TREE CITY USA Mount Prospect Public Works Department SUBJECT: BID RESULTS - OAK TREE DIVERSIFICATION GRANT PLANTING - $1 TO: VILLAGE MANAGER MICHAEL E. JANONIS FROM: FORESTRY/GROUNDS SUPERINTENDENT DATE: FEBRUARY 15,2004 BACKGROUND Bidswere recently opened for the provision and installation of specific varieties of 1.5" diameter oak trees. As part of a special grant project, we propose to plant these trees in three selected neighborhoods in Spring 2005 (see attached map). Upon completion of planting, the Village will be partially reimbursed, in the amount of $8000.00, with grant funds from the Illinois Department of Natural Resources. This special project will help us resume the Reforestation program we began in 1982, although it will be handled somewhat differently due to specific grant requirements. The Reforestation program's goal has been to reduce the risk of heavy tree losses due to disease and insect problems, by planting under-utilized tree species that will help us further diversity our urban forest. For this project, we had originally planned to plant the following species of native oak trees: White oak, Bur oak and Schuettei oak. The species selected were based on how well they are expected to thrive in the chosen sites. We chose White oaks to be planted in one of our oldest areas of town, which has mostly excellent drainage and silty clay soils. We chose Bur oaks for a middle-aged area of town, which has fairly good drainage and loamy soils. We chose Schuettei oak for a newer area of town, which has at times experienced flooding problems. BID RESULTS Sealed bids for this contract were opened on January 10,2005. Six invitational bids were mailed and a notice to bidders was published in a local newspaper. Five bids and one "no-bid letter" were received. Bid results are shown on the attachment. BID DISCUSSION A. Species Change It should be noted that Schuettei oaks were not available in the quantities needed, therefore, we now propose to plant Chinkapin oak instead (Chinkapin is similar in cultural characteristics). B. Rejection of Bid At times in the past we have experienced problems with landscape contractors submitting low bids on many sizes/species without verifying that the trees are actually available for sale. Then, after offering the trees to residents and placing our final order, we have learned that the trees are not available. This has caused a great deal of inefficiency and last minute scrambling, plus it has the potential for resident dissatisfaction. Therefore, for a number of years we have included a provision in our specifications requiring landscape contractors to provide certification from their X: FORESTRY/WORD/2005/PLANTIMEMO-OAK PLANT BID.DOC supplying nurseries stating that the trees are actually available and grown in northern Illinois or Wisconsin. One of this year's bidders, Copenhaver Construction, failed to provide that infonnation. Therefore, although their bid prices are shown on the attachment, I am recommending that their bid be rejected. C. "Grow bags" vs. Balled and burlap For the three varieties of oaks that we propose to plant, both KGI Landscaping and Weiler Nursery submitted the same unit cost ($225.00 per tree). However, KGI Landscaping proposed to buy trees from a local nursery (Possibility Place) which grows trees in "Grow-bags", while Weiler Nursery provides trees that are balled and burlapped (as required by our specifications). Both companies have successfully planted trees for us in the past. Balled and burlap (B&B) trees are the most common way to plant trees in our area. This practice requires a shovel or tree spade to remove the tree and a portion of the roots from the ground. Then the root ball is tied and wrapped in burlap. Many of the original tree's roots are lost in this process. However, we have traditionally had very good luck with this type of planting technique. Thus B&B trees are a requirement in our specifications. In recent years, growing trees in synthetic bags (called "Grow bags") has started to become more popular. Possibility Place Nursery is the frontrunner of this process and is considered a pioneer in developing native trees that transplant well from "Grow bags". Trees planted from "Grow bags" tend to do best when they are small diameter tree species that are sensitive to transplanting (especially oak). One benefit of these bags is that fewer roots are lost in the transplanting process, as compared to B&B trees. Therefore, even though Possibility Place's trees do not strictly meet our bid specifications, we feel it is in the Village's best interest to try a small order of "Grow bag" trees and compare their long-tenn survival and growth to B&B trees planted at the same time. BID RECOMMENDATION We propose to order a total of eighty three (83) 1.5" diameter Oak trees (White oak, Bur oak and Chinkapin oak), splitting our order between KG! Landscaping Co. and Weiler Nursery in the following manner: KGI Weiler 