EXCEED $80,539.25

The Mount Prospect Bicycle Plan, adopted in 2012, provides a framework for implementing a broad bike network as
well as ways to encourage more people to choose biking for everyday transportation and enjoyment. Since the plan's
adoption, the Village has completed a few construction projects to enhance safety for bicyclists at key intersections.
They have been well-received by the community.
This year's Bicycle Route Signage Project will create 16 miles of on -street bike routes in the Village. The goal is to
connect a few destinations in the Village (downtown, Randhurst Mall, Melas Park, Lions Park, Rec Plex, and
Woodland Trails Park) using residential streets. The network will also connect to existing bike routes in Arlington
Heights and Prospect Heights. Work will include installing approximately 350 signs throughout the Village and two
miles of pavement markings in the Kensington Business Park. Standard bike route signs, destination signs, and bike
crossing signs at signalized intersections will be installed throughout the network while pavement markings will only be
installed on a few streets. This year's project does not include constructing any off-street bike paths and does not
affect street parking. Once completed, the Village will continue to look for opportunities to expand the bike network
and promote biking as a viable transportation alternative. For reference, proposed signage and pavement marking
improvements are delineated in Attachments A - D. The overall bike route supported by these improvements is
depicted in Attachment E.
These proposed improvements are supported by the Village Transportation Safety Commission, Mount Prospect
Park District, River Trails Park District, Mount Prospect Bike Club and Mount Prospect Chamber of Commerce. It
also aligns with the 2010 Northwest Municipal Conference regional bike plan.
At 1:00 p.m. on May 2nd, sealed bids were publicly opened and read aloud for the Bicycle Route Signage Project. A
notice was published in the Daily Herald and eight contractors were notified of the project. Four (4) contractors
picked up bid packets and three (3) submitted bids. A low bid of $73,217.50 was received from Western Remac, Inc.
of Woodridge, Illinois. The prices were as follows:

All three (3) bidding contractors submitted a bid bond in the amount of 10% of their total bid as required by the
contract documents. In addition, all required forms including IDOT prequalification certificates have been
satisfactorily submitted by the bidding contractors. There was a slight error in the second low bidder's price but it did
not affect the order of the bids.
Western Remac has never performed work for the Village on a public improvement project. Staff contacted other
local government agencies that have worked with them on previous projects. All said Western Remac provided
construction services on-time and within budget, and delivered quality workmanship.
The low bid of $73,217.50 is based on anticipated quantities. To cover any unexpected overages, it is recommended
that a contingency of 10% of the bid price be added to the contract. This equates to an additional $7,321.75.
Therefore, the total contract awarded to Western Remac would be for an amount not to exceed $80,539.25.
Alternatives:
1. Accept lowest -cost, responsible bid for the Bicycle Route Signage Project.
2. Discretion of the Village Board.
Budget Impact:
This proposed award will require the expenditure of $80,539.25.
Recommendation:
Staff recommends that the Village Board accept the bid from Western Remac, Inc. to provide construction services
for the Bicycle Route Signage Project for a not to exceed amount of $80,539.25.
