The meeting convened at 9:00 a.m. with Mayor Juracek, Trustee Matuszak, Trustee Polit, Trustee Rogers,
and Trustee Saccotellipresent. Village Manager Cassady, Assistant to the Village Manager Beckner, and
Police Chief Janowick represented staff.

Police Chief Janowick provided an update on the Police Department’s community engagement initiatives
through permanent beats and activities such as the recent “Coffee with the Cops” and “Pool Party with the
Police”. Chief Janowick reported the Police Department is incorporating a Data Analytics Program to show
crime trends on a map providing officers information regarding their beats to help support crime prevention.
There was a discussion on the recent rash of car burglaries andChief Janowick advised everyone not to
leave electronics or purses in their cars and to report anything suspicious to 9-1-1.Mal Holec asked the
Chief about the recent overflowby Capannari’s and the issue of the parking lot being fenced offat the future
Mount Prospect Station development.Village Manager Cassady said there are manysuccessful businesses
downtown with a need for parking and Ms. Beckner, the Assistant to the Village Manager,is having
conversations with the businesses regarding this issue.
John Elenberger, S. Redwood Drive
Mr. Elenberger suggestedaflyer for Coffee withCouncil to “Pass the Hat” at Meetings and monies could be
usedto help the food pantry. Mayor Juracek said it was a good idea.Mr. Elenbergerasked about a call he
made to Public Works on Tuesday and a recording said they were closed from 12:00 –5:00 p.m., but in an
emergency, please contact the police desk. He then called the police desk and they knew nothing about it
and wondered why.They did not know for sure, as it could have been a full staff meeting, but the Mayor said
staff wouldlookinto it. Mr. Elenberger’s last issue was garage sales without permits. He was advised to
contact Community Development for code enforcement.
Jim Chylik, Locust Lane
Mr. Chylik would like to see the Village reinstitute solicitor permits, ashe andhis neighborhood arehaving
problems with solicitors ignoringsigns and becomingvery insistent when coming to the door. Mayor Juracek
said to call 9-1-1. Chief Janowick said the policewill tell them to leave and if they do not, they could be cited.
He addedthat permits are no longer issued because we cannot legally force background checks and it
violatesfree speech. Mr. Chylik expressed concern regarding the crosswalk signs. Village Manager
Cassady stated Representative Harris, IDOT,and the team are meeting for solutions.

Louis Goodman, N. School Street
Mr. Goodman thanked the Village for printing the financial report in the Journal,and he complimented the
Village Manager on a great job. Mr. Goodman expressed concern regarding signs by Melas Park, as
bicyclists are riding across the street instead of walking their bikes. Chief Janowick responded bicyclists
should follow the “Rules of the Road for Bicycles”just as drivers have their “Rules of the Road.”The Police
Department is trying to educate the public on bike safety through a video, and an online test sponsored by
Ride Illinois. VillageManager Cassady added Officer Friendly and the Fire Department wouldmake bicycle
safety part of school curriculum,and Ms. Beckner said the Village Newsletter is a good source for promoting
the information.
Jerry Boldt, N. School Street
Mr. Boldt is concerned with the crosswalks and asked ifthepolice see violations, dothey doanything. Chief
Janowick said they are andexplainedthe crosswalk law is a partnership between the drivers and pedestrian,
as they both need to be aware of each other. Mr. Iverson would like to see crosswalks by the train station
enforced. It is especially bad in the morning around 6:15 a.m. Chief Janowick responded he wouldlook into
it, butit is the pedestrians’responsibility,and there is a need for public education. This led to a lengthy
discussion regarding the crosswalks on Central Road by Melas Park. IDOT approvedthe signage there,and
Village Manager Cassady stated the Village does not feel it would be safer if they removed thecrosswalk
signs.Trustee Saccotelliadded we are working with other towns to provide public education for drivers
coming through town. Mr. Boldt’s last issue was the reflectors used to keep people from parkingor driving
on the shoulder ofMount Prospect Road, a County road.Mayor Juracek stated they are currently in
discussions with theCountyto improve the Mount Prospect side as was done with the Des Plaines’ side.
Trustee Polit said there are moreshowing up on the edge of the road all over the Village. Mayor Juraek
believes some appeared during the snow seasonand were not removed by the homeowners.

