HomeMy WebLinkAbout09/01/2015 Lincoln Street Bridge RehabilitaionMount Mount Prospect Public Works Department INTEROFFICE MEMORANDUM TO: ACTING VILLAGE MANAGER DAVID STRAHL FROM: VILLAGE ENGINEER DATE: AUGUST 26, 2015 SUBJECT: LINCOLN STREET BRIDGE REHABILITATION (CONTRACT AWARD NOT TO EXCEED $34,021.00) Background On June 8, 2015 bids were received for repairs to the Lincoln Street Bridge. Unfortunately those bids came in much higher than anticipated. The low bid was 90% above the Engineers Estimate of Cost. An analysis of the submitted bids revealed that escalating unit prices are indicative of the current construction climate with the number of ongoing construction projects in Northeast Illinois by IDOT, the Tollway and CDOT. On July 7, 2015 the Village Board rejected all bids. Since then new plans have been prepared with a reduced scope of work that would complete all necessary work to limit more extensive repairs in the future if the maintenance is delayed. The remainder of the work will be scheduled in future years. Bid Results A Notice to Bidders was published in a local newspaper as required. Sealed bids were received on August 24, 2015. Five (5) contractors submitted bids for this project. The bids ranged from a low of $30,928.00 by Path Construction Company, to a high of $97,400.80 by Martam Construction, Inc. The engineer's estimate for the project was $70,150.00 All bidders submitted a bid bond in the amount of 10% of the total bid as required in the bid proposal packet. All bids were checked for their accuracy. No errors were found. All bidders correctly signed their bids and bid bonds. Below is a summary of the bids: Bidders Total Bid Path Construction Company $ 30,928.00 Kovilic Construction Co., Inc. $ 79,610.00 Rausch Infrastructure L.L.C. $ 88,550.00 Alliance Contractors, Inc. $ 96,894.50 Martam Construction, Inc. $ 97,400.80 Engineer's Estimate $ 70,150.00 Discussion The low bid is 56% below the Engineer's Estimate. Considering the significant difference between the low bidder and the second low bidder, a discussion was held with the low bidder. Page 2 of 2 Lincoln Street Bridge Rehabilitation August 26, 2015 Path Construction Company verified their understanding of the project, the accuracy of their bid prices and the ability to complete the project for their submitted bid price. Path Construction Company meets the requirements of the contract documents. They are currently working on the Village's Northwest Highway Streetscape Project. Their work has been acceptable. Staff recommends including a 10% contingency in the project award to allow for quantity variances and unanticipated conditions. In this instance, a 10% contingency added to the lowest cost bid would result in a total contract award of $34,201.00 (Base Bid: $30,928.00 + Contingency: $3,093.00 = Total Recommended Award: $34,021.00). Recommendation I recommend the low bidder, Path Construction Company of Arlington Heights, be awarded the contract for the Lincoln Street Bridge Rehabilitation in the amount not to exceed $34,021.00.
