to properties outside of the annexations and staff is looking at a long term plan and analyzing the financial and operational needs of EGTFD and the Village. Meetings with EGTFD started about 8 months ago. Village Attorney Lance Malina provided the following in response to questions from the Village Board: Possible intergovernmental agreement between the Village, EGTFD and surrounding communities to ensure services are provided to incorporated and unincorporated areas. This is on the rational basis since EGTFD will lose EAV through the annexations. Under state statute park districts has an opt-out from annexations and the park district board would need to consent to the annexation. 3 page of 7 Village Board Meeting Minutes September 20, 2016 Statutory payments to EGTFD (five years) to account for loss of EAV There was general discussion regarding Cook County’s request for municipalities to annex unincorporated areas and Elk Grove Township Road District Public Comment Vladimir Shuliga Elk Grove Township Fire Protection District Presented financial concerns regarding the two (2) completed annexations, three (3) proposed annexations and potential two (2) future annexations. Proposed postponing the annexations before the village board and suggested the Village and EGTFD develop terms that both sides can agree to willingly. Charles Miller Business Owner on Malmo Dr. Does not see benefit of annexation for the additional taxes. Questioned why the notice to property owners was provided two weeks ago instead of months ago. David Kahn Perfection Spring & Stamping Corp Requested guarantee that the EGTFD fire house would stay open. Costs are going up and do not see any additional services at this time. Savings on water rate is only a fraction of the increase in taxes. Mayor Juracek stated Item B has been withdrawn, the petitioner was requesting a conditional use that was necessitated by her need to move the business and she has since renegotiated a lease extension at her current location. Community Development Director William Cooney provided background information. These properties were located in unincorporated Cook County prior to its annexation into Mount Prospect in June 2016. Upon annexation, the Subject Property was automatically classified R-X Single-Family Resident District. The Village is pursuing the rezoning from R-X Single Family Residence to I-1 Limited Industrial. These properties contain several commercial and industrial buildings and the Village Comprehensive Plan designates these properties as Light Industrial and Office Research and General Industrial. The Planning & Zoning Commission held a public hearing on September 8th and recommended approval by a vote of 6-0. Mr. Cooney provided background information and responded to questions from the Village Board. Pursuant to the provisions of state statue the Village is required to establish a Tax Increment Financing Interested Parties Registry and adopt registration rules for said TIF Interested Parties Registry, relative to the proposed establishment of the existing Downtown TIF District and the proposed Prospect and Main TIF District. VILLAGE MANAGER’S REPORT Village Manager Cassady commended the village board and the organization for having so many great traditions to recognize the team that allows us to provide great customer service Mr. Cassady introduced a new team member, Andrew Schaeffer, who accepted the position of Chief Technology and Innovation Officer.