Mrs. Rogers had nothing to discuss.
Carol Tortorello, S. Elmhurst Aveue
Ms.Tortorello had nothing to discuss.
Mal Holec, Quince Lane
Mr. Holec discussed usingother groups instead of police for crowdsand events. Chief Janowick said we
use the Citizen Emergency Response Team (CERT) tohelp with crowd control.
Jerry Ortiz, Briarwood Drive
Mr. Ortiz asked if the Search Warrant fora house onLynn Court was from the County or Mount Prospect
Police Department. Chief Janowick will check into it and askthe Crime Free Housing Program Coordinator
about it. Mr. Ortiz also asked if that house was soldand Ms. Beckner said she wouldlook into it.Mr. Ortiz
applied for the Rain Barrel Program.He asked if a permit was necessary because he has not heard anything
and he was advised permits are not needed.Additionally, he heard theRain Barrel Program wouldend at
the end of this year.Mayor Juracek said thisis a Metropolitan Water Reclamation District (MWRD) program.
Megan Roudebush, S. Locust Street
Ms. Roudebush asked what is happening with the Sakura site.Village Manager Cassady responded the
owner is marketing it for retail. Ms. Roudebush inquired if there were any updates regarding the triangle
area. Mayor Juracek said there is no information and the Village is waiting on the group that owns part of it.
Yulia Bjekic, S. Hi Lusi
Ms. Bjekic inquired aboutnews on the former Hobby Lobby store and Mayor Juracek said there is a high-end
health club looking at it.
Antoniha Borowski, S. See Gwun
Ms. Borowski thanked the Village for the See GwunAvenue crossing sign. She also inquired about wild
animals and if there is wildlifeservice available. Chief Janowick advised herto call a service because state
law protects some animalsand Mr. Schein agreed. There was a discussion on how to handle the issue and
the Mayor suggested going to the link on the Village Website regarding wildlife. Ms. Borowski’s last question
was who to contact regarding having a splash pad in Mount Prospect. Village Manager Cassady will
mention it to the park district when he sees them, but she should also contact them.

Jan Kent, Briarwood Drive
Ms. Kent had a complaint regardingpeople speeding between 6:00 –8:00 a.m. while people are walking
their dogs and jogging by Briarwood Drive and LynnCourt. Chief Janowick will have stafflook into it. Ms.
Kent also inquired if the Forester would come out to identify a flower. Mayor Juracek suggested contacting
the Friendship Park Conservatory.
BillMillar, W. Central Road
Mr. Millar expressed his concerns with the crosswalk on Central in the middle of the block, as he believes it
should be lined up with Melas Park.This led to a discussion regarding signage and IDOT regulations and
placement of the signs.He is also concerned regarding code enforcement not being enforced in District 57.
Alan Deitch, S. Lancaster
Mr. Deitch asked for an update on the Water Barrel ProgramandMayor Juracek advisedPublic Works
collects applications and MWRD has beenlate with deliveries. Mr. Deitch also asked if there is any plan to
add bike racks at the Metra station. Ms. Beckneradvised a grant was applied for to provide covered parking
for bikes and an expanded pad by Mrs. P and Me.
Steve Van Arsdale,Can Dota Avenue
Mr. Van Arsdale’s had nothing to discuss.
Ann Chwal, W. Gregory Street
Ms. Chwal expressed concern with the area on Gregory without curbs and sidewalks and she asked which
department she should direct her concerns.Mayor Juracek advised her to call Public Works and ask for
Matt Lawrie who in charge of transportation safety. Trustee Saccotelli lives in theareaand she would like to
revisit this issue.
Craig Iverson, S. Wille Street
Mr. Iverson inquired about the Central Plaza property.MayorJuracek said it is not at auction yet. They are
looking at what developers would build there and the Village is askingfor anRFP, as this area will need high
quality development. The Assistant to the Village Manager, Nellie Beckner, advised there is a
comprehensive plan available online for sites for future redevelopment, which will help guide thefuture use
of the properties. Village Manager Cassady stated a consultant is preparing a surveytobe mailed to 3000
randomly selected residences to address the needs of all residents, young and old. Mr. Iverson’s next
concern was the need for a speed bump behind Bar 145, as he believes it is neededtoslow traffic. The
alley is a thoroughfare;therefore,Mayor Juracek stated it would not happen. Mr. Iverson’s last concern is
how it is difficult to get down the streeton Sundayby St. Mark’s Churchwith cars parkedclose to
intersections. Chief Janowick will look into it and Mayor Juracek will bring it up at the next Interfaith Council
to work on enforcement of church parking. Trustee Saccotelli noted a similar issueby Evergreen Church
when they host basketball.
Jill Mouer, S. Wa Pella
Ms. Mouer just attended to listen and learn.
David Schein, Na Wa Ta Avenue
Mr. Schein advised everyone the “Rules of the Road for Bicycles” is on the Illinois Website. He also asked
everyone to protect our State Insect, the Monarch Butterfly,by planting milkweed. Mayor Juraceksaid the
Mount Prospect Garden Club has taken this projectundertheir wing. Mr. Schein also suggested anyone
with a basement take a radon test. The Illinois Emergency website has thisinformation.
Kurt Hoffman, Hopi Lane
Mr. Hoffman is concerned with a tilted sidewalkin front of his Management Agency. He has a very active
sump pump.In the winter, the water empties on the sidewalk and freezes;he is looking for a solution.
Village Manager Cassady suggested calling Public Works.
Beth Jordan, CanDotaAvenue
Ms. Jordan attended Coffee withCouncil because she would like to get involved with city planning.
