ZBA 8-SU-93 and ZBA 9-V-93, 1216 Crabtree Lane 1st reading of AN ORDINANCE A SPECIAL USE AND VARIATION FOR PROPERTY LOCATED AT 1216 CRABTREE LANE This Ordinance grants a Special Use to allow a garage to house a commercial vehicle with a licensed weight of more than 8,000 lbs. and a variation to allow an accessory structure with a height of 12' 6", instead of the maximum 12 feet. The Zoning Board of Appeals recommended granting' this request by a vote of 5-1. (Exhibit A) B. ZBA 15-V-93, 717 North Forest Avenue 1st reading of AN ORDINANCE GRANTING VARIATIONS FOR PROPERTY COMMONLY KNOWN AS 717 NORTH FOREST AVENUE This Ordinance grants variations to allow a one foot interior sideyard setback, instead of the minimum allowed 5 feet and a variation to allow a driveway width of 22' 6", instead of the maximum allowed 21'. The Zoning Board of'Appeals recommended granting these requests by a vote of 6-0, subject to a 3 foot sideyard being provided for the garage. (Exhibit B) C. ZBA 16-Z-93 and ZBA 17-V-93, 1026 Linneman Road 1. 1st reading of AN ORDINANCE AMENDING THE OFFICIAL ZONING MAP OF THE VILLAGE This Ordinance rezones the subject property from an R-X to an R-1 District. The Zoning Board of Appeals recommended granting this request by a vote of 6-0. (Exhibit C) 2. 1st reading of AN ORDINANCE GRANTING MODIFICATI~)NS FROM THE DEVELOPMENT CODE (CHAPTER 16) This Ordinance grants modifications from the Development by waiving the installation of sidewalks, curb and gutter, street lighting and street paving. The Plan Commission recommended granting these requests by a vote of 7-0, subject to a Restrictive Covenant being executed requiring installation of these improvements at a time determined by the Village. (Exhibit D) D. ZBA 19-SU-93, 1733 Verde Drive 1st reading of AN ORDINANCE GRANTING A SPECIAL USE FOR PROPERTY LOCATED AT 1733 VERDE DRIVE This Ordinance grants a Special Use Permit in order to allow a garage designed to house more than 2 vehicles. The Zoning Board of Appeals recommended granting this request by a vote of 6-0. (Exhibit E) E. ZBA 20-Z-93 and ZBA 21-SU-93, 1000 West Central Road 1. 1st reading of AN ORDINANCE AMENDING THE OFFICIAL ZONING MAP OF THE VILLAGE This Ordinance rezones the subject property from I-1 (Light Industrial) to R-3 (Apartment Residence). The Zoning Board of Appeals recommended approval by a vote of 4-2. (Exhibit F) 2. 1st reading of AN ORDINANCE GRANTING A SPECIAL USE IN THE NATURE OF A PLANNED UNIT DEVELOPMENT FOR PROPERTY COMMONLY KNOWN AS 1000 WEST CENTRAL ROAD Yhis Ordinance grants a PUD allowing 9 single family homes and 54 townhomes on this 8.76 acre parcel. The Zoning Board of Appeals recommended approval by a vote of 4-2. (Exhibit G) 3. 1st reading of AN ORDINANCE AMENDING THE GENERALIZED LAND USE PLAN (COMPREHENSIVE PLAN) OF THE VILLAGE This Ordinance amends the Comprehensive Plan by changing the subject property from General Industrial to Multi-Family Low Density and Single-Family Residential. (Exhibit H) 4. 