The meeting convened at 9:00 a.m. with Mayor Juracek, Trustee Hoefert, Trustee Polit, Trustee Rogers, and
Trustee Saccotelli present. Village Manager Cassady and Police Chief Janowick represented staff.

Mr. Chylik stated that after the completion of sewer replacement in the area, Martam Construction has left a
water truck parked on the street with barricades at Oakwood and Palm for the last 2-3 weeks. Village
Manager Cassady advised staff from Public Works would follow up with Martam.

Mr. Goodman attended the meeting to observe.
Jerry Boldt, N. School Street
Mr. Boldt expressed his appreciation for the removal of a hump in the intersection of Isabella and William as
a result of the recently completed sewer project. Mr. Boldt expressed his view on the Weller crossing by
stating he believes it must be removed, and he does not want to see taxpayer dollars put towards a bridge.
Mayor Juracek reports nothing is off the table right now. She reminded those in attendance of the progress
made to date with the installation of the median lights. Village Manager Cassady also provided a short
history of the improvements at that crossing being spurred by the adjacent neighborhood in 2012 through the
construction and installation. Trustee Rogers related he spoke with Representative Harris and discussed
federal regulations related to the federal funds to help build the crossing. Senator Rooney is now involved as
well. A follow up meeting is scheduled with Randy Blankenhorn of the Illinois Department of Transportation
(I DOT).
Mr. Boldt also wanted to remind those in attendance of the upcoming residential chemical disposal on
Saturday, November 5, 2016, at the Mundelein Metra Station. Mr. Chylik also volunteered information of a
collection site in Deerfield. Trustee Hofert advised funding is not available to dispose of hazardous
household waste and electronics, causing stockpiling in warehouses. He also reminded those in attendance
of the Wednesday electronics -recycling drop off at Public Works.

Yulia Bekic, S. Hi Lusi
Ms. Bekic discussed the proposal of TIF #2 to replace the soon-to-be retired TIF - #1. She expressed
concern with the three-month timeline possibly being too quick. She suggested the Village develop a
comprehensive information package to send out, particularly addressing D57 stakeholders. She is
particularly concerned about the effect of the new TIF on School District 57. Staff and the Board members
present explained the current TIF does not provide enough time to redevelop properties within the existing
TIF. Interested Parties Registration is available for residents to receive information. On October 18, 2016,
the Village will host a public hearing to retire the existing TIF five years early. A follow up meeting in
November with stakeholders will occur to discuss the impact of a new TIF.
Megan Raudebush, S. Locust Street
Ms. Raudebush referenced an article about full day kindergarten, which Mount Prospect School District 57
does not currently offer. Her concern is if property taxes rise as a result of the proposed TIF, an adverse
negative effect on the District could occur. She noted District 57 already has space issues and funding
concerns.

Mr. Szymczak stated a company came and removed section of lawn and replaced it at the property line of
104 N. Eastwood. He wanted to know what company did the work and the reason.
Bill Millar. W. Central Road
Mr. Millar commented about the new Public Works salt dome being constructed at the facility and inquired
why a conveyor is included. Staff explained the use of a conveyor expanded the capacity versus loading
from the front. He also wants to see what it looks like when it works. A suggestion was offered for a video to
show the salt dome in operation and an explanation of how it works.
Louis Bowers, B. Boxwood Drive
Mr. Bowers discussed a sidewalk sinking by a couple of inches over a span of 10-12 feet at 926-B Boxwood
Drive at his neighbor's residence. Mr. Bowers is serving as an intermediary due to the physical condition of
the resident. The sink age is causing water to collect there. He believes a water company put in a large
structure that compressed the sidewalk even more; however, when the water company sent someone out to
check on it last November, they claim natural sink age. A call to Public Works revealed they do not have
money to address this issue, however, there may have contingency fund if it helps everyone.
Mr. Bowers inquired if a quote for a whole house surge protector at $100 for labor and $350 for the protector
is a good one considering a whole house surge protector is available online $250. Staff suggested he obtain
multiple quotes.

