The meeting of the Economic Development Commission (EDC) of the Village of Mount Prospect was
held on Thursday, January 15th in 3 d Floor Executive Conference Room in the Village Hall, 50 South
Emerson Street, Mount Prospect, Illinois.
CALL TO ORDER
Chairman Skip Robertson called the meeting to order at 8:00 a.m. Commissioners John Healy, Tom
Lowe, Dan Novak and David Roe were present. Also present were Bill Cooney, Director of Community
Development, Nellie Beckner, Long Range Planner and Marianthi Thanopoulos, Public Information
Officer.
APPROVAL OF MINUTES
The minutes of the September 17, 2015 meeting were reviewed and approved unanimously.

OLD BUSINESS
Development Update
Mr. Cooney provided a brief update on various developments throughout the Village. He highlighted
several projects in the downtown district, along the Rand Road Corridor and at Golf Plaza II.

NEW BUSINESS
Rand Road Corridor Study
Mr. Cooney stated that the Village is undertaking a planning study of the Rand Road Corridor. He
introduced Mike Blue and Brittany Bagent from Teska Associates who is the lead consultant for the
project. Mr. Blue asked the EDC members a series of questions related to the corridor to solicit their
input on the pros and cons of the corridor. The EDC provided their insights on the corridor and made
several recommendations for improvements to the area.
Business Incentives
Mr. Cooney stated that the he would be presenting to the Committee of the Whole on January 261h an
overview of business incentives that are available to the Village to attract and retain businesses in the
community. He provided the EDC with a summary of those incentives and of incentives that local
communities have created individually for their towns. The EDC discussed the topic and opined that
the Village should be selective in the use of incentives for retailers as we currently have very low
vacancy rates in our commercial districts and we shouldn't provide a competitive advantage for new
businesses over existing businesses that aren't benefitting from any incentives. The EDC supports the
Class 6b program given the high Cook County tax rates on this use group and the competitive
disadvantage it puts the Village in against nearby counties. The group agreed that any locally created
incentives should be designed so that they are easy to apply for and use.
