HomeMy WebLinkAbout09/16/1993 SWC MinutesSOLID WASTE COMMISSION MEETING MINUTES SEPTEMBER 16, 1993 PRESENT: Dick Bachhuber, Bill Donovan, Elizabeth Herbert, Holly Johnson, George Luteri, Rod Mobus, Harold Rentschler, Ren Westlake and Mary Winkler. Diane Preinitz - resident Lisa Angell - Public Works CALL TO ORDER: The meeting was called to order at 7:35 PM by Chairman Westlake. APPROVAL OF MINUTES: The minutes from the August 19, 1993 meeting were approved as written. CITIZEN FORUM: Chairman Westlake welcomed Ms. Preinitz to the meeting and invit- ed her to address the Commission. Ms. Preinitz stated she was a member of the Westbrook School Environmental Committee and was primarily at the meeting to learn. SOLID WASTE PROGRAMS: The Solid Waste Coordinator circulated a letter the Village received from the Salvation Army regarding the removal of Salva- tion Army donation drop boxes. Due to increasing problems with theft, vandalism, grass/trash dumping all donation drop boxes were recalled for permanent elimination. (Prior to the recall the donation drop boxes were located at Wal Mart in Mount Pros- pect.) This prompted a brief discussion on the illegal disposal of yard material and what additional efforts could be taken to educate residents. The Coordinator reported the used telephone directory collection was going very well; the container had overflown in less than two weeks of its siting. Multifamily - The Solid Waste Coordinator reported the following: Pickwick Commons West (153 units) and Algonquin Trail Apart- ments (95 units) were added to the recycling program. The Prospect Commons program is still struggling. The Coordinator met with representatives from Prospect Commons Management to discuss viable options to improve the program. There was a proposal to relocate the toters to a central site near the office. If the Property owners agree the toters would be sited at this location once it is resurfaced. This will allow Management to monitor the material going into the toters and minimize the use of the toters for waste. The Coordinator indicated she will be contacting at least one property this month regarding program implementation. Ms. Preinitz inquired about the Village's ability to provide collection of aeseptic packaging, ie, juice boxes, milk cartons, and corrugated boxes. The limitations of the existing contract were explained to Ms. Preinitz. She was, however, given several suggestions on what the school could do to remove these items from the waste stream, including recruiting volunteers to trans- port corrugated cardboard generated from Market Days to the ARC Recycling Center. MONTHLY DATA: There was no discussion regarding July and August data. PRELIMINARY DISCUSSION OF SOLID WASTE BID SPECIFICATIONS: The Commission began the initial phase of developing bid specifi- cations with an open discussion of the overall process. While several issues were mentioned the general consensus was: 1) The Solid Waste Coordinator should provide a written report on what would enhance the next contract. 2) It would be extremely beneficial if the Commission and Mayor and Board of Trustees could meet and discuss the Village's philosophy and immediate as well as long-term objectives for municipal solid waste management. The Commission members suggested meeting with the Mayor and Trustees at the November 13, Coffee with Council. The Solid Waste Coordinator will follow-up with a memo to the Manager regarding the Commission's suggestion. Another point of significant discussion was the collection of white goods; effective July 1, 1994, large household appliances are banned from the landfill. Aware that some refuse haulers already charge as much as $40.00 for the collection and disposal of refrigerators there was various opinions on how white goods should be handled under the next contract. Further discussion of bid specifications was deferred to the October meeting. SWANCC UPDATE: Vice Chair Luteri reported no well testing will be conducted at the Forest River Subdivision. In order for the testing to be valid at least two wells had to be tested; only one resident signed up. (Another well had been determined unsuitable for testing.) He stated the SWANCC transfer station is a model for state of the art transfer stations. It is anticipated that "old tech" transfer stations will be outlawed by the state. The SWANCC Citizen's Committee will meet again November 3 for a mock evaluation of the transfer station. Commissioner Bachhuber requested a tour of the transfer station be scheduled for the Commission. OTHER BUSINESS: At the request.of the finance Director the Coordinator initiated discussion on possibly increasing the cost of the yard materi- al/refuse sticker in April of 1994. The increase would be used to cover the cost of service, commission to the retailers and administration of the program. As there seemed to be little support for such an increase the matter was quickly brought to a vote. (It was noted that the Village was fully aware of the costs when entering the solid waste contract and should not seek an increase during the remain- der of the contract.) A motion to increase the cost of the yardmaterial/refuse sticker April 1, 1994 was moved and second- ed. The motion was defeated; 8 nays. Commissioner Bachhuber had left the meeting prior to the discussion and vote. The Agenda for the October Commission meeting was outlined. Following the standard protocol the topics listed below will be discussed. • Bid Specifications . Christmas Trees NEXT MEETING: The next meeting was scheduled for Thursday, October 21, 7:30 PM in the Public Works Facility, 1700 West Central Road. ADJOURN: There being no further business the motion to adjourn was moved, seconded and unanimously approved. The meeting adjourned at 10:15 PM. Respectfully submitted, M.
