Mayor's Report 02/02/2016PROCLAMATION "BLACK HISTORY MONTH" FEBRUARY, 2016 WHEREAS, during National African American History Month, we honor the achievements and celebrate the rich heritage of African Americans; and WHEREAS, in 1926 Carter G. Woodson initiated Negro History Week, which, in 1976, was expanded to the entire month of February to recognize and celebrate contributions of African-Americans to our nation's culture and history; and WHEREAS, throughout our Nation's History, African Americans from all walks of life have offered their talents to the betterment of American Society. Through their extraordinary accomplishments, these leaders helped bring our Nation closer to fulfilling its founding ideas; and WHEREAS, from the beginning of our Republic, free people of African descent have seen themselves as citizens, members of society, and therefore due equal rights. To honor the efforts of those who have fought for social justice in our nation the 2016 Black History Month theme is "Hallowed Grounds: Sites of African American Memories." Frederick Douglass, W.E.B. Du Bois, Martin Luther King, Jr., and Fanny Lou Hamer are all associated with the struggle for civil rights; and WHEREAS, throughout "Black History Month," we celebrate the many contributions African Americans have made to our Nation, and we are reminded of their courage in their struggle to change the hearts and minds of our citizens. NOW, THEREFORE, I, Arlene A. Juracek, Mayor of the Village of Mount Prospect, do hereby proclaim February, 2016 as "BLACK HISTORY MONTH" and I encourage all individuals to take advantage of opportunities to educate themselves and raise awareness and appreciation of the history and contributions of African-Americans to our great nation, while striving to eliminate even the most minute evidence of discrimination towards all individuals. Lisa Angell Village Clerk Dated this 2nd day of February, 2016 Revised 1-29-16 Village of Mount Prospect Mount Prospect, Illinois INTEROFFICE MEMORANDUM TO:MAYOR JURACEK AND VILLAGE BOARD OF TRUSTEES FROM:MIKE CASSADY, VILLAGEMANAGER DATE:JANUARY 29, 2016 SUBJECT:AMENDMENT TO EMPLOYMENT AGREEMENT _____________________________________________________________________ BACKGROUND: The Village Board approved an Employment Agreement for meon September 15, 2015. Included in the agreement was a provision for an automobile allowance in the amount of $500 per month. I would appreciate your consideration to allow an option for use of a Village owned vehicle. DISCUSSION: An addendum to theAgreement has been prepared by the Village labor attorney to authorize the option for use of a Village vehicle for business and personal use. Use of a vehicle is a common benefit for city managers, who are expected to respond to emergent situations on a 24/7 basis. The Village currently authorizes vehicles for business and personal use to twelve members of the senior management team in Police, Fire, Public Works and the Village Managers Office. Mayor Juracek generously offered to allow the current pool car300used by her and Trustee’s to travel on Village Business tobe used by the Village Manager. If approved, the monthly vehicle allowance would terminate, saving the Village $6,000. The use of the existing pool car will allow this benefit without expanding our vehicle fleet. ALTERNATIVES: 1.Authorize and amendment to the Village Manager’s Employment Agreement. 2.Discretion of the Board. RECOMMENDATION: Staff recommends approval of an addendum to the Employment Agreement to allow an option for use ofa Village vehicle for business and personal use. This will not negatively impact our existing fleet and our vehicle maintenance team hascapacity to support this service.The overall compensation for the Manager will be reduced by $6,000 annually. The Manger will be responsible for tax implications of this benefit. ADDENDUM TO EMPLOYMENT AGREEMENT BETWEEN VILLAGE OF MOUNT PROSPECT AND MICHAEL J. CASSADY, VILLAGE MANAGER This ADDENDUM TO EMPLOYMENT AGREEMENT ("Addendum") is made and entered into this day of February, 2016 by and between the VILLAGE OF MOUNT PROSPECT, an Illinois municipal corporation located in Cook County Illinois (hereinafter referred to as "VILLAGE") and MICHAEL J. CASSADY (hereinafter referred to as "MANAGER"). The Parties agree to the following: 1. On September 15, 2015, VILLAGE and MANAGER entered into an EMPLOYMENT AGREEMENT ("Agreement"), a copy of which is incorporated to this Addendum by reference. Except as provided in this Addendum, the terms of the Agreement will remain in effect. 2. In Paragraph #26 of the Agreement, the Parties mutually agreed and reserved their respective right(s) to change or modify the terms of the Agreement provided it is "in writing and signed by the Parties". Both Parties agree and acknowledge that this Addendum satisfies the conditions necessary to modify the Agreement. 3. By mutual agreement of the Parties, Paragraph #12 of the Agreement, "Automobile Allowance ", will be revised to include the following additional paragraph: "As an alternative and in lieu of providing MANAGER the Automobile Allowance referenced earlier in this Paragraph, VILLAGE has the option to provide MANAGER a VILLAGE owned vehicle for his business and reasonable personal use while employed by VILLAGE pursuant to the Agreement. MANAGER's rights and obligations while using this vehicle (including access to the then applicable resources of the VILLAGE's Public Works vehicle maintenance division and applicable vehicle insurance policies) will be the same or similar to the rights and obligations of other designated members of the VILLAGE's senior management team who obtain this benefit. The Parties agree that, during such periods in which MANAGER has access to a VILLAGE owned vehicle pursuant to this paragraph, he will not be eligible for an Automobile Allowance. Additionally, the Parties agree that MANAGER will be responsible for any tax related consequences involved in his receipt of the benefit(s) and privilege(s) referenced in this paragraph, as required by law." 4. This Addendum is not binding on either party until and unless it is approved by authorized representatives of the Mount Prospect Village Board. VILLAGE OF MOUNT PROSPECT VILLAGE MANAGER Attest:
