HomeMy WebLinkAbout11/19/1992 SWC Minutese MOUNT PROSPECT SOLID WASTE COMMISSION MEETING MINUTES NOVEMBER 19, 1992 PRESENT: Bill Donovan, Dick Bachhuber, Elizabeth Herbert, Holly Johnson, George Luteri, Harold Rentschler, Ken Westlake and Mary Winkler. Dick Hendricks Randy Wederitch Mike Janonis Glen Andler Lisa Angell CALL TO ORDER: - resident - resident - Village Manager - Deputy Public Works Director - Solid Waste Coordinator The meeting was called to order at 7:35 PM by Chairman Westlake. MOUNT PROSPECT 2000 - Village Manager: Mr. Janonis stated he appreciated the opportunity to meet with the Commission and thanked them for the time and effort they contribute to the Village's solid waste program. He then pre- sented a basic overview of long-term fiscal proposals for Mount Prospect which include modifications in the residential solid waste program. The Manager distributed copies detailing proposed solid waste services. The proposed "Basic Service Program" would include the following services as well as property tax relief. (The effective date, if implemented, would be August 1, 1993. One container or Bulk Item per week Current Recycling Program Move In and Move Out Allowance - 10 Containers Spring and Fall Cleanup - Unlimited Pickup 5 Bonus Stickers per Year Up to 25% of Multifamily Solid Waste Costs Several issues were discussed including: Is solid waste service a utility; should it be a function of local government? Varying interpretations, may not be a right or wrong answer. . How were the deficits projected out? Projections were based on the assumption there would be a positive growth in sales. How were the projections for solid waste costs calculated? (There are no cost figures available beyond the end of this contract, July 31, 1994.) It was assumed the projections were based on an 8% increase per year. The same percentage increase that is in the current contract. . Are residents maximizing their recycling opportunities? There were several Commissioners that stated it was their opinion residents were not recycling as much as they could under the current program. The Village Manager encouraged the Commissioners to attend the Committee of the Whole Meeting on November 24 when the Village Board will be discussing solid waste services. APPROVAL OF MINUTES: With the following revision the minutes were approved. Citizen Forum, paragraph 3, first sentence is to read, Mr. Wederitch indicated he felt solid waste services should be left on the property tax and the number of refuse containers should not be reduced to one. Mr. Hendricks stated, as a reminder to the Commission, that residents could have unlimited collection under the current contract. SOLID WASTE PROGRAMS: The Commission resumed discussion of the proposed solid waste changes as outlined in Mount Prospect 2000. Two of the Commis- sioners felt to make changes at this point would negatively affect the good will of the residents. It would be viewed as another tax and put a further squeeze on residents. It was noted that the Commission's original recommendation to the Village Board in early 1991 was to implement a one container program. With that in mind the Commission discussed each compo- nent of the proposed basic service. While most of the Commis- sion supported the overall plan there was little support for the provision of 5 bonus stickers. As there was no further discussion on this matter the following motion was moved, seconded and approved by a 7 to 1 vote. The Solid Waste Commission recommends to the Village Board of Trustees that the Solid Waste Basic Service Program as outlined; excluding 5 Bonus Stickers, in Mount Prospect 2000 be implement- ed when feasible. CHRISTMAS TREE COLLECTION PROGRAM: Chairman Westlake informed the Commission that faced with the possibility of loosing a Christmas Tree collection program all together the Village Board of Trustees made the following modifi- cations in the program. (Residents will receive a flyer in the next edition of the Newsletter.) Village crews will not collect and chip trees this season. Residents did not want the quality of chip generated from pine trees and tinsel. ARC Disposal will collect trees from December 26 through January 7 for composting. Trees collected after the 7th will be landfilled. All Christmas Trees must have a Village imprinted sticker affixed for collection. Wreaths that are not containerized and/or exceed the two container limit must have a sticker affixed. SOLID WASTE AGENCY OF NORTHERN COOK COUNTY: Vice Chair Luteri gave a brief overview of the first meeting of the Wheeling Transfer Station's Citizens Advisory Committee which included a tour of the facility site. He explained the purpose of the Committee which includes the Good Neighbor Agree- ment; attest to the inspection process. The Solid Waste Coordinator was asked if there had been any decision as to whether the Village should apply for SWANCC's long-term household hazardous waste program. The Coordinator stated there has been no decision on this matter to date. MONTHLY DATA: Commissioner Rentschler noted the decrease in the volume of glass being collected over the last several months. He ques- tioned if there was a particular reason why volumes had dropped. The Solid Waste Coordinator stated that it may be seasonal but the problem may be due to increased glass breakage and what is actually marketed. The Coordinator stated she would discuss the matter with ARC and share her findings at the next meeting. OTHER BUSINESS: An update of the leaf collection program was provided by the Deputy Public Works Director. In the past some residents have buried grass clippings and brush in the leaves but this year a bowling ball was also buried. This practice is very costly to the Village as it slows down operations; repair of damaged equip- ment. 1 Overall though, the program went very well and residents seemed pleased with the service.
