MEETING MINUTES
JUNE 17, 1993
PRESENT: Dick Bachhuber, Bill Donovan, Holly Tabbert-Johnson,
George Luteri, Rod Mobus, Harold Rentschler and Ken Westlake.

CALL TO ORDER:
The meeting was called to order at 7:35 PM by Chairman Westlake.
APPROVAL OF MINUTES:
The minutes from the May 20, 1993 meeting were approved as writ-
ten.
CITIZEN FORUM:
No residents in attendance; the Commission moved on to the next
item on the agenda.
SOLID WASTE PROGRAMS:
Multifamily
Centralized recycling (toter system) was implemented at Pros-
pect Commons (344 units) the week of June 21. To motivate
resident participation Prospect Commons staff distributed
educational material on two separate occasions; one week
before and the before day implementation.
The Solid Waste Coordinator will be attending a July 8th
meeting to respond to concerns about refuse services. The
meeting is part of an on-going effort by the Village to
address various community concerns of residents in the south
part of the Village. The Solid Waste Coordinator went on to
state that basic education on the proper disposal of waste
seems to be lacking by some residents. (The letter drafted
by the Coordinator to assist property managers in this
area is currently being translated to Spanish.)
The Coordinator will also be meeting July 7 with the Mount
Prospect Townhomes Association to discuss residents responsi-
bility for maintaining the refuse disposal areas. The focus
will be on how to educate and motivate those residents who
are chronically creating a health and safety hazard.
Single Family
There was a brief discussion regarding data from the curbside
recycling program.
The Solid Waste Coordinator noted that collection of container-
ized yard material and brush bundles was up during May. It was
felt the increase in volume may be due to the frequent rains.
The Solid Waste Coordinator informed the Commission of the re-
cent problem with residents using 40 - 45 gallon refuse contain-
ers; per the Solid Waste Contract and Village policy containers
are to be 32 gallon capacity. Apparently ARC was not enforcing
the 32 gallon capacity as uniformly as they should have and over
the last few months more and more of the larger containers have
cropped up. (It appears residents may have purchased the larger
containers as a means of avoiding the additional cost for excess
refuse.) ARC has been instructed to tag all containers, after
one warning refuse and/ or yard material still set -out in unac-
ceptable containers will not be collected.
4th OF JULY PARADE:
The Commission chose a simple but powerful message for this
year's float! Entitled, MOUNT PROSPECT KEEPS AMERICA BEAUTIFUL,
the sign on the float will identify the amount of waste diverted
from the landfill since the Village's recycling program was
implemented. There will also be a listing of materials accept-
ed in the program, including aerosol cans.
Several of the Commissioners indicated they would be marching in
the parade. Public Works staff will assist with the collection
of aluminum cans. (The Commission has asked to be last in the
parade; clean-up of aluminum cans!!)
AEROSOL CANS:
The Solid Waste Coordinator indicated there have been no prob-
lems with the collection of aerosol cans.However, it is diffi-
cult to assess how many are being collected due to the mixed
collection process.
SCHOOL RECYCLING:
As part of their contract with SWANCC, Patrick Engineering is
conducting waste audits at selected commercial/industrial sites
in SWANCC communities. The first audits conducted by Patrick
were in Mount Prospect; Fairview and Lions Park elementary
schools. When available, the Village as well as the schools and
School District # 57 will receive the results. Although all the
schools in the Village, except School District #26*, participate
in the Village's recycling program, Fairview and Lions Park were

selected due to their exceptional recycling programs involving
staff, students and the Parent/Teacher Association.
* One of the Commissioners stated School District #26 receives
recycling services through their refuse hauler. (Schools partici-
pating in the Village program receive the service at no cost
even if they have a refuse hauler other than ARC.)
SWANCC UPDATE:
Vice Chair Luteri updated the Commission on the Wheeling
Township Transfer Station which upon completion will be
officially annexed by Glenview. As the host community of the
transfer station Glenview will receive approximately $100,000
annually.
Construction of the transfer station has reached 40% comple-
tion.
The Good Neighbor Agreement has been approved.
Only one household from the Forest River area has signed up
for well water sampling. The disclosure clause may be the
cause for reluctancy by other homeowners to participate in
the service provided by SWANCC.
Chairman Westlake commented that to his knowledge the Army Corps
of Engineers were still undecided on whether to hold a public
hearing before rendering a decision on the balefill.
The Solid Waste Coordinator at the suggestion of Chairman
Westlake informed the Commission of the June 22 Public Hearing
regarding Cook County's Solid Waste Management Plan. SWANCC'S
Solid Waste Management Plan will be incorporated as part of the
Cook County Plan. Commissioners were encouraged to attend the
hearing.
OTHER:
Following a brief discussion the motion to cancel the July Solid
Waste Commission Meeting was moved, seconded and unanimously
approved.
NEXT MEETING:
The next meeting was scheduled for Thursday August 19, 7:30 PM
in the Public Works Facility, 1700 West Central Road.
ADJOURN:
There being no further business the motion to adjourn was moved,
seconded and unanimously approved. The meeting adjourned at
9:20 PM.
