HistoricallytheVillagehasutilizedavarietyofbusinessincentivestofurther economicdevelopmentinthecommunity.TheseincentivesincludeTaxIncrementFinancing Districts,BusinessImprovementDistricts,salestaxsharingagreements,CookCountyClass 6bassessmentsandothers. Staffwill provideanoverviewoftheseandother incentivesthat areavailabletotheVillageand reviewhowneighboringcommunitiesutilizeincentives.Inaddition, staffwilldetaillocal incentive programsthat have beencreated byotherarea communitiestotargetcertain businesses. V.DISCUSSIONOFTHEVILLAGEOFMOUNTPROSPECTSTRATEGICPLAN IMPLEMENTATIONAND LEADERSGUIDE TheVillageBoardapprovedtheStrategicPlaninAprilof2014.Overthepastthreemonths theVillageBoard and staffhave collaborated on aStrategicPlanImplementationGuidethat reinforcestheVillageMissionandVisionandestablisheskeyprioritiesandtargetsfor actionto supporttheStrategicPlanGoals. ThesixGoalsforVisionAttainmentestablishedinthe StrategicPlanareInfrastructure,Development,Business,CommercialBusinessDistricts, GovernanceandCulturalClimate. TheenclosedLeadersGuidedraftedby facilitatorLyleSumekandstaffprovidesanExecutive SummaryofthestrategicplanningprocessintheVillage. Italsogoesintogreaterdetailon ourVision forthecommunity andorganization,looking forwardto2030. TheExecutive Summaryalso communicates theMissionof our municipal corporationas wellas the organizationsCoreValuesandBeliefs. Thesecomponentswill provideall ofour team member’sguidanceindecisionmaking,behavior,leadershipandinnovation. EachGoal was discussedatlength bytheBoard andLeadershipTeam.Keyobjectivesandshortterm challengesandopportunitiesaccompanyeachGoal.TheExecutiveSummarybreaksdown keyPolicyandManagementobjectivesbyGoal.TheTargetsforActionwereprioritizedbythe BoardintoTop,HighandModeratePriorityforboththePolicyAgendaandManagement Agenda.TheExecutivesummary alsocontainsacomprehensivelistofissuesandinitiatives currentlyinprogress(Management inProgress)aswell asmajorprojectsalreadyunderway. Forasnapshotofcriticaltargetsforthiscomingyear,please reviewtheActionAgendain Section9. TheActionAgendaistheoverallworkplanthatwewill addressduringthecoming yeartosupportourGoalsforVisionAttainment.Severalworkitemshavemultiplestepsand maytakelongertocompletethanjustasingleyear,butthepriorityofthestaffandVillage Boardeffortisdefinedsoresourcescanbeallocatedtosupportprogressontheseaction items.
