CALL TO ORDER
Mayor Farley called the meeting to order at 7:38 PM.

Trustee Hoefert, seconded by Trustee Corcoran, moved APPROVE
to approve the minutes of the regular meeting of MINUTES
the Mayor and Board of Trustees held April 16, 1996.

MAYOR'S REPORT
PROCLAMATIONS: Mayor Farley presented a Proclamation to Deputy Village
MUNICIPAL CLERKS Clerk, Velma Lowe, recognizing Municipal Clerks Week,
WEEK May 5-11, 1996.
SENIOR C ENTER Nancy Morgan, Director of Human Services, accepted a
WEEK Proclamation from Mayor Farley declaring May 13-19, 1996 as
Senior Center Week, and invited Mount Prospect's senior
citizens and residents to visit the Senior Center during Senior
Center Week.
PUBLIC WORKS Mayor Farley presented a Proclamation in recognition of Public
WEEK Works Week, May 19-25, 1996, to Glen Andler, Director of
Public Works, and encouraged Mount Prospect residents to
attend the annual Public Works Open House on May 18.
CHILDREN'S FIRE Mayor Farley announced the Children's Fire Safety Festival
SAFETY FESTIVAL Week, being celebrated at Randhurst Shopping Center, and
WEEK presented Richard Doubek, Public Education Officer for the
Mount Prospect Fire Department, with a Proclamation
recognizing Children's Fire Safety Festival Week, May 6-11,
1996.
BUSSE'S FLOWERS Paul and Linda Sells, owners of Busse's Flowers and Gifts,
AND GIFTS, IBC. along with their children, and Harold and Carol Busse, were
presented with a plaque and Proclamation from the Village
and the Mount Prospect Historical Society, in recognition of
their 80 years of service in Mount Prospect.
Michelle Oberley, representing the Mount Prospect Historical
Society, congratulated the Busse family. Ms. Oberley also
acknowledged the recent death of Paul Carlstedt, Treasurer of
the Historical Society, and thanked the Fire Department for
loaning them the bunting which was placed at the Historical
Society building.
PROSPECT Mayor Farley congratulated Prospect High School for their
HIGH: SCIENCE students' accomplishments at the Illinois Science Olympiad
OLYMPIAD State Meet which was held in Champaign recently; Prospect
High was named State Champion and will compete in Atlanta,
Georgia in the near future.
UNITED WAY Nancy Morgan, President of the Mount Prospect/Prospect
CONTRIBUTIONS Heights United Way, presented Commander Joe Kolanowski,
Mount Prospect Police Department, with a plaque thanking the
Mount Prospect Police Association for its contributions to the
United Way employee campaign; she also recognized the six
employee coordinators for their assistance.
Marcia McMahon, Executive Director of the United Way,
extended her gratitude to the employees for their contibutions.
Trustee Wilks expressed her appreciation to the Police
Association for their contributions to the Mount Prospect/
Prospect Heights United Way.
SHIMADA An Ordinance was presented for first reading which would
SHOTEN delete a Class "P" liquor license owned by Shimada Shoten
Restaurant, 1182 South Elmhurst Road, which has closed.

the rule requiring two readings of an Ordinance.

COMMUNICATIONS AND PETITIONS - CITIZENS TO BE HEARD
Mr. Bob Tomaselio, representing the Mount Prospect Jaycees, JAYCEES
informed the Board that the annual Memorial Day Carnival at Mount CARNIVAL
Prospect Plaza, and sponsored by the Jaycees, will be held
May 22-May 27; he asked that the Board authorize the waiving of
all fees and out-of-pocket expenses involved with conducting the
cemival.
Trustee Wilks, seconded by Trustee Corcoran, moved to waive all
fees involved with conducting the annual Jaycees Memorial Day
Carnival.

