SUBJECT: ACCEPTANCE OF PROPOSAL FOR SITE REMEDIATION PROGRAM (SRP) CLOSURE
AND PROFESSIONAL REMEDIATION SERVICES FOR 2 - 40 N. MAIN ST. (CENTRAL
PLAZA)
Central Plaza has been neglected for several years and has significantly deteriorated creating a
nuisance to the public. Numerous attempts were made by staff to locate the property owner to
rehabilitate the property without success. Unfortunately the owners have not been responsive and
the Plaza has deteriorated past the point of repair and is a public nuisance.
Given these facts, the Village sought and received a Final Default Order and Injunction for Demolition
from the Circuit Court of Cook County. The order was granted to the Village and all required notices
have been given to all potential owners of our intent to pursue the demolition and environmental
cleanup of the Plaza. The Village previously entered into a contract with Albrecht Enterprises to
demolish the structure which will begin around Labor Day.
The Community Development Department solicited proposals from environmental firms to obtain a
Tier I Residential No Further Remediation (NFR) letter from the Illinois Environmental Protection
Agency (TEPA) for the Central Plaza property. Three proposals were submitted by environmental firms.
All three firms are capable of performing the services requested and have performed similar work for
other local municipalities. Listed below are the cost proposals that were submitted for the work:

The above proposals cover the cost of a Phase 1 Environmental Site Assessment (required for the NFR
application), removal of up to 2,000 tons of non -hazardous soils, removal of 12,000 gallons of
contaminated water and the SRP/LUST reporting that are necessary to obtain a Tier I Residential NFR
letter from the IEPA. The proposal is for time and materials as it relates to the removal of non-
hazardous soils and contaminated water. The estimated quantities for both of these materials were
based upon the Phase 11 study that was completed by Tetra Tech earlier this summer. The final cost

will be based upon the actual quantity removed from the site. Staff recommends including a 10%
contingency in the project award to allow for quantity variances and unanticipated conditions. In this
instance, a 10% contingency would add $26,620 to the proposal for a total of $292,829.
In addition to the costs listed above, the Village will pay the IEPA directly for any application fees
associated with the project. V3 estimates that these fees will range from $5,000 to $10,000 depending
upon the amount of IEPA oversight required. Once all of this work is completed, the Village will file the
necessary priority lien to recuperate all costs associated with this project. Sufficient funds are available
in the Downtown Development Fund to cover these expenses and staff will process a budget
amendment later this fall to reflect this expense.
Please forward this memorandum to the Village Board for their review and consideration at the
September 1St Village Board meeting. Staff will be present to answer any questions related to this
matter.
