MEETING MINUTES
APRIL 16, 1992
PRESENT: Dick Bachhuber, Elizabeth Herbert, George Luteri,
Harold Rentschler, Ken Westlake and Mary Winkler.

ABSENT: Bill Donovan, Holly Johnson and Carl Maas.
CALL TO ORDER:
The meeting was called to order to by Chairman Westlake at
7:30 PM.
APPROVAL OF MINUTES:
The minutes from the March 191 1992 meeting were approved as
written.
CITIZENS FORUM:
Mr. Richard Hendricks questioned the Commission on various solid
waste issues including:
1) Whether the Commission recommended a one (1) - 32 gallon
container limit as basic refuse collection to the Village Board
of Trustees?
Chairman Westlake responded that, yes, the Commission did
recommend that basic refuse collection service be limited to
one (1) - 32 gallon container but the Village Board supported
and approved the 2 (2) - 32 gallon container limit as basic
service.
2) What the cost of refuse collection service currently is?
The Solid Waste Coordinator explained the current contract
rates.
3) What the cost of refuse collection would be in August of
1992?
The Solid Waste Coordinator stated she did not recall the
figures from the fee schedule outlined in the contract.
She indicated she would provide this data to Mr. Hendricks by
mail.
4) What will collection be on August 1,1992, ie, number of
containers under basic service?
Chairman Westlake responded that the Village Board of
Trustees will be reviewing the modified volume -based
collection program and could alter the program -but he senses
the program will remain in effect when the second year of
the solid waste contract starts August 1, 1992, ie, basic
service will not revert back to unlimited collection of
refuse.
The Solid Waste Coordinator mentioned she will be making a
presentation regarding the Village's solid waste program
to the Mayor and Board of Trustees in August.
Mr. Hendricks cautioned the Commission, again, that if the
Village goes to a one container limit for basic service there
will be a citizens revolt. He also stated there was no
landfill crisis or laws addressing solid waste other than the
ban on yard material in Illinois landfills. Mr. Hendricks
was informed there were in fact several laws addressing solid
waste issues in the state of Illinois, one of those being
the Solid Waste Management Act.
In addition, Chairman Westlake discussed growing support of
the user fee philosphy for the collection and disposal of
solid waste; important that people pay for what they use and
that those people who don't use, don't pay for it.
SOLID WASTE SERVICES
The Solid Waste Coordinator informed the Commission of the re-
cent problem with contamination of No. 1 (PETE) plastics. The
Commission questioned whether there wasn't an alternative to
resolving the problem other than limiting the collection of No.
I plastic to soda containers. The Coordinator reminded the
Commissioners that when the program initially was expanded we
informed residents the only No. 1 plastic accepted was soda
containers. Given the risk of losing our plastic market the
Coordinator felt there were no alternatives available at this
time. She did indicate the ARC Recycling representative would
attend the May Commission meeting to discuss contamination prob-
lems and market conditions of commodities collected in Mount
Prospect.
The Coordinator reported between March and April 408 multifamily
units will have been added to the recycling program. All eligi-
ble multifamily units participating in the recycling program
received their March waste reduction discount.
Clean-up week promotions were detailed:
Public Service Announcements on Cable Channel
Civic Events Sign
Article in all local newspapers
Flyers at Village Hall
Verbal reminders to residents calling Public Works
Yard material collection began April 1; Public Works staff are
reeducating residents regarding the ban on yard material in the
landfill.
•• RECYCLING LICENSE - MODEL RESOLUTION
This item was deferred until the next meeting.
ADOPT -A -HIGHWAY
A follow-up discussion on this item was held to determine wheth-
er the Commission should make any formal recommendations to the
Board of Trustees. Although a formal vote was not taken it was
agreed that since the Commission did not feel it was an appropri-
ate program for the Village no action on their part was needed.
A number of Commissioners did feel some type of voluntary clean-
up activity should be developed in the Community.
The Solid Waste Coordinator mentioned the Police Department and
the Homeowners Associations in the Boxwood Area were planning a
big clean-up in that area. It was suggested this is an activity
the Commission may want to help with. The Solid Waste Coordina-
tor stated she would keep the Commission up to date on this
project.
The Coordinator also mentioned a volunteer youth group from
Willow Creek Church has been involved with one day clean-up
projects in the Village. She will update the Commission on this
groups activity at the next meeting.
WHITE GOODS - STATE BAN ON LANDFILL DISPOSAL
The Solid Waste Coordinator shared the information she received
at the one day symposium on white goods. Although the first
piece of legislation banning the disposal of white goods is
scheduled to take effect July 1, 1992 there is strong support to
set the effective date back two years. Both ARC and SWANCC are
researching alternative disposal methods; even if legislation is
pushed back the ban is inevitable. The Coordinator will contin-
ue to update the Commission on this issue.
PROJECT PEOPLE
As Holly Johnson, Project People President, was absent this item
was deferred and will be rescheduled.
PUBLIC WORKS OPEN HOUSE
The following Commissioners indicated they would be available to
work at the Solid Waste Display during the Public Works Open
House, Saturday, May 16 from 9:00 AM to 1:00 PM.
9:00 AM - 10:00 AM - Harold Rentschler
10:00 AM - 11:00 AM - Dick Bachhuber (will be available the
entire four hours)
11:00 AM - 12:00 PM - Ken Westlake
12:00 PM - 1:00 PM - George Luteri and Mary Winkler
OTHER BUSINESS
Vice Chair Luteri mentioned his Commission as well as a few
other Commissioners terms were due to expire. He has contacted -
the Village Manager and was informed several Commissioners terms
are due to expire and the Mayor will be acting on them within
the next few weeks.
The Village Board's decision not to add corrugated cardboard to
the curbside program this budget was briefly discussed. Commis-
sion members agreed residents should be encouraged to use ARC's
recycling drop-off center for corrugated boxes.
The Commissioners requested the Commission Chairman identify and
enforce parameters limiting the time allowed residents under
Citizens Forum.
NEXT MEETING
The next meeting is scheduled for Thursday, May 21, 7:30 PM in
the Public Works Facility.
ADJOURNMENT
There being no other business a motion to adjourn was made,
seconded and unanimously approved. The meeting adjourned at
10:00 PM.