Mr. Tom Conroy, Mount Prospect resident, stated that he lives in an PARADE
area that is directly affected by the 4th of July parade traffic detours, TRAFFIC
and asked the Village Board to see that residents are informed of
any traffic changes prior to the day of the parade this year.
Kevin Chapman, 8th grader at St. Raymond School, gave a KEVIN
presentation on "Emergency Preparedness" as part of his CHAPMAN,
Eagle Scout Service Project. EAGLE SCOUT
OLD BUSINESS
An Ordinance was presented for second reading which would U.S.
grant a Conditional Use for a Planned Unit Development (PUD) ROBOTICS
for U.S. Robotics, 1800 West Central Road.

DEVELOPMENT FOR PROPERTY GENERALLY
KNOWN AS U.S. ROBOTICS

PLAZA UNITED The Plaza United Subdivision Plat of Resubdivision was
PLAT OF presented for approval. This Plat was originally presented
RESUBDIVISION on Apdl 16, but because the Board had questions for the
Petitioner, Bob DiMucci, regarding the intended use of
the property, it was deferred until this meeting.
Mr. DiMucci and his attorney stated that they have not made
definite plans for the property, and that it will be sold as a
B-3 (Community Shopping) property.
Lloyd Levin, Crystal Towers Homeowners Association,
expressed his concern and opposition to Mr. DiMucci's
request.
Trustee Clowes, seconded by Trustee Wilks, moved to
authorize the Mayor to sign and the Clerk to attest his
signature on the Plaza United Plat of Resubdivision.

NEW BUSINESS
ZBA 9-V-96 ZBA 9-V~96, 1727 W. Klm Avenue
1727 W. KlM AVENUE The Petitioner is requesting a variation to allow a 14 foot rear
yard setback rather than the 25 foot setback required by the
Village Code. The Zoning Board of Appeals recommended
approval of this variation .by a vote of 7-0.
Trustee Wilks, seconded by Trustee Corcoren, moved to
concur with the recommendation of the Zoning Board of
Appeals and grant the variation requested in ZBA 9-V-96.

delete Section 23.608 of Chapter 23, as it relates to gang SIGNS
signs.

A Resolution was presented which would insure that the Village COM ED
is being billed properly by Commonwealth Edison under Rate 24, SERVICE
for water supply and sewage pumping services, in our Electric CONTRACT
Service Contract.

of Resolution No. 14-96
A RESOLUTION AUTHORIZING EXECUTION OF AN
ELECTRIC SERVICE CONTRACT BETWEEN THE
VILLAGE OF MOUNT PROSPECT AND COMMONWEALTH
EDISON COMPANY

Staff recommended that all bids received for the third part of the SEE/GWUN
Phase VI Flood Control Projects, that being the See-Gwun/Milburn MILBURN
Sanitary Sewer Improvement, be rejected, as the lowest bid was SANITARY
49% higher than the Engineer's estimate (bid tabulation attached). SEWER
This project will be rabid at a later date.

ANY OTHER BUSINESS
POST OFFICE Trustee Wilks expressed her concerns regarding the directional
TRAFFIC SIGNS signage at the Post Office; she feels that thero should be
larger, and possibly more, signs directing motorists onto and
out of the Post Office property.
Mr. Janonis indicated that he will have staff look into this '
matter.
CLOSED SESSION Trustee Wilks also informed the Village Manager that while
attending a meeting recently focusing on the Open Meetings
ACt, she learned that the agenda listing of items to be
discussed in Closed Session, should be more specific than is
currently being done.
MAYOR: Trustee Wilks offered congratulations to MaYor Farley on
NWMC OFFICER recently being inducted as Vice-President of the Northwest
Municipal Conference.
YOUTH SPORTS Trustee Clowes announced that Sunday, May 19 is the date
& MORE for the third annual Youth Sports & Moro Festival at RecPlex.
SIGHT Trustee CIowes asked staff to investigate the sight obstruction,
OBSTRUCTION hedges, near the recently built Starbucks Coffee Shop; Glen
Andler, Director of Public Works, stated that his department is
currently addressing this problem.

into Closed Session for the purpose of discussing Personnel.