41 trees x $225.00/tree = $ 9225.00 42 trees x $225.00/tree = $ 9450.00 TOTAL $18,675.00 In the 2005 Budget, there is $8000.00 appropriated for "Oak Tree Diversification Planting" (page 224, account #0015203-540722. We propose to charge the remaining $10,675.00 to our regular Reforestation account (page 224, account #0015203 -540710-- $28,000.00) Total expenditures will not exceed $18,675.00. I concur: ~ GLEN. Funds were appropriated for plantings including Cost Share trees, risk replacement trees, new construction plantings, CornEd replacements, accident replacements, reforestation and beautification plantings. As in the past, bid prices were sought for 1-1/2", 2", 2-1/2" and larger trees. We also asked bidders to quote prices for "enhanced planting sites" - larger pits with amended backfill - which we may order on a small number of trees being planted in very poor soil. Bid prices are good through December, 2005. BID RESULTS Sealed bids for this contract were opened on January 31,2005. Ten invitational bids were mailed and a notice to bidders was published in a local newspaper. Five bids were received. Bid results are shown on the attachment. It should be noted that no one bidder submitted the low price on all sizes/species requested. DISCUSSION At this time, we do not know the exact quantity, sizes and species we will need to order during the coming year. However, from the bid results it appears that there will be enough trees available to supply our planting programs. BID RECOMMENDA nON There is a total of$135,452.00 in various tree planting accounts in the 2005 budget, as follows: Tree Replacement-Cost Recovery Account (page 224, account #0015203-540720) $71,127.00; Tree Replacement-Public Account (page 225, #0015204-540714) $5,000.00; Reforestation Account (page 224, account #0015203-540710) $17,325.00; and Tree Replacement -Village Account (page 224, account #0015203-540715) $42,000.00. I recommend splitting the contract award among Arthur Weiler Inc., KG! Landscaping Company, St. Aubin Nursery, Mike Greco Landscaping and San Fillippo Landscaping. Prices were sought for trimming rees in ar s due for routine pruning on our five-year cycle. As in the past, we also sought prices for emergency tree work in the event of a major storm. Finally, we also included a provision which will allow us to extend the contract for a second year at the same bid prices, if both the contractor and Vìllage agree. BID RESULTS Sixteen invitational bids were mailed and a notice was published in a local newspaper. were received. The bid results for trimming an estimated 4471 trees were as follows: Arbor Green Ltd. $109,021.87 R.W. Hendricksen Co. $122,681.00 B. Haney and Sons $140,413.15 Winkler's Tree Service $166,511.74 McGinty Brothers $215,920.00 Kramer Tree Specialists $245,491.75 Nels Johnson Tree Service NO BID Six bids and one "no bid letter" BID DISCUSSION The bid specifications identified 4771 trees needing to be pruned at the time the specifications were prepared. However, the specifications were written to allow us to add additional trees throughout the year, if desired, up to the amount budgeted. The low bidder, Arbor Green Ltd., has not held our tree trimming contract in the past, however they have performed satisfactorily on our Stump Removal Contract (2003-2004), Creek Trimming/Removal Contract (2003) and Holiday Light Contracts (2002-2005). BID RECOMMENDATION In the 2005 budget, $127,500.00 has been allocated for parkway tree trimming (Page 224, Acct. # 0015203-540730). I recommend award of a two-year contract to the lowest qualified bidder, Arbor Green Ltd. Year one will be in an amount not to exceed $127,500.00. If year one is successful, and a contract extension is agreed to by the Village and the contractor, year two will be in whatever amount is appropriated in the 2006 budget. Since this contract is for the entire year, we estimated the total number and size of removals for the year based on past experience. Bidders were asked to submit a price per inch for removal of trees in each of five different size classes. In order to draw comparisons between various bids, we asked bidders to use our estimated quantities to calculate an extended cost. The low bidder, Arbor Green; Ltd, has not held our tree removal contract in the past, however, they have performed satisfactorily on our Stump Removal Contract (2003-2004), Creek Trimming/Removal Contract (2003) and Holiday Light Contracts (2002-2005). BID RECOMMENDATION There is $72,100.00 allocated for contractual tree removal in the 2005 budget (Page 224, Account #0015203-540725). I recommend award of a two-year contract to the lowest qualified bidder, Arbor Green Ltd. Year one will be in an amount not to exceed $72,100.00. At this time we do not know how many stumps will need removal, however we typically have to remove approximately 400-500 stumps per year. We propose to award this contract based on the lowest unit cost. The low