I. CALL TO ORDER - ROLL CALL II. ACCEPTANCE OF MINUTES OF FEBRUARY 23, 1993 III. CITIZENS TO BE HEARD IV. ELEVATED WATER STOI~4GE TANK - LANDSCAPING PLAN The Village Board recently approved plans for the total rehabilitation and repainting of the Village's 1,000,000 gallon elevated water storage ta~ located at Maple Street and Northwest Highway. Because of the nature and scope of the rehabilitation, it will be necessary to remove all existing vegetation to accmnmodate this work. Since this is a focal point within the community, the re-landscaping of this area will be an important component of the overall project. In addition to providing a pleasing setting, any re-landscaping effort must also take into account the ongoing maintenance needs for the tank. As such, every effort has been made to ensure that the proposed landscaping plan will not materially interfere with subsequent maintenance and rehabilitation efforts. The Board expressed interest in seeing the proposed plan prior to its implementation. Your package of information contains a written description of the plan along with several options you will be asked to consider. A visual display along with appropriate staff will be available at the Committee of the Whole meeting to assist you in your discussion. V. MUNICIPAL SIGNAGE The impending completion of the Police and Fire Headquarters building and the elevated tank rehabilit::tion project give rise to consideration of signage for the new faciiity and the feasibility of relocating the Civic Events Sign. Again, the Village Board expressed interest in reviewing signage options in these two instances. Your package contains a memorandum from Economic Development Coordinator Ken Fritz covering both areas. This memorandum includes design options as weli as cost alternatives. Staff will be looking for your comments and suggestions in this area. Vi. 1993 CONSTRUCTION SEASON PROJECTS Calendar year 1993 will bring with it an extensive list of Capital Improvement Projects throughout the Village. In addition to four major Flood Control Projects, the Village wiil be undertaking its normal Road Resurfacing and Reconstruction Program. Additionally, the illinois Department of Transportation and the Metropolitan Water Re,:iamation District are planning improvement projects within the Village tills year. This heightened level of activity is due in some part to the fact that the Village is taking advantage of low interest funds available for the Flood Control Projects and some $800,000 of State money being expended for the Wheeling and Kensington Roads improvement project. Staff is acutely aware that the multitude, complexity and length of these projects will cause inconvenience and additional traffic congestion in the project areas. However, prior commitments to residents with regard to the Flood Control Projects and the availability of roadway improvement funds make it imperative that we proceed with the full range of projects. In an effort to m/nimize conflict and inconvenience, staff has set on out an intensive public information program that will include Press Releases, direct discussions with business and other entities, informational pamphlets, coordination with Public Safety operations, extensive signage and informational brochures delivered directly to homeowners and businesses. Our goal is to make this construction season as tolerable as possible for Mount Prospect residents, businesses and sister jurisdictions. Your information package includes a map identify/ng all major capital projects as well as background information on each of the projects, including timeframe and scope. Also included are some samples of the information that will be distributed to citizens. The material is provided for informational purposes. No specific discussion or direction is required, however, appropriate staff will be present to answer any questions you may have. VII. CABLE TELEVISION SYSTEM DISCUSSION Trustee Floros recently raised questions regarding the status of discussions with TCI of Illinois, Inc., the Village's Cable TV Franchisee. In the past, the Village Board has monitored its relationship with TCI, as defined by the Franchise Agreement, in the areas of performance standards, technical compliance and contractual obligations. The Village also engaged in discussions with TCI regarding their desire to modify the existing Franchise Agreement including reconfiguring the system to a single cable, modest price restructuring and other technical and legal requirements. The modifications were eventually adopted by several other TCI municipal franchisors at that time. However, Mount Prospect did not find the modifications, in total, to be beneficial. Staff was directed to seek Franchise compliance per the existing agrement. By and large, compliance has been achieved with the exception of the unauthorized transfer issue. Further negotiations will not result in additional material changes favorable to the Village. Remaining contractual issues can be addressed during the upcoming renewal process. At this time, it may be in the best interest of the Village to adopt the basic arrangement that TCI has negotiated with other local municipal franchisors.
