The meeting convened at 9:00 a.m. Village Board members present were Mayor Arlene Juracek, and trustees
Colleen Saccotelli, Paul Hoefert, Steve Polit and Richard Rogers. Representing Staff was Assistant Village
Manager Dave Strahl and Community Development Director Bill Cooney.

Mayor Juracek opened the meeting with general remarks, went around the room so everyone could introduce
themselves, and then moved to the resident portion of the meeting.
Dee and Clyde Randmark — Ms. Randmark expressed her dissatisfaction with the lack of notice and explanation
given to her pinochle card group when they were recently told that the Community Center would not be
available for their monthly playing session. She stated that Village staff were not able to initially give her a
reason why (she was later advised that it was due to the Fire Department promotion ceremony and the fact that
the Village Board meeting was shifted to a Wednesday evening because of the primary election). She stated
that the last minute cancellation was very disruptive to her 52 -member group. Mayor Juracek apologized for
the disruption to their schedule and advised that this was a very unique set of circumstances that caused the
required change of schedule. She asked staff to review internal communications to ensure that all staff was
aware of the reasons for such changes in the future. Mr. Randmark stated that he felt that a representative
from the Police and/or Fire Department should attend all future Coffee with Council meetings so that they could
readily address any concerns raised by residents. He was assured that any comments related to those
departments are forwarded to their attention for any necessary action.
Mike Heaney — Mr. Heaney voiced his concerns with a recent increase in water pollution in Lake Briarwood. He
said much of the pollution was the result of the construction on 1-90 but that there was a noticeable increase
coming from the west through the adjacent Lost Creek subdivision. He was frustrated with the lack of response
from IEPA and MWRD and asked for assistance from the Village. Mr. Strahl stated that he would contact the
Public Works Department to review the situation.
Mel Holec — Mr. Holec stated he recently read about a study being undertaken to review the operations at the
Chicago Executive Airport and asked if the Village would participate in that process. Mayor Juracek stated that
Trustee Rogers would represent the Village throughout that process. Mr. Holec also stated that he remains
concerned with tanker cars on the surrounding rail lines in the Village.
Pat and Wally Szymczak — No comments.
Louis Goodman — Mr. Goodman asked if the reported cost of the resident survey included all follow up and
multi -language components that would be necessary. He was advised that the cost was all-inclusive. He then
stated that he was opposed to spending $200,000 on the proposed work out facility in the Village Hall. He
suggested that the Village provide staff with a stipend to join a local gym and that would be much more cost
effective. There was much discussion related to this item and general support for the stipend recommendation.
Jerry Boldt, School Street — Mr. Boldt stated that he felt it was absurd to build a new police station given that
the current station was constructed just 25 years ago. He felt that there were less expensive options available.
Mayor Juracek stated that no decision had been made yet but that all options would be considered. Mr. Boldt
also stated he was very frustrated that the Police do not enforce regulations that prohibit people from blocking
the public sidewalk with their vehicles. He felt that they should proactively enforce the ordinances.
Carrie and Dennis Brooks - Mr. Brooks asked that the Village support a MWRD program that would provide
residents with free rain barrels to water their landscaping. He was advised that this matter would be before the
Village Board at their March 16`h meeting for consideration.
Ken and Lulu Greenfield — Mr. Greenfield expressed his frustration with individuals that break the "no solicitors"
regulations. He was advised that he did not have to answer his door and was encouraged to call 911 if he felt
that an individual was in violation of this ordinance.
Teri Markovitz — Ms. Markovitz stated that a state trooper and Cook County police have recently parked in their
subdivision and are enforcing stop sign regulations. She asked if the state had jurisdiction in that area and was
advised that they could issue tickets on local roads, although that was unusual.
Jan Kent — Ms. Kent asked about the status of the annexation of the Lynn Court area. She was advised that this
matter would be before the Village Board at their March 16`h meeting for consideration.
Jim Chylik — Mr. Chylik asked that the Public Works Department address some large potholes at the intersection
of Palm Drive and Lavernge Drive. He advised this is a reoccurring issue.
John and Sue Ellenberger — Mr. Ellenberger appreciated the Mayor's assistance on determining the status of the
Hobby Lobby store.
Thomas Tezky — No comments.
Barbie and Steve Van Arsdale — No comments.
Carol Tortorello — No comments.
Christina Rogers — No comments.
Bill Millar — Mr. Millar asked where things stood with the Westbrook School improvement project. He stated
that the School District hadn't installed landscape islands in the parking lot yet. Mr. Cooney stated that the
school district would likely be pursuing a variation from that code requirement and may be on the April Planning
and Zoning Commission agenda.
Matt and Linda Delk - Mr. Delk stated that he was frustrated with the many landscaping companies that blow
grass/debris onto the public streets. He suggested that the Village license these companies so that they would
be better regulated. There was general discussion on this matter and Mr. Delk was ultimately advised to call 911
when he witnesses such violations. It was suggested that a newsletter article or PW Facebook alert on this
matter would be appropriate.
Louis Bowers - Mr. Bowers stated that he recently completed the 12 -week Police Academy training and
recommended it highly to the group.
Max Romanowicz — No comments.
Jim Brookman — Mr. Brookman stated that he is an alderman from the City of Des Plaines and was attending the
meeting to view the proceedings. He stated that he was impressed with the format and open communication
with residents. He stated that he hoped that Mount Prospect and Des Plaines would improve communication
moving forward as both towns address similar issues on a regular basis and would benefit from working
together.
Tom Manion — Mr. Manion stated that the Golf Plaza II shopping center was in poor condition and in particular
the parking lot striping was very difficult to see. Mayor Juracek gave the group an update on the slow moving
discussions with the property owner regarding the redevelopment of the center. Mr. Cooney stated that staff
would review the parking lot and address accordingly.
David Schein — No comments.
Albert McGarrity - Mr. McGarrity stated that a new neighbor had completed some grading on their property to
address flooding concerns. He was advised to contact the Public Works Department to address any concerns
and/or have an inspector come out and review the situation.
