SAFETY COMMISSION
MAY 3, 1993
I. CALL TO ORDER
The Regular Meeting of the Mount Prospect Safety Commission was called
to order at 7:35 P.M. on Monday, May 3, 1993.

III. APPROVAL OF MINUTES
Andy Mitchell, seconded by Chris Lenz, moved to approve the minutes of the
Regular Meeting of Safety Commission held on December 7, 1992.
IV. GREETING OF NEW MEMBERS
The Safety Commission officially welcomed Ms. V. Joan Bjork and Ms.
Arlene A. Juracek to the Commission.
V. CITIZENS TO BE HEARD
Trustee -Elect Richard Hendricks discussed with the Safety Commission about
the need for striped pedestrian cross walks around the Prospect Plaza
Shopping_ Center. He presented to the Commission documentation outlining
the history of previous attempts to ask the Plaza to install cross walks at the
entrance/exit at the Central Road, near the Dominicks Food Store, the
entrance/exit to the Plaza at Rand Road, and the entrance at Centennial
Drive. During Mr. Hendricks' presentation, he noted that these crosswalks
are on private property.
Chairman Beening, with the other Commissioners' concurrence, recommend
that the Engineering Staff continue to pursue Western Development (Prospect
Plaza) to paint crosswalks at the above described locations.
Trustee -Elect Hendricks also requested that the Safety Commission
recommend to the Village Board of Trustees that the installation of
pedestrian crosswalks across private entrances at commercial or industrial
sites be added to the building and/or the development code. Commissioner
Andy Mitchell agreed that such a code change be recommended and also
suggested that, as part of enforcement of such a code, the issuance of
occupancy permits be delayed until the crosswalks are striped.
Chairman Beening recommended that the Village staff review the existing
codes to determine how to incorporate the striping of sidewalk crosswalks on
private property for commercial and industrial sites
Vl. A) Turning Restriction on Central Road at Caft Lane
Mr. Chuck Litgen, of 900 Whitegate Avenue discussed with the Safety
Commission the existing problem of motorist traveling eastbound on Central
Road turning right onto Cathy Lane to avoid the traffic signals at Central
Road and Northwest Highway. Mr. Litgen also discussed the future traffic
problem that he believes will be created for Cathy Lane when the proposed
Kimball Hill Subdivision is built. Mr. Litgen made the Safety Commission
aware of the potential for traffic from the Kimball Hill site, to cross Central
Road and use Cathy Lane in lieu of turning eastbound onto Central Road.
He believes that this traffic will cause Cathy Lane to become a collector
street for motorists seeking a short cut into town.
Mr. Litgen indicated that at this time the right turn traffic from Central Road
is not a major problem. However, adding the possible cross traffic from the
Kimbell Hill Subdivision to the traffic that currently uses Cathy Lane would
be unacceptable to him.
The Safety Commission discussed various solutions to this traffic problem
including installing a time restricted No Right Turn onto Cathy Lane and
installing a No Cross traffic sign on the future Kimball Hill Subdivision.
Chairman Lee Beening, with concurrence from the Safety Commission,
recommended that Village staff gather more information about the traffic
exiting Central Road into the bordering subdivision. This information should
include obtaining traffic counts and turning movements at Weller Lane, Wego
Trail, Cathy Lane, and WaPella Avenue. Once this information is obtained
the Safety Commission will further review this problem.

VI B) Parking Situation on Louis Street at Rand Road
Mrs. Lauri Camp, at 216 N. Louis, introduced a parking problem that exists
on the 200 block of Louis Street. She indicated that overflow parking from
the beauty shop at 705 Rand Road is parking along the east side of Louis
Street. Due to the narrow width of Louis Street, Mrs. Camp believes that the
parked cars create a safety hazard.
Present at this meeting were several homeowners who live on Louis St. and
the owner of 705 Rand Road, Mr. Louis Tuneta. Mr. Dennis S. Nudo, the
lawyer representing Mr. Tuneta, indicated that the beauty shop is willing to
find a solution to ease the current parking problem.
Several of the residents expressed their concerns about the parking situation.
Several options were discussed by the Safety Commission. The homeowners
are requesting that a parking ban be installed on Louis Street. The owner of
the beauty shop recommended staggered parking as well as other alternatives.
Chairman Lee Beening recommended that the Village staff study the various
alternatives to the current parking situation. He also suggested that the
Village staff send all parties involved a questionnaire listing various solutions.
to determine the best possible solution.
VI C. Parking Stalls on Emerson Street and Busse Avenue
Fred Tennyson presented to the Safety Commission a map which indicated
four parking stalls that the Village officials wish to eliminate on Emerson
Street and Busse Avenue (see attached map). Commissioner Arlene Juracek
suggested that a new parking stall be added in front of the abandoned
driveway at 3 S. Emerson St. (approximately 83 feet south of Central Road
on the east side of Emerson St.)
The Safety Commission, by a 5-0 vote, recommends that the Village Board of
Trustees adopt an ordinance for a No Parking Restriction at the following
locations:
1) From Central Road to a point 45 feet south of Central Road on
the WEST side of Emerson Street.
2) From Central Road to a point 60 feet south of Central Road on
the EAST side of Emerson St.
3)_ From 155' east of Route 83 to a point 190' east of Route 83 on the
SOUTH side of Busse Avenue.
4) From 180' south of Busse Avenue to a point 205' south of Busse
Avenue on the WEST side of Emerson Street.
These four parking restrictions will include the parking stalls in question.

VII ADJOURNMENT
Before adjournment, the Safety Commission recommended 5-0 that,
henceforth, the Safety Commission meetings be held on the second Monday
of each month instead of the first Monday.
Having no further business the May 3, 1993 Safety Commission Meeting was
adjourned at 9:45 P.M.
