MEETING MINUTES
NOVEMBER 21, 1991
PRESENT: Bill Donovan, George Luteri, Harold Rentschler and Ken
Westlake. Holly Tabbert-Johnson arrived at 7:50 PM.

CALL TO ORDER:
An informal discussion was held by Commission members until 7:50 PM
when the meeting was called to order by Chairman Westlake.
APPROVAL OF MINUTES:
The minutes from the October 17, 1991 meeting were approved with the
following corrections:
Page 3, third paragraph, line three reads, landiflls should be landfills
Page 3, fifth paragraph, line one reads, newsarticle should be news
article
CITIZEN FORUM:
As there were no residents present the meeting proceeded to the next
item on the agenda.
COLLECTION OF REUSABLE ITEMS:
Chairman Westlake reviewed the questions the Commission had formulated
after Mr. Kapocius', Village Marketing, presentation at the October 17
meeting.
1) What is the relationship between ARC Disposal and Village
Marketing?
2) Is the per unit fee set by ARC for this service negotiable?
3) What are the participation rates and volumes collected in other
communities with similar programs?
The Solid Waste Coordinator responded to these questions as follows:
1) The contract for the service would be between ARC Disposal and
Village Marketing, a for profit agency. Village Marketing represents
the Juvenile Diabetes Foundation (JDF).
2) The fee to ARC for the removal of missed pickups is not affected
even though the Village Marketing/JDF program is provided at no cost.
3) Elmhurst which participates in the Village Marketing/JDF program
altered their program from curbside to drop-off after experiencing a
participation rate of 37 stops out of a possible 10,000; 412 pounds of
material were collected. Wheeling had no documentation of volumes
collected and Des Plaines reported a monthly average of 6,000 pounds
with the curbside program. None of these communities were paying any
type of fee for the service. In addition, other charitable
organizations, offering front door collection, continue to service
their areas.
After the above issues were discussed and evaluated the following
motion was moved, seconded and unanimously approved.
The Solid Waste Commission recommends the option to provide a reusable
household items collection program not be implemented at this time:
1) Low diversion data does not justify the expense
2) A number of charitable organizations provide the same service to
residents at no cost
3) Drop-off sites for reusable household items are within a
reasonable proximity to the residents of Mount Prospect
The Commission requested the locations of the drop-off sites be
published in the Village Newsletter.
SOLID WASTE SERVICES
The Solid Waste Coordinator reported a few of the problems Public Works
crews had with the leaf collection program. A number of residents hid
grass clippings in their leafs which had a tendency to clog machinery.
Overall though, the arrangement with ARC Disposal worked very well.
Commission members discussed the data from October. Due to programming
problems documentation of the Solid Waste Agency of Northern Cook
County's (SWANCC) tracking system was not available. The Solid Waste
Coordinator stated this report, when available, should provide the data
requested by the Commission.
A brief report on multifamily recycling was given including the
placement of a 20 cubic yard compartmentalized roll -off at Colony
Apartments. This is the largest site to be added to the program with
779 units.
The Solid Waste Coordinator updated the Commission on plans for a
mailing to single family residents regarding implementation of the
volume -based program February 1, 1992.
The subject of recycling education in the schools was briefly
discussed. It was suggested we may want to focus on preschools as
research indicates this should be a target population for solid waste
education.
OTHER BUSINESS
The Commission members reviewed the Northwest Municipal Conference's
draft resolution for an Adopt -A -Highway program. A number of the
Commissioners expressed an interest in the program and felt follow-up
with the Illinois Municipal League was appropriate. (The Illinois
Municipal League is conducting a survey among communities to determine
how many Public Works sponsored Adopt -A -Highway programs there are.)
Commissioner Rentschler volunteered to obtain information regarding the
Adopt -A -Highway program his brother-in-law is involved with in Iowa.
Vice Chair Luteri questioned whether this type of program violated any
policies regarding free enterprise. The question was also raised as to
whether a community organization with week -end volunteers would be more
beneficial.
The Solid Waste Coordinator informed the Commission that a room has
been reserved at the Library, January 23, for a presentation on the
Village's volume -based program. The presentation by the Commission
will also allow for a question/answer period.
The dates of the Christmas Tree Collection program were also announced,
Thursday, December 26 through Wednesday, January 15.
Chairman Westlake asked if there was any interest to attend the
Village's Diamond Jubilee Ball as group. Although a couple of the
Commissioners indicated they may attend, no formal plans to attend as a
group were made.
NEXT MEETING
The next regular meeting was set for Thursday, December 19.

seconded and unanimously approved. The meeting adjourned at 9:50 PM.
