MEETING MINUTES
FEBRUARY 18, 1993
PRESENT: Dick Bachhuber, Bill Donovan, George Luteri,
Rodney Mobus, Harold Rentschler, Ken Westlake
and Mary Winkler.

CALL TO ORDER:
The meeting was called to order at 7:35 by Chairman Westlake.
APPROVAL OF MINUTES:
The minutes from the January 21 meeting were approved as written.
The minutes from the January 27 subcommittee meeting were also
approved as written.
CITIZEN FORUM:
There were no residents present at the time this item appeared
on the agenda. However, following Vice Chair Luteri's report on
the SWANCC Citizen's Advisory Committee, Mr. Richard Hendrick's
was given the opportunity to make his comments regarding the
Wheeling Township Transfer Station, including the lawsuit before
the Pollution Control Board.
SOLID WASTE PROGRAMS:
The Solid Waste Coordinator reported on the following:
One multifamily site began recycling in March; Prospect
Point Condominiums (18 units).
Aerosol cans, with the exception of paint cans, may be added
to the recycling program.
There were several questions regarding the addition of this item,
specifically plans for community education if aerosols cans are
added. The Coordinator responded that community awareness would
be emphasized to maximize the success of aerosol can collection
Residents will need to know which cans would not be accepted and
proper preparation of those accepted. It was also mentioned that
yard material collection would begin on April 1. A suggestion
was made to promote backyard composting and/or mulching through
news articles; Village Newsletter and local newspapers. Vice
Chair Luteri is scheduled to do a seminar on backyard composting
through the River Trails Park District; no date has been set.

SOLID WASTE AGENCY OF NORTHERN COOK COUNTY:
Citizens Advisory Committee - Vice Chair Luteri provided an
overview of the Committee's February Meeting.
1) A presentation was given by Mr. Devin Moose, Vice President,
Patrick Engineering.
2) The Good Neighbor Agreement has been modified. One of the
modifications involved unannounced inspections of the transfer
station by members of the Citizen's Advisory Committee. SWANCC
will be notified of visits but will not notify transfer station
operator prior to the visit.
3) After the March meeting the Committee will meet quarterly
until November at which time meeting frequency will again in-
crease. Inspections of the facility will begin in January of
1994.
4) The River Forest Civic Association has identified wells to
be tested. It has been made clear to the residents of this area
that all test results are a matter of public record; should the
results be negative the tests could affect the property value.
SWANCC is waiting for the go ahead from the Civic Association to
begin testing.
. Household Hazardous Waste Collection - No update was avail-
able.
MULTIFAMILY SITES - Solid Waste Storage/Accessibility Ordinance:
The Solid Waste Coordinator reported a draft ordinance(s) had
been submitted for review and comment by the Public Works and
Planning Directors.
A final draft will be presented to the Commission for comments
and recommendation.
Discussion of mandatory recycling at multifamily properties was
held after being deferred at the Subcommittee level. While the
merits of both voluntary and mandatory programs were shared the
general consensus was to continue with a voluntary program.
It was suggested that the program continue to be promoted
through the Village Newsletter.
MONTHLY DATA:
There was a brief discussion regarding the collection and cur-
rent markets for aluminum, plastics and glass. (The markets for
most commodities remain soft.)
NEXT MEETING:
The next meeting was scheduled for Thursday, March 18, 7:30 PM
in the Public Works Facility, 1700 West Central Road.
ADJOURNMENT:
There being no further business the motion to adjourn was made,
seconded and unanimously approved. The meeting was adjourned at
9:00 PM.
