Chairperson Skowron called the meeting to order at 3:00 p.m.

APPROVAL OF MINUTES
Chairperson Skowron asked for a motion to approve the Open Session Minutes of August 3, 2015.
A motion was made by Commissioner Hinaber and seconded by Commissioner Powers.
Roll Call: Ayes: Hinaber, Powers, Skowron Nays: None Abstain: Busse Motion Carried
Chairperson Skowron asked for a motion to approve the Special Meeting Minutes of August 19, 2015.
A motion was made by Commissioner Busse and seconded by Commissioner Hinaber.
Roll Call: Ayes: Busse, Hinaber, Powers, Skowron Nays: None Abstain: None Motion Carried
Chairperson Skowron reminded everyone at the last meeting Deputy Chief Griffin invited the Board to
attend the graduation for Officer Garrity on September 25th

FIRE DEPARTMENT UPDATE
Chief Malcom reported on the current staff promotions and vacancies in the Fire Department. The fire
department received approval to hire six (6) firefighters using the SAFER Grant starting January 2016.
Chief Malcolm invited the Board to Firefighter Ellenberger's graduation on September 11th at NIPSTA.
Chief Malcolm informed the Board the governor signed a bill changing the age for veterans to apply to 40
instead of 35. The attorney is working on the change to the BOFPC Rules and Regulations.
POLICE DEPARTMENT UPDATE
Chief Janowick reported the current Police Officer Eligibility List expires on November 15, 2015. The
Department has received 110 applications. Chief Janowick discussed the availability of dates for the
POWER test. Chief Janowick requested approval from the Board to send a letter to a candidate rejecting
his application, as he does not meet the education requirements or possess any of the qualifiers to
reduce the education requirements. The Board concurred with the Chiefs recommendation,
Chief Janowick reminded the Board, the Illinois Fire and Police Commissioners Conference will be held
on November 6, 7, and 8, 2015, at Pheasant Run Resort. If anyone plans to attend, please submit the
registration form to the police department as soon as possible.

Chairperson Skowron asked for a motion to go into closed session to discuss personnel, approve
minutes, discuss the Fire Lieutenant Promotional Test, discuss Police interview questions, and to conduct
Fire Department background interviews.
CLOSED SESSION
A motion was made by Commissioner Powers and seconded by Commissioner Busse to go into Closed
Session at 3:11 p.m. under Personnel 5 ILCS 120/2 (c) (1) -The appointment, employment, compensation,
discipline, performance, or dismissal of specific employees of the public body, including hearing testimony
on a complaint lodged against an employee to determine its validity.
Roll Call: Ayes: Busse, Hinaber, Powers, Skowron Nays: None Motion Carried
The Board returned to open session at 3:39 p.m. with everyone present from the previous session.
Chairperson Skowron asked for a motion to approve the Fire Department 2015 Promotional Process for
Lieutenant.
A motion was made by Commissioner Hinaber and seconded by Commissioner Powers.

Chairperson Skowron asked for a motion to approve John Liebgott as a fire candidate pending the
completed background.
A motion was made by Commissioner Busse and seconded by Commissioner Powers.
Roll Call: Ayes: Busse, Hinaber, Powers, Skowron Nays: None Abstain: None Motion Carried
Chairperson Skowron asked for a motion to return to closed session to conduct Fire Department
background interviews at 3:41 p.m. Commissioner Powers will be Acting Chairperson for the remainder
of the meeting.
A motion was made by Commissioner Powers and seconded by Commissioner Busse.
Roll Call: Ayes: Busse, Hinaber, Powers, Skowron Nays: None Abstain: None Motion Carried
Chief Malcolm, Chief Janowick, Chairperson Skowron, and Diane Rhode left the meeting at 3:41 p.m.
The Board returned to Open Session at the conclusion of the interviews with Commissioner Hinaber,
Commissioner Busse, Acting Chairperson Powers, Deputy Fire Chief Lambel, and Battalion Chief Wilson
present.
Acting Chairperson Powers asked for a motion to approve the three people who met the requirements
and passed the first part of the background oral interview.
A motion was made by Commissioner Hinaber and seconded by Commissioner Busse.
Roll Call: Ayes: Busse, Hinaber, Powers Nays: None Motion Carried
With no further business, a motion was made by Commissioner Hinaber and seconded by Commissioner
Busse to adjourn the meeting.
