MEETING MINUTES
DECEMBER 13, 1990
PRESENT: Paul Hoefert, Joe Kubik, George Luteri, Ken Westlake and
Mary Winkler.

Chairman Westlake called the meeting to order at 7:40 PM. The November
meeting minutes were approved after the word- liter was dropped from:
page 2, PROGRAM EXPANSION - second line.
CITIZEN FORUM
Chairman Westlake had anticipated members of the Courts of Randview
Association to be present to discuss implementation of curbside
recycling in their area. However, no members from this organization
attended nor did any other residents.
REVIEW OF LOW-DENSITY MULTIFAMILY
Lisa Angell distributed a letter written to the Boxwood Afternoon
Odyssey group for assisting with recycling bin delivery in the Boxwood
area. Village staff will meet with the group after the holidays for
their input on recycling. Lisa also gave a verbal report on the level
of participation at the multi dwelling sites. Based on information
from Browning Ferris Industries, Inc. participation on Tuesdays is
approximately 70% with Boxwood having an 85% set -out rate.
Overall the Friday areas have good participation except for the
Cottonwood complex. Pariticipation is very low, materials/bin are not
prepared properly and bins have been found in dumpsters. In view of
the situation at Cottonwood this area will be closely monitored to
determine if continued service is beneficial.
Chairman Westlake shared the outcome of his meeting with the Tenant
Association from Courts of Randview. As the Association raised
numerous concerns in regard to curbside collection of recyclables
implementation of service to this area has been postponed until all
issues are resolved. Members of the association are primarily
concerned with parking/bin placement and maneuverability of recycling
truck. The group expressed interest in a centralized container(s) for
commingled materials. With this in mind Chairman Westlake asked Glan
Andler when BFI anticipated opening their Palatine site. Glen stated
BFI was closing the land transaction on 12-14 and should be open by
spring 1991.
STATUS REPORT ON CURBSIDE/YARD WASTE
Due to the number of residents still calling Public Works/Village Hall
in regard to yard bag collection arrangements have been made to allow
residents to bring appropriately bagged/bundled yard material to the
Public Works Facility. Also, if Public Works staff see bags/bundles at
the curb, the material will be collected and placed in yard material
dumpster at Public Works.
Christmas Tree flyers have been distributed to local tree vendors.
BID PROPOSAL FOR SOLID WASTE AND RECYCLING
Three major elements of the bid specifications were discussed:
1) Pay -by -container with direct billing to the resident. There was
support among the Commission to include this system as an option in
bid specification.
Public Works staff will contact a few communities that currently
have the pay -by -container program.
Dr. Luteri suggested tying the pay -by -the container program with
increasing tipping fees, ie, balefill.
2) Materials to be collected through curbside recycling program.
After discussion it was agreed the following items should be
identified in bid specs for collection: newspaper, glass,
aluminum, steel cans, plastics (PET, colored and clear HDPE) and
corrugated cardboard. A statement allowing for additional items to
be included at no cost will also be in the specs.
The Commissioners also agreed the Village should keep the clause
calling for a split in revenue and have an exclusive contract for
single and multifamily dwellings.
As there will be additional materials to collect the Commission
questioned the need for larger recycling bins. Glen Andler stated
the Village could not afford an exchange program but as more bins
are purchased consideration will be given to purchasing larger bins.
3) The Commission discussed, at length, the pros and cons of
maintaining the current lawn bag program. The key issue was whether
the Village should adopt a sticker program instead of using a
designated bag. A few of the Commissioners felt that since
residents were used to the bags we should not change to stickers
unless the Village would accept biodegradable bags and/or hard
containers with the appropriate sticker for collection.
To address other aspects of this issue Glen Andler will check the
per bag costs from this years program.
OTHER BUSINESS
On behalf of the Commission Paul Hoefert thanked George Luteri for his
statistical graphics of the solid waste questionnaire results. It was
suggested a press release with the results of the questionnaire be sent
to the local press. Lisa Angell volunteered to draft the release and
fax to Chairman Westlake for his review.
The next meeting was set for Thursday, January 17, 1991 and there being
no other business the meeting adjourned at 10:00 PM.
