HomeMy WebLinkAbout01/19/1995 SWC MinutesMOUNT PROSPECT SOLID WASTE COMMISSION MEETING OF JANUARY 19, 1995 PRESENT: Dick Bachhuber, Bill Donovan, Holly Johnson, George Luteri, Rod Mobus, Harold Rentschler, Ken Westlake and Mary Winkler. John Flink, Reporter Chicago Tribune Lisa Angell, Public Works ABSENT: Elizabeth Herbert Before calling the meeting to order Chairman Westlake informed the Commission he had spoken with Elizabeth Herbert and she indicated she would be resigning her Commission. Chairman Westlake will contact Mayor Farley regarding a replacement for Commissioner Herbert. The Solid Waste Coordinator suggested since the Commission was looking toward commercial recycling perhaps a business representative on the Commission would be appropriate. CALL TO ORDER: Chairman Westlake called the meeting to order at 7:40 PM. APPROVAL OF MINUTES: The minutes from the November 17, 1994 meeting were approved as written. CITIZEN FORUM: There were no residents in attendance to address the Commission. Mr. Flink from the Chicago Tribune indicated he was primarily interested in the discussion of downtown recycling receptacles. SOLID WASTE. PROGRAMS/MONTHLY DATA: There was a discussion of school programs and Commissioner Mobus suggested contact be made with the Superintendent of District 57 to discuss recycling programs for when the new schools are completed; the use of 90 -gallon toters at the schools were mentioned. It was also noted that the 90 -gallon toters may qualify for SWANCC grant money awarded to schools. (Since that time the Coordinator was informed the toters would qualify but funding for this school year has been exhausted.) The use of 90 -gallon toters at schools may be more conducive for the collection of milk cartons and juice boxes. The Solid Waste Coordinator gave a brief update on solid waste programs and reviewed the monthly data. RECYCLING - Downtown Receptacles Chairman Westlake suggested recycling receptacles be sited near existing pedestrian waste receptacles to provide recycling opportunities for pedestrians in the downtown area. The Coordinator suggested that an initial evaluation of the waste currently being disposed of in the receptacles be conducted by ARC Disposal. She noted that in addition to pedestrians the receptacles are used by downtown businesses to dispose of office waste and "fly dumping" of residential waste including yard debris. The Coordinator also stated there is a 90 -gallon recycling toter for newspaper at the Train Station. It was suggested that commuters may not know the toter is there and perhaps some method to inform commuters of its location be established. COMMERCIAL RECYCLING: The Commission requested the Coordinator contact Ann Tennes, SWANCC to coordinate a tour of Park Ridge's downtown recycling program for February 1 lth. The Coordinator stated she would contact Ms. Tennes and confirm the date in writing to the Commissioners. ADOPT -A -HIGHWAY PROGRAM: Chairman Westlake shared the information he had compiled from communities with Adopt -A - Highway Programs currently in place. The Solid Waste Coordinator made the Commission aware that most of the highway areas in the area were already maintained contractually; mowing which included removal of debris before weekly mowing. Chairman Westlake suggested an Ad -Hoc Committee be formed to draft a proposal of an Adopt - A -Highway Program in Mount Prospect. Chairman Westlake and Commissioners Mobus and Rentschler volunteered to serve on the Committee; a meeting date will be set. SWANCC: Vice Chair Luteri stated there were no operational problems at the transfer station and the IEPA had approved the permit changes. However, under the terms of this permit yard material is not accepted at the transfer station. SWANCC intends to request a permit change to accept _yard material. OTHER BUSINESS: No additional business was brought up for discussion.
