CALL TO ORDER
Mayor Juracek called the meeting to order at 7:07 p.m.

MINUTES
Trustee Zadel, seconded by Trustee Polit, moved to approve the minutes of the regular Village Board
meeting held December 15, 2015.

MONTHLY FINANCIAL REPORT AND APPROVE BILLS
Mayor Juracek stated the next item on the agenda," APPROVE BILLS" was noted by an asterisk and
unless there was a request to remove an item(s), all items further listed in that manner would be
considered with one (1) vote as business item "IX. CONSENT AGENDA."
MAYOR'S REPORT
A. ACCOLADES
Police Department Promotion
Jack Brogan as Sergeant
Police Chief Timothy Janowick recognized Officer Brogan's decorated career that spans 26 years,
including Officer of the Year awards in 2003 and 2014. Chief Janowick noted that Officer Brogan has
been involved in a number of Mount Prospect's most notorious cases and faced each one with
determination, professionalism and dedication. In doing so, he gained the respect among his colleagues,
retirees and the community, many of whom are present this evening to celebrate his promotion.

On behalf of the Village Board and the community, Mayor Juracek thanked Sergeant Brogan for his
dedicated and outstanding service.
B. Fire Department Swearing Ceremony
Staffing for Adequate Fire and Emergency Response (SAFER) grant hires
Interim Fire Chief Brian Lambel provided a brief background on the steps that led to tonight's swearing in
of 6 (six) new firefighters/paramedics. The economic crisis in 2010 caused a reduction in staff that
effected most departments within the Village. This caused the Fire Department to reduce its staff by six
personnel through attrition. Since then, the Fire Department's leadership made it their top priority to
regain those positions. On July 31, 2015 the Mount Prospect Fire Department was awarded $1,385,184
through the SAFER grant. Securing these funds allowed the Fire Department to begin the process of
recruiting, screening and hiring personnel. Today marks the final step in this process. Chief Lambel
thanked his staff, who were instrumental in securing the Grant, the Village Board for their support,
residents for their patience and support, and the Police Department all working together to make this
happen. Interim Fire Chief Lambel Lambel presented the six newest members of the Mount Prospect Fire
Department:

Mr. Busse administered the Oath of Office to each new member. Family, friends and Mount Prospect Fire
Department retirees were present to join the Village Board in celebrating this important occasion.
The meeting entered a brief recess at 7:30 p.m. to allow for people to exit following the swearing in
ceremonies. Meeting resumed at 7:42 p.m.
C. APPOINTMENTS
Centennial Commission
Dale Henricksen

Term expires 12/2018
Mayor Juracek stated the importance of having a representative from Randhurst Village on this
Commission. Mr. Hendricksen fills that role, noting he is a long time resident of the Northwest Suburbs
who will bring his experience and knowledge to this Commission.
Trustee Polit, seconded by Trustee Saccotelli, moved to approve the appointment of Dale Henricksen
to the Centennial Commission

Public Hearing
The public hearing called pursuant to proper legal notice having been published in the Daily Herald on
December 14, 2015, for the purpose of considering and hearing testimony in regard to a proposed
annexation agreement relative to the annexation to the Village of Mount Prospect of a tract of property
comprising approximately two acres legally described as follows:
THE NORTHEASTERLY 44.50 FEET (MEASURED AT RIGHT ANGLES) OF THE ILLINOIS TOLL
HIGHWAY (1-90) RIGHT OF WAY BOUNDED ON THE WEST BY THE SOUTHERLY PROLONGATION
OF THE WEST LINE OF LAKE BRIARWOOD UNIT NO. 2 RECORDED JANUARY 27, 1961 AS
DOCUMENT NO. 18072302 AND BOUNDED ON THE EAST BY THE SOUTHERLY PROLONGATION
OF THE EAST LINE OF THE COMMONWEALTH EDISON RIGHT OF WAY, AS ANNEXED TO THE
VILLAGE OF MOUNT PROSPECT AUGUST 1, 1963 PER DOCUMENT NO. 18871122, ALL IN THE
WEST HALF OF SECTION 22, TOWNSHIP 41 NORTH, RANGE 11 EAST OF THE THIRD PRINCIPAL
MERIDIAN, IN COOK COUNTY, ILLINOIS.
Community Development Director William Cooney presented details of this process to annex a portion of
the Illinois Tollway property that is adjacent to Lake Briarwood and Lynn Court Condominiums in order to
completely surround the area of the Lynn Court Condominiums. Approval of the following Resolution and
Ordinance is required to move forward with the annexation. Once the plat of annexation and
Intergovernmental Agreement is recorded the Village will proceed to annex a portion of the Lynn Court
Condominiums that is currently unincorporated. Mr. Cooney answered questions from the Board. There
was no public comment. Mayor Juracek closed the public hearing at 7:53 pm.
A. A Resolution Authorizing the Execution of an Annexation Agreement Between the Village of Mount
Prospect and the Illinois State Tollway Highway Authority.
Trustee Zadel, seconded by Trustee Polit moved for approval of Resolution No. 01-16:

Mayor Juracek presented for a first (1St) reading an Ordinance Authorizing Annexation of Certain Property
Along the Illinois State Toll Highway (1-90) to the Village of Mount Prospect, Cook County, Illinois.
Trustee Rogers, seconded by Trustee Polit, moved to waive the rule requiring two (2) readings of an
ordinance.

Trustee Zadel, seconded by Trustee Rogers, moved for approval of Ordinance No. 6232:

VILLAGE MANAGER'S REPORT
Village Manager Michael Cassady acknowledged the Board, Interim Fire Chief Lambel, Finance Director
David Erb and staff who worked together to leverage the SAFER grant opportunity.
Mr. Cassady asked Public Works Director Sean Dorsey to address the Board regarding the recent storm
event. Mr. Dorsey stated weather challenges including inconsistent weather reports and changing
conditions (ice, rain, snow and falling temperatures) made the task of clearing the roads difficult. This
resulted in an increase in resident complaints and concerns. Mr. Dorsey acknowledged these concerns
and stated his department worked tirelessly, salting and clearing the roads, in their effort to maintain the
safety of all streets in the Village.
Public Comment

Mr. Goodman thanked Mr. Dorsey and said overall his team did a great job keeping the roads clear but
commented they did not go "curb to curb" in many cases. Mr. Dorsey reported that while they try to clear
as much of the road as possible, they are conscious of sod damage and try to limit any damage that may
be caused to residents' lawns and mailboxes.
On behalf of the Board, the Mayor thanked Mr. Dorsey and his staff for their all their hard work and
dedication.
ANY OTHER BUSINESS
Mayor Juracek announced there will be a Coffee with Council meeting Saturday, January 9th at 9:00 a.m.

There being no further business to discuss Mayor Juracek asked for a motion to adjourn.
Trustee Rogers, seconded by Trustee Zadel moved to adjourn the meeting.
By unanimous vote the January 5, 2016 Village Board meeting adjourned at 8:13 p.m.
