HomeMy WebLinkAbout01/12/2016 COW Minutes'U T Committee the Whole Minutes January 12, 2016 CALL TO ORDER -ROLL CALL Mayor Arlene Juracek called the meeting to order at 7:06 p.m. in the Village Board Room, Village Hall, 50 S. Emerson Street. Trustees present included Paul Hoefert, John Matuszak, Steven Polit, Richard Rogers, Colleen Saccotelli and Michael Zadel. Staff present included Village Manager Michael Cassady, Assistant Village Manager David Strahl, Finance Director David Erb, Interim Fire Chief Brian Lambel, Public Works Director Sean Dorsey, Community Development Director William Cooney, Police Chief Timothy Janowick, Deputy Public Works Director Jason Leib, Public Works Administrative Superintendent Kristina Jakupovic and Administrative Analyst Alexander Bertolucci. APPROVAL OF COMMITTEE OF THE WHOLE MINUTES FROM NOVEMBER 10, 2015 Motion made by Trustee Hoefert seconded by Trustee Polit. Minutes were approved. III. CITIZENS TO BE HEARD None IV. SOLID WASTE AGENCY OF NORTHERN COOK COUNTY (SWANCC) UPDATE Public Works Director, Sean Dorsey stated the Village of Mount Prospect is a charter member of SWANCC and is signatory to a long term project use agreement. This agreement expires in 2031 and obligates all of the Village's residential and multi -family refuse to SWANCC's Glenview Transfer Station. In addition, SWANCC also provides a number of consulting and educational services to the community. SWANCC Executive Director, David Van Vooren provided a presentation regarding SWANCC's current services and industry trends including opportunities for processing electronic and food waste. Mr. Van Vooren stated SWANCC's project use agreement obligates members to deposit the solid waste they generate with the agency. He stated operations are solely funded through member fees. SWANCC operates a transfer station to receive member waste and transport waste to landfill for disposal. Most of Chicagoland's waste goes to regional landfills about 40-50 miles from Cook County. He stated that SWANCC updated their solid waste management plan in 2014 and as a result the agency has reevaluated the operating contract for the transfer station. He stated that commencing on September 1, 2015, SWANCC awarded a new operating contract for the Glenview Transfer Station re -setting the agency's disposal costs by 20%. He summarized SWANCC's solid waste collection/disposal tonnage and costs figures, ancillary programs costs and historical tipping fees. He stated recycling is paramount to SWANCC's mission and provided an overview of the agency's recycling efforts. He stated that SWANCC members pay by the ton and if recyclables can be removed from the waste stream it lowers waste weight and members pay less. He also reviewed SWANCC's consulting, legislative, special waste collection, and educational services. Manufacturers have been able to negotiate recycling costs that creates a loss to recyclers and then recyclers ask the collectors to assist with offsetting costs. The collectors pass on costs to municipalities and in turn residents pay for electronic recycling programs. • It was noted the Board could assist recycling efforts by contacting local representatives to discuss how the current state electronic device recycling bill is affecting residents. • There was a discussion regarding how recycled materials are sorted and separated. Clean recyclables are bundled and certified for premium resale; and about 15% of recyclables received are contaminated and sent to the landfill. • There was a question regarding how to improve cooperation to increase the amount of recyclable material. SWANCC can provide recycling videos for public access channels, diagrams of recyclable waste can be placed on carts, and SWANCC's Education Director could work with staff to engage residents in the process. • There was a discussion regarding incidents of recyclers going out of business. The results are electronic waste that was supposed to be recycled are found stored in warehouses. • There was general discussion regarding convenient ways to recycle household hazardous waste. • There was discussion regarding Mount Prospect refuse/recycling contract that is set to expire in 2017 and how the Village can utilize SWANCC services to prepare for the future contract. • It was noted that Barrington, IL has implemented a pilot food scrap recycling programs that allows food scrap to be recycled with yard waste collection. V. VILLAGE MANAGER'S REPORT None VI. ANY OTHER BUSINESS Trustee Hoefert requested information regarding the Village Board Room's audio equipment and discussed conducting a sound check. VII. ADJOURNMENT Motion made by Trustee Hoefert seconded by Trustee Rogers to adjourn the meeting at 8:34 p.m. Motion was approved.
