MEETING MINUTES
SEPTEMBER 21, 1995
PRESENT: Dick Bachhuber, Bill Donovan, Holly Johnson, George Luteri, Rod Mobus,
Harold Rentschler, Ken Westlake and Man, Winkler.

CALL TO ORDER:
Chairman Westlake called the meeting to order at 7:30 PM.
APPROVAL OF MINUTES:
The minutes from the August 17, meeting were approved as written.
CITIZEN FORUM:
No residents were in attendance to address the Commission.
SOLID WASTE PROGRAMS/DATA:
• Two individuals were arrested for theft of recyclables following a complaint by a Mount
Prospect resident. The men were stealing newspaper and mixed paper from curbside blue
bins.
• In response to a question regarding the Public Works leaf collection program the Coordinator
stated the program would begin October 2 as scheduled.
• The Coordinator reported the collection of pizza boxes in the Arlington Heights recycling
program has been successful. The Commission requested the collection of pizza boxes be
considered for the Mount Prospect program.
• The Commission members raised the following questions/comments during the Coordinator's
temporary absence from the meeting; response will be given at October meeting.
Why the difference in revenue from recyclables in July and August compared to June?
Future solid waste contracts should require hauler to provide receipts from sale of recyclables.
COMMERCIAL RECYCLING:
The Coordinator advised the Commission that she had spoken with Ms. Janet Hansen, Executive
Director of the Chamber of Commerce regarding the recycling survey to local businesses. Ms.
Hansen requested the survey and accompanying article be submitted for review by Chamber
Cominittee members. If approved the survey will be published in the November Chamber
Newsletter which is sent to all Mount Prospect businesses rather than.just Chamber members.
SWANCC:
Vice Luteri recently made an inspection of the transfer station which went well. He also reported:
1. SWANCC plans to change to the ventilation system at the transfer station.
2. The Citizens Advisory Committee is considering reducing the number of inspections; few, if
any infractions are noted during the inspections; infractions are generally minor and corrected
in a timely manner.
OTHER BUSINESS:
The Commission was asked to discuss and recommend a system that would facilitate a change
in refuse/yard material stickers as a result of a proposed price increase next year. The
primary focus of the Commission was to implement a system that would minimize the "grief'
to residents associated with a change in stickers and general ill -will should the price increase.
After a lengthy discussion the following motion was made and seconded:
The sticker price be changed only once during the remaining term of the contract,
the price be set at a value approximate to the average fee over the term of the
contract; price to be rounded to the nearest nickel. And, the old stickers be honored
throughout the term of the contract; no exchange program.
A concern was raised over the one time only increase since the tipping fee established by
SWANCC is variable; the SWANCC tip fee is determined on an annual basis. Hence, no
average rate over the term of the contract could be approximated. Upon further discussion and
consideration of the SWANCC tip fee a motion to amend the original motion was made and
seconded. The amendment states:
The sticker price increase should be done in two (2) year increments [due to
fluctuation of tipping fees].
The amendment to the original motion was approved with a 7-1 vote.
The amended motion was approved with a 7-1 vote.
Commissioner Bachhuber supported his no vote by indicating that in his opinion sticker pricing
was a matter for discussion and recommendation by the Finance Commission. The Solid Waste
Coordinator again stated the Commission had been asked to discuss and recommend a procedure
to facilitate "changing" stickers should a price increase be approved.
• The Solid Waste Coordinator invited all the Commissioners to participate in a MAKE A
DIFFERENCE DAY project on October 28, 1995; volunteers will be conducting a general
clean-up of Evergreen Trails Park and the common grounds of the Boxwood multifamily area.
The project is being organized by the Village and CARES, (Community Alternative Recruitment
Education Security) an organization focused on the needs of residents/families in the Boxwood
area.
NEXT MEETING:
The next meeting is scheduled for Thursday, October 19, 7:30 PM in the Public Works Facility,
1700 West Central Road.
ADJOURNMENT:
There being no further business the meeting was adjourned at 9:25 PM.