1st reading of AN ORDINANCE GRANTING MODIFICATIONS FROM THE DEVELOPMENT CODE (CHAPTER 18) FOR PROPERTY COMMONLY KNOWN AS 1000 WEST CENTRAL ROAD This Ordinance grants modifications from the Development Code regarding right-of-way width and the setback of detention area from structures. The Plan Commission recommended granting these requests by a vote of 7-0. (Exhibit J) IX. NEW BUSINESS A. ZBA 10-Z-93 and ZBA 11-SU-93, 412 - 414 East Rand Road The Petitioner is requesting the subject property (located at the comer of Hill Street and Rand Road) be rezoned from B-2 (Business Office) to R-3 (Apartment Residence). Also requested is a Special Use in the nature of a Planned Unit Development, permitting 11 townhomes on this 1.21 acre site. The Zoning Board of Appeals recommended approval of these requests by a vote of 6-0. B. A RESOLUTION DETERMINING WHETHER MINUTES OF EXECUTIVE SESSIONS MAY BE RELEASED This Resolution, required by State Statute, sets forth the determination of the Village Board whether certain minutes of ExeCUtive Sessions can be.released from confidential status. (Exhibit K) C. 1st reading of AN ORDINANCE AMENDING ARTICLE II ENTITLED "RULES OF ORDER" OF CHAPTER 2 OF THE VILLAGE CODE This Ordinance amends Article II of Chapter 2 of the Village Code amending the Rules of Order for conducting Village Board meetings, clarifying the voting requirements for various subjects, and miscellaneous house keeping items. (Exhibit L) D. 1st reading of AN ORDINANCE AMENDING ARTICLE I ENTITLED "VILLAGE MANAGER" OF CHAPTER 4 OF THE VILLAGE CODE · In accordance with the amendment to Chapter 2 above, this Ordinance establishes an extraordinary vote when waiving the bidding procedure for purchase of specified equipment. (Exhibit M) E. 1st reading of AN ORDINANCE AMENDING ARTICLE V ENTITLED "OTHER REGULATIONS" OF CHAPTER 8 OF THE VILLAGE CODE In accordance with the amendment to Chapter 2 above, this Ordinance establishes an extraordinary vote when entedng into an Agreement with property owners outside the corporate limits. (Exhibit N) F. A RESOLUTION DECLARING THE RESULTS OF THE CONSOLIDATED ELECTION HELD APRIL 20, 1993 (Exhibit O) G. A RESOLUTION APPROPRIATING MOTOR FUEL TAX FUNDS This Resolution appropriates $225,000 from Motor Fuel Tax Funds to improvement Maple Street between Northwest Highway and Central Road. (Exhibit P) H. A RESOLUTION APPROPRIATING MOTOR FUEL TAX FUNDS This Resolution appropriates $700,000 from Motor Fuel Tax Funds for the 1993 resurfacing program. (Exhibit Q) I. A RESOLUTION APPOINTING A DIRECTOR AND ALTERNATE DIRECTOR TO THE SOLID WASTE AGENCY OF NORTHERN COOK COUNTY Under the By-Laws of SWANCC, the terms of Directors appointed to represent the member communities expire on April 30th. PUBLIC HEARING This Public Hearing, called pursuant to proper legal notice having been published in the Mount Prospect Herald on April 8, 1993, is fo!' the purpose of considering the adoption of the budget for fiscal year 1993/94. D. 2nd reading of AN ORDINANCE ADOPTING AN ANNUAL BUDGET FOR THE VILLAGE OF MOUNT PROSPECT FOR THE FISCAL YEAR COMMENCING MAY 1, 1993 TO APRIL 30, 1994 IN LIEU OF PASSAGE OF AN APPROPRIATION ORDINANCE (Exhibit T) E. 2nd reading of AN ORDINANCE AUTHORIZING THE ISSUANCE OF $7,910,000 GENERAL OBLIGATION BONDS, SERIES 1993A AND $2,090,000 GENERAL OBLIGATION BONDS, SERIES 1993B (Exhibit U) F. A RESOLUTION AUTHORIZING EXECUTION OF AN ESCROW DEPOSIT AGREEMENT FOR THE 1993 BOND ISSUE (Exhibit V) G. 2nd reading of AN ORDINANCE AMENDING ARTICLE V ENTITLED "METERS AND RATES" OF CHAPTER 22 OF THE VILLAGE CODE OF MOUNT PROSPECT This Ordinance increases the water rates and sewer rates, as previously authorized by the Village Board.
