MEETING MINUTES
APRIL 18, 1991

CALL TO ORDER
The meeting was called to order by Chairman Westlake at 7:40 PM.
CITIZENS FORUM
Mr. Radzak stated he was attending primarily as an observer, but did
wonder why corrugated cardboard was never mentioned before for
recycling collection. Chairman Westlake explained that our current
scavenger does not have the capability to pick up corrugated.
Mr. Rentschler stated he found the meetings interesting and expressed
his support of the Commission and its efforts.
NEW REFUSE CONTRACT
Mr. Andler reviewed the points of the new refuse contract as it was
accepted by the Board of Trustees.
Refuselgarbage - Residents will receive basic, unlimited refuse/garbage
curbside collection once per week. Unlimited collection of
refuse/garbage and construction debris will remain in effect until
January 31, 1992. Effective February 1, residents will be allowed 2 -
32 gallon containers or 2 - 33 gallon plastic bags full of refuse/
garbage per week. Refuse/garbage containers in excess of 2 will
require a sticker to paid for by the resident. Sticker cost is $1.25
and will be available at various retail sites and public buildings.
Building materials which are not contained within the 2 can limit must
have a sticker, as well as, logs that exceed the 6" diameter limit.
Yard material bags or containers may not be substituted for one or both
of the 2 refuse containers. The Village will maintain control of the
sticker inventory and distribution.
Recycling - Curbside collection of recyclables will be provided at no
additional charge to residents. Residents will be able to place the
following items in their recycling bin(s); newsprint, clear/colored
glass, aluminum cans, bi-metal and ferrous cans, clear/colored HDPE
(water/milk jugs, bleach/detergent bottles) and PET (2 liter soda
bottles) plastics. The contract also provides for the collection of
corrugated cardboard.
Bulk items - There will be no additional charge for bulk items, but,
there will be a list specifying which items are bulk.
Yard material - As of August 1 residents will be able to use either a
32 gallon garbage container or a generic biodegradable paper compost
bag for lawn material. Residents will be required to purchase a
sticker, $1.25, and affix it to either the bag or container for
collection.
Brush - The brush collection program is the same.
Spring/Fall - Cleanup Week
The Village will provide 2 clean up weeks per year; one pickup in the
Fall and one in the Spring. During this period residents will be
allowed to place an unlimited amount of material at the curb on their
pickup day. (Some restrictions do apply.)
Multifamily - Multifamily properties will be provided with a system to
commingle recyclables. Payment for refuse/garbage service will be
shared by the Village, up to 50%, and property owners.
Mr. Andler stated the program will require on-going evaluation. If the
1 can limit is to be pursued we will need convincing data to present
for the Board's consideration.
Mr. Andler then presented to the Commission an option to substitute the
collection of corrugated cardboard for mixed paper. The cost for mixed
paper collection would be the same as corrugated and there is a greater
volume of mixed paper in the waste stream than corrugated. Following a
brief discussion the motion to collect mixed paper rather than
corrugated, as of August 1, was moved, seconded and unanimously
approved. Residents will be encouraged to take corrugated boxes to the
ARC Recycling Center.
In addition, Mr. Andler reviewed the need for a Recycling Coordinator
and asked the Commission's support in pursuing this issue with the
Village Board. Chairman Westlake agreed to write a letter to the Board
of Trustees recommending the collection of mixed paper and the position
for a Recycling Coordinator. Both issues may be discussed at the May 7
Board Meeting.
The Commission returned to discussion of recycling service to
multifamily properties. Vice Chair Luteri wondered if the Village had
received any calls from multifamily dwellers expressing either negative
or positive feelings for the program. Public Works staff stated there
had been no calls on this matter.
Mr. Andler informed the Commission it was unlikely all multifamily
properties would receive recycling service simultaneously and staff
would be meeting with ARC to set up scheduling.
A few other details of the program were reviewed including education
and promotion of the new contract. Although ARC is responsible for the
cost of materials the Village has control of content. Recognizing the
amount of work that must be accomplished before implementation it was
recommended the Commission schedule a special meeting. A motion to
hold a Special Recycling Meeting, May 2 at 7:30PM was moved, seconded
and unanimously approved.
Commissioner Paul Hoefert asked about the status of the Reusable Goods
Collection and why there was a cost for this service. At this time
there are no immediate plans to implement the service, but Mr. Andler
stated he would follow-up with ARC on this. It was also suggested the
cost may be for the collection of missed pickups. Mr. Hoefert
emphasized he would like to see this program pursued. Support of a
February 1 start date was indicated.
Before moving on to the next item on the agenda two additional issues
were raised:
1) Is anyone discussing how to reduce waste generation?
Comments were made that both Sears and McDonalds have made efforts
in this direction. It was felt that most corporations have this
subject on their agendas.
2) The matter of changing the Commission's name was again mentioned.
Chairman Westlake stated he would include this recommendation in
the letter he will be sending to the Board of Trustees.
STATUS REPORT ON CURRENT PROGRAMS
Public Works staff indicated all programs, including yard material,
were going well.
COURTS OF RANDVIEW
Chairman Westlake shared the invitation he received from the Courts of
Randview to attend their April 23 meeting. He requested someone from
Public Works accompany him if possible. Glen Andler agreed to attend
the meeting.
OTHER BUSINESS
Paul Hoefert showed the flyer he received for Arlington Heights'
Environmental Awareness Day. Discussion was held on the mertits of
such a program.
The Public Works Open House is May 18 and Commission members were asked
to help man the recycling display.
Everyone was reminded of Friendship Conservatory's Earth Day
Celebration. A few of the Commissioners volunteered to man the
recycling display.
Chairman Westlake noted that Paul Hoefert would be resigning from the
Commission since he was elected to the Village Board. On behalf of the
Commission and community he thanked Mr. Hoefert for his contributions
to the Commission and program. In addition, two of the Commissioner's
terms will expire in May; Joe Kubik and Carl Maas were encouraged to
renew their Commission terms. Mr. Maas stated he would like to renew
his Commission.

The next meeting will be Thursday, May 16, 1991.
ADJOURNMENT
There being no other business a motion to adjourn was moved, seconded
and unanimously approved. The meeting adjourned at 9:55 PM.
