H. 1st reading of AN ORDINANCE AMENDING CHAPTER 13
OF THE VILLAGE CODE
This Ordinance deletes one Class "P" liquor
license issued to the Arlington Pop Shop,
1326 West Central Road, which has closed. (Exhibit A)
I. Request to allow the new owners of the Shin Jung
Restaurant, 1747 West Golf Road, to continue
operation under the existing Class "R" liquor
license.
J. 1st reading of AN ORDINANCE AMENDING CHAPTER 13
(ALCOHOLIC BEVERAGES) OF THE VILLAGE CODE
This Ordinance decreases the number of Class "S"
liquor licenses by one, Second Dynasty
Restaurant, 1510 North Elmhurst Road due to
elimination of lounge area and reduced
size of the establishment. (Exhibit B)
K. 1st reading of AN ORDINANCE AMENDING CHAPTER 13
(ALCOHOLIC BEVERAGES) OF THE VILLAGE CODE
This Ordinance increases the number of Class "R"
liquor licenses by one, Magic Dragon Restaurant,
formerly Second Dynasty, 1510 North Elmhurst Road. (Exhibit C)

A. ZBA 6-Z-91 and ZBA 11-V-91, 412 and 414 E. Rand Road
1. 2nd reading of AN ORDINANCE AMENDING THE
OFFICIAL ZONING MAP OF THE VILLAGE OF
MOUNT PROSPECT
This Ordinance rezones the subject property
from R-1 to B-2 for a 2-story office
building. The Zoning Board of Appeals
recommended granting this request by a
vote of 6-0. (Exhibit D)
2. 2nd reading of AN ORDINANCE GRANTING A
VARIATION FOR PROPERTY COMMONLY KNOWN
AS 412 AND 414 EAST RAND ROAD
This Ordinance grants a variation to
waive the required loading space. The
Zoning Board of Appeals recommended
granting this variation by a vote of 5-1. (Exhibit E)
3. 2nd reading of AN ORDINANCE AMENDING THE
OFFICIAL LAND USE (COMPREHENSIVE PLAN)
MAP OF THE VILLAGE OF MOUNT PROSPECT
This Ordinance amends the Comprehensive
Plan to reflect the Business Office use
for the subject property. The Plan
Commission recommended granting this
amendment by a vote of 6-1. (Exhibit F)
4. 2nd reading of AN ORDINANCE GRANTING
A MODIFICATION FROM THE DEVELOPMENT
CODE (CHAPTER 16)
This Ordinance grants a modification
from the Development Code by waiving the
requirement to install street lights on
Rand Road, subject to execution of a
Restrictive Covenant guaranteeing the
installation of the required street
lights at a future date. The Plan
Commission recommended granting this
modification by a vote of 7-0. (Exhibit G)
5. A RESOLUTION AUTHORIZING EXECUTION OF
A RESTRICTIVE COVENANT FOR PROPERTY
LOCATED AT 412 AND 414 EAST RAND ROAD
This Resolution authorizes a Restrictive
Covenant guaranteeing the installation
of street lights on Rand Road at a future
date to be determined by IDOT or the
Village. (Exhibit H)
6. Manglardi & Rosen Plat of Subdivision
This Plat creates one lot of record
for the property located at 412-414
West Rand Road. The Plan Commission
has considered this subdivision and
recommends approval by a vote of 6-1.
B. ZBA 14-V-91, 214 South Louis
1st reading of AN ORDINANCE GRANTING VARIATIONS
FOR PROPERTY LOCATED AT 214 SOUTH LOUIS
This Ordinance grants variations to allow a
3 foot sideyard, instead of the required 5 feet,
for a detached garage and, to allow 52.6% lot
coverage, rather than the permitted 45%. The
Zoning Board of Appeals recommended granting
these variations by a vote of 7-0. (Exhibit J)
C. ZBA 15-V-91 and ZBA 16~SU-91, 900 North Wolf Road,
Northwest Assembly of God Church
1st reading of AN ORDINANCE GRANTING VARIATIONS
AND SPECIAL USE FOR PROPERTY LOCATED AT
900 WEST WOLF ROAD COMMONLY KNOWN AS NORTHWEST
ASSEMBLY OF GOD CHURCH
This Ordinance grants variations to allow a lot
coverage of 62%, rather than the permitted 35%;
to allow a 50 foot dome building height, rather
than the permitted maximum 28 feet; to allow a
width of 8.5 feet for a portion of the parking
spaces to, r~ther ithan the required 9 foot
width; and, a special use to allow a garage
designed to house more than two motor vehicles.
The Zoning Board of Appeals recommended granting
these requests by a vote of 7-0. (Exhibit K)
D. 2nd reading of AN ORDINANCE AMENDING CHAPTER 8
OF THE VILLAGE CODE
This Ordinance establishes a 3% tax on hotel/
motels. (Exhibit L)
E. 2nd reading of AN ORDINANCE AMENDING ARTICLE V
ENTITLED "METERS AND RATES" OF CHAPTER 22 OF
THE VILLAGE CODE OF MOUNT PROSPECT (Exhibit M)
F. 2nd reading of AN ORDINANCE AMENDING CHAPTER 18
(TRAFFIC CODE) OF THE VILLAGE CODE
This Ordinance increases the fine for parking
violations from $10.00 to $20.00. (Exhibit N)
G. PUBLIC HEARING
This Public Hearing, called pursuant to proper
legal notice having been published in the
Mount Prospect Herald on April 4, 1991,
is for the purpose of considering adoption of
the annual budget for fiscal year 1991/92.
H. 2nd reading of AN ORDINANCE ADOPTING THE ANNUAL
BUDGET FOR FISCAL YEAR 1991/92 FOR THE VILLAGE
OF MOUNT PROSPECT (Exhibit O)
I. 1st reading of AN ORDINANCE AMENDING CHAPTER 16
(DEVELOPMENT CODE)
This Ordinance amends the Development Code to
require that new street lights use high pressure
sodium vapor rather than mercury vapor. The
~lan Commission has reviewed this recommendation
and recommends approving this amendment by a
vote of 6-0. (Exhibit P)
IX. NEW BUSINESS
A. 1st reading of AN ORDINANCE AUTHORIZING THE SALE
OF PERSONAL PROPERTY OWNED BY THE VILLAGE OF
MOUNT PROSPECT
This Ordinance authorizes the sale of two
squad cars which are no longer useful. (Exhibit Q)
B. Accept public and/or private improvement installed
in conjunction with the Harvest Heights Subdivision
Scarsdale Homes)
X. VILLAGE MANAGER, S REPORT
A. Bid Results:

B. Request to waive the bidding process in order to
purchase an automated water reading system from
Badger Meter as well as the comparable Comark
computer system. Also requested is authorization
to amend Badger Meter contract to include the AMR
water meter modules.
C. ~ RESOLUTION AUTHORIZING EXECUTION OF AN AGREEMENT
BETWEEN THE VILLAGE OF MOUNT PROSPECT AND THE
