MEETING MINUTES
March 17, 1994
PRESENT: Bill Donovan, Elizabeth Herbert, Holly Johnson, George Luteri, Rod Mobus,

CALL TO ORDER:
The meeting was called to order at 7:30 PM by Chairman Westlake.
APPROVAL OF MINUTES:
The minutes from the February 17, 1994 meeting were approved as written.
CITIZENS FORUM:
The residents in attendance indicated they were present primarily to gain more insight into the
program and the solid waste bid results.
The Solid Waste Coordinator stated the recycling program at Prospect Commons had been
temporarily suspended due to on-going problems with contamination in the recycling toters.
Alternative waste recovery methods will be evaluated for this site.
The Coordinator also reported there were a number of inquiries regarding the Village's yard
material program and several residents had set -out yard material prior to the April 1, start date.
The Coordinator distributed copies of the recyclables collected during January and February. The
data was generated from the WASTE -CALC system provided by SWANCC.
The Solid Waste Coordinator provided a verbal report on citizen responses to Trustee Wilk's
request for input on the current system for paSTnent of solid waste services; property taxes vs.
separate billing. The response was overwhelmingly in favor of keeping the service on the property
taxes.
SOLID WASTE BID RESULTS:
The Commission discussed and formulated their recommendations regarding the results of the
solid waste bids. The following recommendations will be presented to the Village Board at the
March 29, Committee of the Whole Meeting by Chairman Westlake.
RESIDENTIAL SOLID WASTE HAULER - ARC Disposal Company
The Commission unanimously recommended ARC Disposal Company as the solid waste hauler
to awarded the contract. The Commission's recommendation was based on the factors listed
below:

RESIDENTIAL SOLID WASTE PROGRAM:
Modified Volume Based Service (two (2) -32 gallon containers/bulk items, 3 clean-up weeks and
recycling services.
The Commission recommended by a vote of 7 to 1 to continue the Village's current modified
volume -based collection program. (The one (1) descending vote was in support of a one (1)
container modified program; there was no support for either an unlimited service system or a pure
user fee system.) The Commission's recommendation was based on the factors listed below:
Cost benefit to the community
Less costly than unlimited collection program
Incentive to recycle will reduce volume of waste being landfilled; less tipping fees
Maximizing use of recycling program which is paid through property taxes
Community Awareness/Education
Residents have adapted to current program and are aware of the need to reduce waste
Citizen Input
Feedback from residents supporting current system; solid waste services paid through taxes.
(Resident comments received in response to Trustee Willes request for input.)
OPTIONAL RECYCLABLES:
The bid specifications defined a nucleus of items that were to be collected. In addition, bidders
were asked to indicate the cost and availability of optional items to be collected. Based on the
factors listed below the Commission unanimously recommended the folio-,vmi g optional items be
added to the nucleus of recyclables for both single multifamily recycling programs.
Plastics (#3,5,6 & 7)
No additional cost
Will reduce the volume of residential waste
Scrap Metal - parameters to be determined by Village
No additional cost
Will reduce the volume of residential waste
Although car batteries were also identified as an optional item that could be added at no additional
cost, the Commission unanimously voted not to include car batteries due to the potential safety
hazards of curbside collection and residents do have alternative disposal methods that are
environmentally safe and available no cost, via retailers.
REUSABLE HOUSEHOLD GOODS:
The Commission had no recommendation at this time.
Discussion focused on the availability of services to dispose of reusable household goods already
in existence.
BRUSH COLLECTION OPTION:
The bid specifications included an option that would pay for the collection of brush bundles
through a flat per unit/per month fee billed on a twelve month basis. This option was included
primanly to determine if the current per unit fee system was the most cost-effective.
The Commission members unanimously recommended that the current per bundle fee system be
maintained based on the factors listed below:

Based on the estimated brush bundles collected by the hauler it remains less costly to pay a per
bundle rite than a flat fee per unit/ per month.
SOLID WASTE AGENCY OF NORTHERN COOK COUNTY:
Vice Chair Luteri gave a brief update on the Glenview Transfer Station.
OTR BUSINESS:
The Solid Waste Coordinator reminded the Commission the Public Works Open House is
scheduled for Saturday, May 14 and that the event would be an excellent opportunity to promote
the new solid waste contract. It was suggested the April Commission meeting focus on planning
the Solid Waste Commission's booth at the Open House.
Chairman Westlake read a memo from Mayor Farley regarding Meeting Visitation by Elected
Officials or Village Administration.
NEXT MEETING:
The neat meeting is scheduled for Thursday, Apri 21, 7:30 PM at the Public Works Facility, 1700
West Central Road.
ADJOURNMENT:
There being no further business the motion to adjourn was moved, seconded and unanimously
approved. The meeting adjourned at 9:45 PM.
