MEETING MINUTES
NOVEMBER 16,199
PRESENT:
Bill Donovan, Holly Johnson, George Luteri, Rod Mobus, Harold Rentschler, Mary Rosen,
Ken Westlake and Mary Winkler.

CALL TO ORDER:
Chairman Westlake called the meeting to order at 7: 30 p.m.
MINUTES:
The minutes from the October 19, meeting were approved as written.
CITIZENS FORUM:
No citizens were present to address the Commission.
CALDWELL INDUSTRIES -"PUT A LID ON I"T":
Denise Lemon, President and Bob Roman, Vice President of Caldwell Industries conducted a
question/answer session with the Commission regarding their product, "Put a Lid On It', a
recycling bin cover. Ms. Lemon had requested an opportunity to meet with the Commission after
the Solid Waste Coordinator indicated that the feedback from Commission members using the
product was negative.
Mr. Roman provided a brief overview of the product while promoting its use by other
communities. There was also some discussion as to the impact on labor time with the additional
step of removing the cover in a curbside program.
Commissioner Rentschler and Vice Chair Luteri shared their views on the product following
approximately one month of use. Although there appeared to be little support for the product, a
few more Commission members agreed to test the product.
SOLID WASTE PROGRAMS:
The Solid Waste Coordinator reported the conviction of an individual for "fly dumping" at a
multifamily property. Another individual issued a ticket for "flying dumping" in a separate
incident did not appear in court and a new court date was scheduled.
The Coordinator updated the Commission regarding the IEPA's "Partners for Waste Paint
Solutions". A representative from Glidden Paint in Mount Prospect attended the informational
meeting with IEPA and expressed a strong interest in the program. He indicated he would be;
presenting the program to his regional office.
The Coordinator also reported recycling services had been implemented at the Shires of
Clock -tower Place along with the refuse program. The solid waste brochure is being distributed
to new owners by the condominiums management company.
Due to the decline in market rates the Coordinator informed Commission members the per ton rate
for recyclables had dropped to $16.20 from $20.00. (The Village receives 50% of the revenue
generated from the sale of recyclables.)
COMMERCIAL RECYCLING:
The Solid Waste Coordinator shared the dismal response to the commercial recycling survey with
the Commission. Due to the low response the Coordinator stated she would be able to tabulate
the information.
Commission members expressed their disappointment with the response and suggested the project
may need to be put on hold. However, two of the Commissioners indicated they would pursue the
survey with Randhurst for possible implementation at this location.

Vice Chair Luteri informed the Commission of the recent favorable decision by the Illinois
Supreme Court. The Courts ruled in a lawsuit brought by the Village of Bartlett challenging the
authority of the Cook County Board to approve the balefill site; suit stated SWANCC needed
Kane County approval.
OTHER BUSINESS:
The solid Waste coordinator related the success of the October 28, clean-up of the Boxwood Area
for "Make A Difference Day". Commissioner Rentschler and Vice Chair Luteri participated in
the event along with volunteers from the Boxwood area and Village representatives.
NEXT MEETING:
The next regularly scheduled meeting, December 16, was canceled by a unanimous vote. The
next meeting is scheduled for Thursday, January 18, at 7:30 p.m.
