SUBJ:SOLID WASTE AGENCY OF NORTHERN COOK COUNTY UPDATE
The Solid Waste Agency of Northern Cook County (SWANCC) is a nonprofit, intergovernmental
agency thatprovides solid waste management services, educational programs, and resource
materials for 23 member municipalities. SWANCC has operated in this capacity since 1988.
The Village of Mount Prospect is a charter member of SWANCC and is signatory to a longterm
project use agreement. This agreement expires in 2031 and obligates all of the Village’s
residential and multi-family refuse to SWANCC’s Glenview Transfer Station. The balance of the
Village’s waste stream: commercial refuse, recycling, and yard waste, are not obligated to
SWANCC.
Because of this commitment, SWANCC plays an important and impactful role in the Village’s
solid waste management programs.
At the January 12, 2016 Committee of the Whole meeting, SWANCC Executive Director David
Van Vooren will make a short presentation to the Village Board. His presentation will include a
description of SWANCC’s current role and discussion of the Village’s solid waste programs. In
addition, Mr. Van Vooren will offer his observations on industry trends including new
opportunities for processing food waste and e-waste.
This presentation is for informational purposes and no action is sought from the Village Board.
However, subsequent discussion will be poignant as staff will begin the process of solicitinga
new solid waste contract later this year. The current exclusive residential and commercial solid
waste contracts with Republic Services expire in 2017.
In addition to Mr. Van Vooren, appropriate staff will also be on hand to facilitate discussion.
