C. 1st reading of AN ORDINANCE AMENDING CHAPTER 13
OF THE VILLAGE CODE
This Ordinance deletes the Class "W" liquor license issued to
Anna's Polish Restaurant, 2 West Busse Avenue, and creates
a Class "R" liquor license for a new restaurant, La Tejanita,
which will be taking over the location previously occupied by
Anna's Polish Restaurant. (Exhibit A)

A. ZBA 7-V-93, 2001 East Euclid Avenue
1st reading of AN ORDINANCE GRANTING A VARIATION FOR
PROPERTY LOCATED AT 2001 EAST EUCLID AVENUE
This Ordinance grants a variation to allow a 324 square foot
accessory structure, instead of the 120 square foot maximum
allowed. The Zoning Board of Appeals recommended granting
this request by a vote of 6-0. (Exhibit B)
B. Z. BA 8-SU-93 and ZBA 9-V-93, 1216 Crabtree Lane
1st reading of AN ORDINANCE A SPECIAL USE AND VARIATION ~
FOR PROPERTY LOCATED AT 1216 CRABTREE LANE
This Ordinance grants a Special Use to allow a garage to
house a commercial vehicle with a licensed weight of more
than 8,000 lbs. and a variation to allow an accessory
structure with a height of 12' 6", instead of the maximum
12 feet. The Zoning Board of Appeals recommended
granting this request by a vote of 5-1. The Petitioner has
requested consideration of this Ordinance be deferred to
the next meeting of the Village Board on April 21st. (Exhibit C)
C. ZBA 12-V-93, 805 Newberry Lane
1st reading of AN ORDINANCE GRANTING A VARIATION FOR
PROPERTY LOCATED AT 805 NEWBERRY LANE
This Ordinance grants variations to allow an existing
accessory structure 2.25 feet from the side yard, instead of
the required 5 feet, and 1.63 feet from a principal structure,
instead of the required 10 feet. The Zoning Board of Appeals
recommended granting these requests by a vote of 6-0. (Exhibit D)
IX. NEW BUSINESS
A. ZBA 10-Z-93 and ZBA 11-SU-93, 412 - 414 East Rand Road
The Petitioner is requesting the subject property (located at the
corner of Hill Street and Rand Road) be rezoned from B-2 (Business
Office) to R-3 (Apartment Residence). Also requested is a Special
Use in the nature of a Planned Unit Development, permitting 11
townhomes on this 1.21 acre site. The Zoning Board of Appeals
recommended approval of these requests by a vote of 6-0. The
Petitioner has requested this case be deferred to the next
meeting of the Village Board on April 21st.
B. ZBA 15-V-93, 717 North Forest Avenue
The Petitioner is requesting variations to allow a one foot interior
sideyard setback, instead of the minimum allowed 5 feet and a
variation to allow a driveway width of 22' 6", instead of the
maximum allowed 21'. The Zoning Board of Appeals
recommended granting these requests by a vote of 6-0, subject
to a 3 foot sideyard being provided for the garage.
C. ZBA 16-Z-93 and ZBA 17-V-93, 1026 Linneman Road
1. The Petitioner is requesting the subject property be
rezoned from an R-X to an R-1 District. The Zoning
Board of Appeals recommended granting this
request by a vote of 6-0.
2. The Petitioner is requesting modifications from the
Development Code to waive the installation of sidewalks,
curb and gutter, street lighting and street paving. The
Plan Commission recommends granting these requests
by a vote of 7-0, subject to a Restrictive Covenant being
executed requiring the improvements at the appropriate
time.
ZBA 19-SU-93, 1733 Verde Drive
The Petitioner is requesting a Special Use Permit in order to allow
a garage designed to house more than 2 vehicles. The Zoning
Board of Appeals recommended granting this request by a vote
of 6-0.
E. ZBA 20-Z-93 and ZBA 2-SU-93, 1000 West Central Road
1. The Petitioner is requesting the property be rezoned from
I-1 (Light Industrial) to R-3 (Apartment Residence). The
Zoning Board of Appeals recommended approval by a
vote of 4-2.
2. The Petitioner is requesting a Special Use in the natu[e of
a Planned Unit Development to allow 9 single family
homes and 54 townhomes on this 8.76 acre parcel.
The Zoning Board of Appeals recommended approval by
a vote of 4-2.
3. The Petitioner is requesting that the Generalized Land
Use map of the Comprehensive Plan be changed from
General Industrial to Multi-Family Low Density and Single-
Family Residential. Also requested are two Development
Code modifications regarding right-of-way width and the
setback of detention area from structures. The Plan
Commission recommended granting these requests
by a vote of 7-0.
F. A RESOLUTION DETERMINING WHETHER MINUTES OF
EXECUTIVE SESSIONS MAY BE RELEASED
This Resolution, required by State Statute, sets forth the
determination of the Village Board whether certain minutes
of Executive Sessions can be released from confidential status. (Exhibit E)
G. 1st reading of AN ORDINANCE AMENDING ARTICLE II ENTITLED
"RULES OF ORDER" OF CHAPTER 2 OF THE VILLAGE CODE
This Ordinance amends Article II of Chapter 2 of the Village Code
amending the Rules of Order for conducting Village Board
meetings, clarifying the voting requirements for various subjects,
. and miscellaneous house keeping items. (Exhibit F)
H. 1st reading of AN ORDINANCE AMENDING ARTICLE I ENTITLED
"VILLAGE MANAGER" OF CHAPTER 4 OF THE VILLAGE CODE
In accordance with the amendment to Chapter 2 above, this
Ordinance establishes an extraordinary vote when waiving the
bidding procedure for purchase of specified equipment. (Exhibit G)
I. 1st reading of AN ORDINANCE AMENDING ARTICLE V
ENTITLED "OTHER REGULATIONS" OF CHAPTER 8 OF THE
VILLAGE CODE
in accordance with the amendment to Chapter 2 above, this
Ordinance establishes an extraordinary vote when entering
into an Agreement with property owners outside the corporate
limits. (Exhibit H)

B. Request to waive the bidding procedure and authorize the purchase
and installation of radio equipment in the Police and Fire
Headquarters Building. This request to waive the bidding procedure
is due to time requirements and the need to standardize with
existing radio equipment.
C. 1st reading of AN ORDINANCE MAKING CERTAIN AMENDMENTS TO
THE ANNUAL BUDGET ADOPTED FOR THE FISCAL YEAR
COMMENCING MAY 1, 1992 TO APRIL 30,1993 (Exhibit J)
D. 1st reading of AN ORDINANCE ADOPTING AN ANNUAL BUDGET
FOR THE VILLAGE OF MOUNT PROSPECT FOR THE FISCAL YEAR
COMMENCING MAY 1, 1993 TO APRIL 30, 1994 IN LIEU OF
PASSAGE OF AN APPROPRIATION ORDINANCE (Exhibit K)
E. 1st reading of AN ORDINANCE AUTHORIZING THE ISSUANCE
OF $7,910,000 GENERAL OBLIGATION BONDS, SERIES 1993A
AND $2,090,000 GENERAL OBLIGATION BONDS, SERIES 1993B (Exhibit L)
F. Authorization to retain R. V. Norene & Associates for financial
consulting services and Katten, Muchin & Zavis as Bond
Counsel for the 1993 General Obligation Bond sale.
G. 1st reading of AN ORDINANCE AMENDING ARTICLE V
ENTITLED "METERS AND RATES" OF CHAPTER 22 OF THE
VILLAGE CODE OF MOUNT PROSPECT
This Ordinance increases the water rates and sewer rates,
as previously authorized by the Village Board. (Exhibit M)
