JURACEK AND BOARD OF TRUSTEES FROM: DOREEN JAROSZ ADMINISTRATIVE ASSISTANT TO THE VILLAGE MANAGER DATE: OCTOBER 14, 2015 SUBJECT: OUTBACK STEAKHOUSE 909 N. ELMHURST ROAD REQUEST FOR CLASS "F3" LIQUOR LICENSE On Tuesday, October 21 2015, Acting Village Manager and Administrative Assistant to the Village Manager met with Outback Managing Partner Karl Reschke, Joint Venture Partner Jamie Klug and Attorney Harlen Powell, regarding a request for the creation of a new Class "F3" liquor license at their newly constructed Randhurst Village location. The Class "F-3" license provides for the full service of alcohol in a restaurant with lounge. Outback Steakhouse founded in 1988 is an Australian -themed American casual dining restaurant chain based in Tampa, Florida with over 1200 locations in 23 countries throughout North and South America, Europe, Asia, and Australia. The new Randhurst location will be replacing their Buffalo Grove location which will be closing simultaneously with the opening in Mount Prospect. Mr. Reschke, also Mount Prospect resident, has extensive knowledge of the food industry and has been with Outback Steakhouse for over 15 years. The total building square footage is 6,000 square feet with an estimated 57 tables and a seating capacity of 300. The newly constructed Randhurst Village location will be an entirely new design for the casual dining restaurant, featuring a new prototype for a year round outdoor dining element. The Outback menu showcases a variety of steaks, fresh seafood, pasta and infamous "Bloomin' Onion." The restaurant will be open seven days a week serving lunch and dinner. Grand opening is scheduled for October 28tH Discussed at length were the Village's particular sensitivity to the sale of alcohol to minors or clearly intoxicated persons. Mr. Reschke stated Outback has an in house certified liquor servers training course and all wait staff will be Basset certified. It was made very clear to all present that the restaurant managers were responsible for the actions of all restaurant employees with regard to the service of alcohol. The requirements of the Village's Fight Ordinance were also discussed A completed application as well as all other required documentation is on file. If the Village Board views this application favorably, an Ordinance creating a new Class "F3" License is recommended for approval. MAIN STREET REQUEST FOR A NEW CLASS "173" LIQUOR LICENSE On Thursday October 8, 2015, Acting Village Manager and Administrative Assistant to the Village Manager met with owners Deana and Lenny Rago regarding their request for the creation of a new Class "173" liquor license for the above referenced establishment which was most recently occupied by the "Blues Bar." The Class "F-3" license provides for the full service of alcohol in a restaurant with lounge. Founded in 2011, the Ohio based Bar 145 is a gastropub, specializing in burgers, bands, and bourbon where customers enjoy the relaxed, welcoming atmosphere of a neighborhood bar along with American grille inspired cuisine. An assortment of bourbons, beers and wines complement the menu. Bar 145 also offers live entertainment six nights a week ranging from acoustic to full bands. The Rago's are Mount Prospect residents who always dreamed of owning a restaurant in their hometown with an entertainment component. Since 2003, the Rago's have owned and operated Panino's Italian Pizzeria located in Evanston and Chicago and have extensive knowledge in the food industry. Both restaurants currently have liquor licenses and are in good standing with each municipality. Ms. Rago will manage the daily operations of the restaurant while her husband will manage the evening entertainment. Lunch and dinner will be served with hours of operation 11 a.m. to 1 a.m. Sunday through Thursday and 11 a.m. to 2 a.m. Friday and Saturday. A late night menu will be offered to customers after 10 p.m. each day. Discussed with the applicants were the requirements of the Village's Liquor Code including the need to be mindful of sales to minors as well as obviously intoxicated persons. Also discussed was the need for new managers to be fingerprinted and all employees involved in the delivery of alcohol to complete a certified liquor servers training course. The requirements of the Village's Fight Ordinance were also discussed. The Acting Village Manager also emphasized the need for appropriate controls to be in place to insure that restaurant employees do not inadvertently violate code requirements. A completed application along with fees and required documents have been submitted. Both have submitted to fingerprinting and background checks. If the Village Board views this application favorably, an Ordinance creating a new class "F-3" license is recommended for approval.
