MEETING MINUTES
NOVEMBER 18, 1993
PRESENT: Dick Bachhuber, Elizabeth Herbert, Holly Johnson,
George Luteri, Rod Mobus, Harold Rentschler, Ken Westlake and
Mary Winkler.

CALL TO ORDER:
The meeting was called to order at 7:35 PM by Chairman Westlake.
APPROVAL OF MINUTES:
The minutes from the October 21, 1993 Commission Meeting were
approved as written.
CITIZEN FORUM•
Ms. Preinitz stated efforts to initiate recycling of aeseptic
packaging at Westbrook School were delayed due to School Dis-
trict #57 referendum.
SOLID WASTE PROGRAMS/MONTHLY DATA:
. The Solid Waste Coordinator reported that recycling services
will be iimplemented at Huntington Towers Apartments (214
units) this month.
. The Coordinator explained that the monthly data from ARC
Disposal was not included in the packet due to a change in
the reporting system and payment of recyclables recently
instituted by the ARC Recycling Center. The Village has
some concerns regarding the changes and will be discussing
this matter with ARC Disposal.
PRE-BID RECOMMENDATIONS; FOLLOW-UP DISCUSSION:
Chairman Westlake highlighted the discussion held November 13,
1993 between the Mayor and members of the Board of Trustees and
members of the Solid Waste Commission.
. Recycling - There was a lengthy discussion on the financial
impact of recycling; cost of program, markets and program
expansion.
. Service Level - Bid specifications are to include fees for
both unlimited collection and volume -based.
While there seemed to be support for continuing the modified
volume -based collection program, there was no consensus as to
whether basic service should be one (1) or two (2) cans.
• There was a suggestion to raise the fee -for yard waste
collection.
. There appeared to be support for making the collection and
composting of brush bundles a user fee system.
OTHER BUSINESS:
Commissioner Rentschler talked about the equipment in Prospect
Meadows Park made from recycled plastics.
The Solid Waste Coordinator shared with the Commission her
recent tour of Chicagoland Processing with the Public Works
Director and Deputy Public Works Director.
In addition to Enviromint the company has expanded into
making products from recycled plastic .(Envirowood) in an
effort to further reduce its waste stream.
At the request of the Public Works Director, Mr. Don Pastor,
Envirowood has agreed to provide samples of recycled plastic
for a recycling display to be located in the Public Works
training room.
NEXT MEETING•
As there was no specific business that required discussion in
December, it was moved, seconded and unanimously approved to
cancel the December 16 meeting.
The next regularly scheduled meeting of the Solid Waste Commis-
sion will be held Thursday, January 20, 1994, 7:30 PM in the
Public Works Facility, 1700 West Central Road.

seconded and unanimously approved. The meeting adjourned at
8:40 PM.
