MEETING MINUTES
AUGUST 15, 1991

CALL TO ORDER
The meeting was called to order by Chairman Westlake at 7:35 PM.
APPROVAL OF MINUTES
The minutes from the July 18, 1991 meeting were approved as written.
CITIZEN FORUM
Mr. Kadlec stated he had received a lot of positive feedback from
residents regarding the new solid waste service. However, he further
stated residents are still concerned about meeting the two can
limitation.
SOLID WASTE CONTRACT IMPLEMENTATION
Ken Van Byssum, ARC Recycling Coordinator stated his company is very
pleased with resident response. He indicated that in general the phone
calls ARC has received from residents are due to the resident not
understanding the change in service. A number of residents have called
in missed pickups when in fact they have set their garbage out late.
(These residents were probably use to BFI's pickup schedule and need to
adjust to the change in their schedule, especially the yard material
collection.)
Mr. Van Byssum explained ARC's operation, ie, manning of garbage and
recycling trucks. He also reported on the recycling program which he
feels is going very well. As anticipated a number of residents had
stock piled recyclables so loads for the first couple of weeks have
been heavy. He cited a few of the more prevalent problems with the
collection; separation of materials by paper or plastic bags and
unaccepatable materials. ARC drivers are tagging bins informing
residents of why their items were not collected, ie, unacceptable
materials or improperly prepared recyclables. Overall, Mr. Van Byssum
indicated there was probably a 70% accuracy rate.
In response to the question as to why the market price for aluminum
varies across the US Mr. Van Byssum stated the price for aluminum is an
artificial price because it includes the cost of returning the can
(bottle states).
Mr. Van Byssum demonstrated the use of a 90 gallon toter for use in the
collection of recyclables in multifamily properties. He explained how
this system has been successfully implemented in another community
serving multifamily properties.
He then updated the Commission on ARC's Recycling Center. They are in
the process of contracting for a system to retrofit the center to pick
material off the line. He stated most companies are going to a
commingled curbside system and then separate the materials at the
processing center. A new granulator has also been purchased to grind
up the plastics collected. To gain greater insight of the recycling
center the Commission will tour the facility September 7 at 10:00AM.
HOUSEHOLD HAZARDOUS MATERIALS COLLECTION
Lisa Angell updated the Commission on the status of the Village's
application for siting of a one day collection by the Illinois
Environmental Protection Agency (IEPA). Mount Prospect was not
selected for either a fall of 1991 or a spring of 1992 siting despite
the fact that our application has been evaluated and our site meets
their qualifications. She stated that at the suggestion of the IEPA
the Village will seek letters of support from our state
representatives. (This was the only suggestion the IEPA had to enhance
to our application for selection in future sitings.) Ms. Angell
informed the Commission of the Solid Waste Agency of Nothern Cook
County's effort to develop a long term program for collection and
disposal of household hazardous materials.
The Commission decided to defer discussion of white goods until later
this fall.
SPEAKERS BUREAU
Ms. Angell will send a letter from the Commission to all civic and
non-profit agencies in the Village to inform them of the Solid Waste
Speakers Bureau.
Discussion was also held regarding the scheduled presentations to
multifamily properties.
OTHER BUSINESS
Harold Rentshcler shared an article on feeding old newsprint (ONP) to
sheep. A brief discussion was held on the number of uses for ONP.
NEXT MEETING
The next regular meeting was set for Thursday, September 19.
ADJOURN
There being no further business the motion to adjourn was moved,
seconded and unanimously approved. The meeting adjourned at 9:30 PM.
