MINUTES
August 3, 2015

Chairperson Skowron called the meeting to order at 5:45 p.m.
Roll Call: Michaele Skowron, Chairperson
Charles Bennett, Commissioner
James Powers, Commissioner
Jackie Hinaber, Commissioner
Absent: Mark Busse, Commissioner
Also Present: John Malcolm, Fire Chief
Timothy Griffin, Deputy Chief of Police Chief
APPROVAL OF MINUTES
Chairperson Skowron asked for a motion to approve the Open Session Minutes of July 6, 2015.

A motion was made by Commissioner Powers and seconded by Commissioner Hinaber.

FIRE DEPARTMENT UPDATE
Chief Malcolm reported the Fire Department received the SAFER Grant for six (6) positions, which would
put an engine back in service downtown. Chief Malcolm will make a recommendation at the mid -year
budget review on August 11. In addition, Chief Malcolm provided the Board with a little background of the
SAFER Grant.
Chief Malcolm reported the Fire Department is at authorized strength. Chief Malcom presented a
Certificate of Appointment for the Chairperson's signature formally acknowledging Kevin Fieldler has
completed probation.
POLICE DEPARTMENT UPDATE
Deputy Chief Griffin reported the Police Department has gone live with the 2015 Police Officer Testing
process, which is on the recruiting website, www.ioinmppd.org, on Facebook, the Village website and The
Blue Line. Deputy Chief Griffin distributed copies of the brochure to everyone. The department has
received seventeen (17) applications so far.
Deputy Chief Griffin announced that Officer Garrity will graduate from the academy September 25"', and
invited them to attend the graduation. Additionally, he distributed the flyer for National Night Out, which
will be held on Tuesday, August 4th, at the Veterans Memorial Bandshell.
Deputy Chief Malcom was excused from the meeting at 6:07 p.m.

Chairperson Skowron asked for a motion to go into Closed Session.
CLOSED SESSION
A motion was made by Commissioner Powers and seconded by Commissioner Bennett to go into Closed
Session at 6:10 p.m. under Personnel 5 ILCS 120/2 (c) (1) -The appointment, employment, compensation,
discipline, performance, or dismissal of specific employees of the public body, including hearing testimony
on a complaint lodged against an employee to determine its validity, to approve Closed Session Minutes,
and to Review Questions for the Police Department Oral Interviews.
Roll Call: Ayes: Bennett, Hinaber, Powers, Skowron Nays: None Abstain: None Motion Carried
The Board returned to Open Session at 6:39 p.m. with everyone from the previous session present.
APPROVE POLICE DEPARTMENT ORAL INTERVIEW QUESTIONS
Based on the information from the police department and an email because they are not substantive
changes only grammar they do not have to approve the questions.
OTHER BUSINESS
On August 19, 2015, at 7:00 p.m., the Board will hold a special meeting to decide on the appeal of a
suspension order entered by the Police Chief.
The Board discussed and agreed to change the September meeting due to the holiday to Tuesday,
September 1, 2015.
With no further business, a motion was made by Commissioner Hinaber and seconded by Commissioner
Powers to adjourn the meeting at 6:41 p.m.
