B. 1reading of AN ORDINANCE AMENDING CHAPTER 13 (ALCOHOLIC LIQUORS) (Exhibit A)
Of THE VILLAGE CODE OF MOUNT PROSPECT
This ordinance increases the number ofClass “F-3” Liquor Licenses by one (1) Outback
Steakhouse of Florida, LLC d/b/aOutback Steakhouse, 909 North Elmhurst Road.
The Village has been working with Randhurst Village owner DLC to re-energize the former Borders
pad at 909 N. Elmhurst Road. Grand-opening is set for Wednesday, October 28. This 6,000 square
foot restaurant will have seating for 300customers. The owners have requested a “F-3” Restaurant
with Lounge liquor license. The cost of this license is $2,750annually. Staff met with the new
owners anddiscussed key issues of importance related to this privilege, including basset training
requirements for staff and strategies to prevent sale of alcohol to minors and intoxicated patrons.
Staff recommends approval of this Ordinance.

Of THE VILLAGE CODE OF MOUNT PROSPECT
This ordinance increases the number of Class “F-3” Liquor Licenses by one (1) BAR 145,
MP LLC d/b/aBAR 145, 34 South Main Street.
The Village has been working with Deana and Lenny Rago to open a franchise “Bar 145” in the
former Blues Bar space at 34 S. Main Street. Bar 145 is an Ohio based gastropub, which specializes
in burgers, bands and bourbon along with other American grill inspired cuisine. Live entertainment
will also be offered six days a week. A Class “F-3” Restaurant with Lounge license has been
requested by the business owners. The Rago’s are residents of Mount Prospect with a strong base of
experience in owning successful restaurants in Chicago and Evanston. Lunch and dinner will be
served seven days a week, with hours of operation between 11:00 –1:00 am Sunday through
Thursday and 11:00 –2:00 am Friday and Saturday. The cost of the license is $2,750 annually.
Staff recommends approval of this Ordinance.

XII.VILLAGE MANAGER’S REPORT
A. Motion to accept proposal for contractual snow plow services in an amount not to
exceed $117,100.
Historically the Village has privatized snow and ice removal from 111 Village owned cul-de-sacs as well
as one of our seven snow routes. The Village benefits from this outsourcing in terms of response timeto
cul-de-sacs. We also are able to maintain a lean Public Works Team which has a positive impact on
Village finances. For the past two seasons, the Village has contracted with Maxx Contractors of Des
Plaines for this snow and ice removal. Maxx Contractors have performed exceptionally during difficult
winters in 2013/2014 and 2014/15. Their responsiveness, depth of resources and technical abilities has
complimented the Department of Public Works overall snow and ice operational effectiveness. Staff
requested pricing from Maxx for the next three winter seasons with an expanded scope of services, to
include snow and ice removal from 11 Village parking lots. The cost of the contract for 2015/2016 is
$117,100, and the two out years will be limited to the funding authorized by the Board in future year
budgets. Pricing has increased (40 percent) because of the scope of expansion, but it is still cost
effective in comparison to adding in-house personnel to provide snow and ice control services to the
Orange Section, cul-de-sacs and our parking lots. When just comparing the cul-de-sacs and Orange
Section, the pricing from Maxx is 5.0 percent less than the average bidsreceived for this work in the
previous contract. Because of the strong performance of the contractor, staff recommends approval of
thisContract.
B.Motion to accept proposal for the purchase and installation of eight (8) automated parking
machines in an amount not to exceed $99,933.
The Village uses automated pay machines at three of our daily fee commuter lots. The machines were
installed in 2004 and are now obsolete. Our ability to patch for hardware and software components no
longer manufactured or supported has come to an end. This past August staff completed a thorough review
of the three firms that submitted proposals. Key to the evaluation was parking machine hardware, software,
accounting and security features, ease of use for customers and staff and up-front and out-year
maintenance costs. When factoring in extended maintenance costs and operational fees in years three
through ten, Parkeon is the most cost effective solution. The machines will accept coin, cash and bank
issued debit and credit cards. Also available is a smart phone app to allow customers to pay for parking
remotely. The cost of the Parkeon system is $90,848. This expenditure was approved in the 2015 Budget.
Staff recommends approval with the inclusion of a ten percent contingency, for a total contract award of
$99,933. (NOTE: Please see the attached memo from Director of Finance Dave Erb regarding the
performance of the Village Parking Funds 051 and 052. This will be a point of discussion during the 2016
Budget review).
C.Motion to waive the bid process to purchase desktop PCs in an amount not to exceed58,797.96.
Staff is requesting to purchase 56 Dell desktop computers to replace existing units that were purchased six
years ago and are slow and out of warranty. The Village receives discounted pricing from the Midwestern
Higher Education Compactfor the OptiPlex 7020 desktop unit. We will also need to purchase Microsoft
Office Professional for four of the new computers. The total cost is $58,797.96. Staff recommends approval
of this purchase.