Mr. Ortiz attended the meeting only to observe.
Howard Bychowski, S. We Go Trail
Mr. Bychowski believes the Weller crossing should be disbanded. In addition, he requested the Police
Department conduct traffic enforcement on We Go Trail in the school speed zone.
Terry Markovitz, Briarwood Drive
Ms. Markovitz said Public Works planted a tree in her yard. The tree is now leaning in one direction instead
of growing upright. Staff suggested she call Public Works to have a forester examine the situation.
Jan Kent, Briarwood Drive
Ms. Kent is pleased with the progress on Lynn Court since annexation. She is seeing improvement in the
appearance of the property. She also expressed concerns about the condition of the dumpsters behind the
shopping center in the 1800 block of West Algonquin Road. The dumpsters are in poor shape and have no
covers. She is concerned about the presence of rats.
Barb Van Arsdale/Steve Van Arsdale, S. Candota Avenue
The Van Arsdales attended the meeting only to observe.

Antonina Borowski, S. See Gwum Avenue
Ms. Borowski inquired about the progress of efforts to expand and redevelop Golf Plaza II. Staff related KD
Market pushed back its opening to February. General discussion about the redevelopment of the center
followed. Ms. Borowski also inquired about Sports Authority, Hobby Lobby, and Tokens and Tankards. Staff
advised Randhurst is working with actively interested national retailers; the landlord for the old Hobby Lobby
location is seeking a tenant; and the Tokens and Tankards closing is related to an issue between the
landlord and the tenant.
Harold Chimmel, S. George Street
Mr. Chimmel provided TIF information and research to Village Manager Cassady for reference during the
upcoming exploration of creating a new TIF.
Marv, Draffkorn, S Edward
Ms. Draffkorn came for the TIF discussion as well. She added she would like to see a fast food restaurant
downtown for children to visit. In addition, she always runs to Culver's on Northwest Highway, but she does
not like the taxes going to Arlington Heights.
Matt Smaresse, Milwaukee Avenue
Mr. Smaresse attended the meeting only to observe.
David Schein, S. Na Wa Ta Avenue
Mr. Schein stated a parkway tree was trimmed with the removal of a large bough over the street. He
believed the trimming does not make the tree appealing. In addition, Mr. Schein hired an arborist to look at
his property. The arborist commented his parkway tree is not in good condition. Mr. Schein's concern will be
directed to the forester.
Kent Kirkwood, S. Edward St.
Mr. Kirkwood came to discuss the TIF situation. He is philosophically opposed to a TIF. He provided a study
from several Illinois professors supporting his position. He provided a copy of the study to Village Manager
Cassady. Mr. Kirkwood thinks it is better to let the market work than to have government intervention. In
addition, he questioned the potential negative impact on District 57 and the risk of losing more teachers to
better paying districts, plus further negative impact on future referendums when previous ones have failed.
Village Manager Cassady stated one of the models being developed is the no TIF scenario. He also
indicated the Village is also going to D57 board meeting to discuss the TIF and its impact. Trustee Hoefert
spoke about the concept of bringing many pieces of property together and the TIF accelerating growth by
doing so. Government cannot force development; for developers, it is their risk capital.
Sann and Brian Knipple, S. Elmhurst Avenue
Sann and Brian Knipple had questions regarding the proposed TIF and the ability of a TIF to draw
redevelopment versus allowing the market to play out. Using the Dunkin Donuts at Mount Prospect Station
as an example, she questioned how much the Village invested in the development. She stated her desire to
see a TIF focused on areas where private marketplace cannot solve. She expressed concerns for a
disparate impact on District 57 as well.
Village Manager Cassady state we have been working with District 57 since June. The proposed portion of
TIF is only 6% of District 57 budget and we will continue seeing this. We have been making other taxing
bodies whole. There will be a meeting on the 20th at District 57 board meetings.

With no further business, Mayor Juracek adjourned the meeting at 10:56 a.m.
