CALL TO ORDER - ROLL CALL IL ACCEPTANCE OF MINUTES OF OCTOBER 13, 1992 III. CITIZENS TO BE HEARD IV. FINANCIAL CONDITION In August of this year, the Mayor and Board of Trustees reviewed the Village's financial condition. That review showed the potential for serious deficit conditions beginning this fiscal year and continuing in increasing amounts through fiscal year 1996/1997. While the Village's overall financial position remains strong, the figures showed that decisive action was needed to preserve our financial standing. Our goal was to eliminate the deficit successfully without decimating the quality or level of services provided to Mount Prospect residents nor to render those services at a prohibitive cost. Staff was directed to further study the situation and return in November with updated projections and a comprehensive plan that included specific recommendations. Our pledge at that time was to dispense with a "business as usual" approach. During the intervening time period, it became clear that our near-term concerns provided the Village with a golden opportunity to chart a clear path straight into the 21st century. In order to facilitate this discussion, staff is pleased to present its recommendations for addressing our near-term problems as part of a larger, more comprehensive program. That program is entitled, "Mount Prospect 2000 - A Vision for the Future." Within that larger context, our initial focus will necessarily be on the current revenue/expenditure imbalance. The period beginning with this fiscal year and extending through fiscal year 1996/1997 should be viewed as our opportunity to begin "laying the groundwork." The problems that we will be discussing did happen overnight. As such, there are few "quick-fix" solutions that will prove acceptable when viewed in the context of their long-term impact. It is that long- term impact which needs our collective attention if we are to be truly successful in this endeavor. The major elements of Mount Prospect 2000 include: 1. Commitment to long-range strategic planning. 2. Development of a multi-year spending/revenue plan. 3. Adoption of performance-based budgeting techniques. 4. An enhanced Village Board/staff partnership. Each element has numerous sub-issues that will need to be discussed and addressed. Existing policies will need to be re-examined. New policies will need to be developed. An enhanced partnership between Board and staff will come from the dialogue that will, of necessity, flow from the process. The process itself will not be completed soon. It will be part of a long-term commitment by elected officials and Village staff to excellence in government for residents of Mount Prospect. V. BUILDING CODE REVIEW - ARTICLE V - FEES. BQND$ AND DEPQ$1T,q At this time, elected officials and staff have completed rev/ew of the technical aspects of the proposed update of the Village's Building and Fire Prevention Codes. The only outstanding issue to be addressed was adjustments to Article V- Fees, Bonds and Deposits. Staff's original proposal called for fee increases of 50% on average. Those proposed increases were grounded in the fact that Building Fees had not been raised in the previous six years while Department costs had gone up an average of 6% per year. Upon further review, it appears that the proposed fee increases would be a hardship on prospective developers, and homeowners who are planning to undertake home improvements. Therefore, staff recommends that no fee increases be considered at this time. Instead, a six-month r6view of this issue will be scheduled to provide opportunity for further discussion.
