SUBCOMMITTEE MEETING
JANUARY 27, 1993

The Subcommittee meeting began at 7:40 PM.
Several issues were raised regarding the intent of an ordinance
addressing solid waste services to multifamily properties:
Mandatory recycling
Making the ordinance requiring landscaping/enclosures
mandatory for existing as well as new construction.
Standards for quantifying space dedicated to solid waste
containers for new multifamily construction.
MANDATORY RECYCLING:
Although the subcommittee recognized the value of mandating
recycling services to multifamily properties, this was deter-
mined a separate issue and would be more appropriately addressed
at a future Commission meeting.
It was noted that recycling is not mandatory for single family
homes and it has been the Village's intent to provide comparable
services to both multi and single family units.
RETROACTIVE ENFORCEMENT OF ORDINANCE:
The Subcommittee members requested research be done to determine
whether an ordinance requiring landscaping/enclosures could be
written to include existing properties.
STANDARDS/MEASUREMENTS FOR NEW CONSTRUCTION:
The Subcommittee felt it would be difficult to specify, in ordi-
nance form, guidelines specifying space to be allocated for
solid waste containers in multifamily properties. Therefore,
the subcommittee recommended a builder include the area designat-
ed for solid waste containers on plans submitted for approval by
Village staff. The Solid Waste Coordinator would then apply
variables including, number of units, frequency of service,
container size, etc. to approve or make recommendations on the
plans. It was also suggested the plans be reviewed for easy
accessibility for trucks servicing the property.
The Solid Waste Coordinator will draft an ordinance for review
by the Subcommittee. She will also contact the Director of
Planning and Zoning regarding landscaping/enclosure requirements
for existing properties.
The meeting ended at 9:00 PM.
