MINUTUES

PRESENT: Bill Donovan, Holly Tabbert-Johnson, George Luteri,
Harold Rentschler and Ken Westlake.

ABSENT: Dick Bachhuber, Elizabeth Herbert, Carl Maas and
Mary Winkler.
CALL TO ORDER:
The meeting was called to order by Chairman Westlake at 7:42 PM.
MINUTES:
The minutes from the June 18 meeting were approved -as written.
OVERVIEW OF SOLID WASTE PROGRAMS:
1) Basic Service - Refuse
Although the Commissioners expressed support for a one container
program it was agreed by those present that basic service should
remain at two cans during the term of this contract. However,
of the Commissioners present it was agreed the Village's next
solid waste management plan should include a "pure" variable
rate fee structure. (Increase reliance on user fee; decrease
reliance on general fund.) Their recommendation would be to
implement this system in the next solid waste contract.
2) Recyclables
The Commission would like to expand the recycling program to
include commodities that are more voluminous in the landfill,
ie, corrugated cardboard versus plastic bags, and have stable
markets. The Solid Waste Coordinator stated that the collection
of aerosol cans may merit their consideration. The cans do not
need to be separated from other steels cans which we already
collect, the current market is $60.00 per ton and haulers cur-
rently collecting aerosol cans report no problems.
The Commission directed the Solid Waste Coordinator to research
the collection of aerosol cans and corrugated cardboard. The
Commission would like information from ARC re: collection meth-
ods and costs and information from haulers currently collecting
those commodities, ie, method of collection, problems, etc.
3) Yard Material
The Commission requested additional data be provided regarding
the volume and cost for the collection of brush bundles. The
Commission questioned the inconsistency of residents having to
pay for containerized yard material but not brush bundles. The
general consensus among the Commissioners present was that brush
collection should be a user fee program.
Chairman Westlake informed the Commissioners a presentation
regarding the solid waste program will be made to the Village
Board of Trustees in August. Although a date had not been set
he encouraged the Commissioners to keep Tuesdays open should
they be asked to provide input.
SOLID WASTE SERVICES:
One of the Commissioners stated they did not understand the ARC
data regarding truckloads/volume collected and/or diverted. The
same question was raised at a previous meeting and it was agreed
at that time, the Commission should not use those figures as the
Waste -Calc data provided a better standard for measuring our
solid waste collection and diversion. As previously directed
the Solid Waste Coordinator will provide the Commission with
comparative data, from Waste -Calc on a quarterly basis. Data
from the previous month both ARC's report and Waste -Calc will be
provided in the monthly meeting packets.
HOMETOWN DAYS:
The Commission did not pursue participation in the event.
PROCUREMENT POLICY:
The Commission deferred discussion and review of the draft poli-
cy submitted by the Solid Waste Coordinator.
WHITE- GOODS DISPOSAL MANAGEMENT:
The Solid Waste Coordinator updated the Commission as to how
white goods are being handled by our hauler as well as most
haulers/municipalities in this area. (ARC Disposal is working
with Appliance Pickup Service for the collection and handling of
white goods. However, ARC remains ultimately responsible for
these items if Appliance Pickup does not make a pickup or pickup
would be untimely.) The Commission had no additions or revi-
sions to their recommendations regarding the handling of white
goods by the Village hauler.
HOUSEHOLD HAZARDOUS WASTE:
The Solid Waste Coordinator announced Mount Prospect had been
selected to host a one day household hazardous waste collection,
Saturday, September 12. The project is funded and conducted by
the Illinois Environmental Protection Agency. Chairman Westlake
encouraged the Commissioners to volunteer for this project;
volunteers are needed to conduct short surveys with participants.
OTHER BUSINESS:
The Solid Waste Coordinator announced the old telephone directo-
ry recycling drive will be from September 14 through October 5.
She stated volunteers and/or volunteer groups were being sought
to make sure the collection areas remained neat.
NEXT MEETING:
The next meeting was scheduled for Thursday, August 20 at
7:30 PM at the Public Works Facility.
ADJOURNMENT:
There being no other business the motion to adjourn was made,
seconded and unanimously approved. The meeting adjourned at
10:30 PM.