bidder, Arbor Green Ltd, has worked satisfactorily for us on stump removals in the past (2003-2004). Additionally, they have performed satisfactorily on our Creek Trimming/Removal Contract (2003) and on our Holiday Tree Lighting Contracts (2002 - 2005). BID RECOMMENDA nON There is $30,900.00 allocated for contractual stump removal in the 2005 budget (Page 224, Account #0015203-540726). FIRE REQUEST TO PURCHASE ONE (1) FORD EXCURSION COMMAND VEHICLE ($34,298.00) SUBJECT: REQUEST TO PURCHASE NINE (9) 2005 FORD INTERCEPTOR MARKED PATROL SQUAD CARS Background Information on the Marked Police Patrol Squad Car Fleet In 2000, the police department began purchasing Ford Interceptor marked patrol squad cars as replacements for the discontinued Chevrolet Caprice squad cars. The department completed the transition to an all Ford fleet of marked patrol squad cars the following year. This purchase marks the beginning of the fourth rotation of the Ford marked patrol squad car fleet. In the time they have been in service, the Ford Interceptors have proven to be well suited to police patrol operations. An evaluation of the Interceptor's acceleration, braking, turning and maneuvering capabilities indicates it meets all of the department's emergency and pursuit driving requirements. Being a large, full frame vehicle, the Interceptor easily accommodates the in-car computer, mobile video recorder and police radios that are installed in the front seat area while also providing ample room to safely and effectively transport prisoners in the back seat area. Finally, the Public Works mechanics are satisfied with the Interceptor's durability and reliability, with the warranty and repair services provided by Ford dealers and with Ford's responsiveness to recommendations for vehicle improvements in subsequent model years. 1 Alternative Squad Car At this time the only alternative "full size" sedan style police pursuit vehicle package is the Chevrolet Impala. Despite being sold as a "full size" vehicle, the Impala actually is smaller than the Interceptor and thus does not accommodate people or equipment as well as the Ford Interceptor. For model year 2005, Chevrolet has introduced a new Tahoe utility squad car package. The Tahoe is under consideration for replacing two patrol squads and will be addressed in the following section. Chrysler currently does not offer a rear wheel drive, full-frame sedan squad car package. Recommendation The department is recommending the purchase of nine (9) Ford Interceptors for use as marked police patrol squad cars. The Ford Interceptor, in a police pursuit vehicle package, is available from Landmark Ford in Springfield under a State of Illinois bid award (#PSD4010495) at a cost of $22,050 per vehicle. As a comparison, last year the Village purchased replacement squad cars under the state award from the same dealer at a cost of $22,250 per vehicle. We are requesting the Village Board authorize the purchase of nine (9) Ford Interceptor police pursuit vehicles from Landmark Ford at a total cost not to exceed $198,400 under the pricing of the State of Illinois contract for police vehicles. The State of Illinois contract was awarded through a competitive bid process, and we are eligible to make purchases under the contract provisions. Funds are available for this expenditure in account #6707709-660123,_which is listed on page #287 of the 2005 Annual Budget. Delivery of these vehicles will be in early 2005. POLICE REQUEST TO PURCHASE TWO (2) 2005 CHEVROLET TAHOE UTILITY MARKED PATROL SQUAD CARS Background Information on the Chevrolet Tahoe Utility Vehicles In 2003 the department purchased a Ford Expedition Utility Vehicle for use by shift commanders. This purchase was prompted by the role of the shift supervisors' vehicle as an incident command vehicle equipped with many of the items of emergency equipment not typically stored in squad cars. This equipment includes items such as less lethal munitions, rapid deployment equipment, tactical response armor and shields, disaster response items, command post set-up gear, extra communications equipment and WMD personal protective equipment. This gear either does not fit in the squad cars or is needed only in limited quantities in special circumstances. Although the Ford Expedition has served the need required for additional space, it has fallen short in fundamental operational needs. The Expedition has proven to have a high center of gravity. As such responding to emergency calls within the Village requires far more care in operating the vehicle. Additionally, the Tahoes rear wheel drive is similar to the Ford Interceptor allowing for an easier transition in operation of the vehicles. A preliminary assessment of the Tahoe indicates it meets the needs of additional equipment space configuration and is conducive to safe operation when responding to emergency calls within the Village. 2 Recommendation As mentioned, in 2005 Chevrolet reintroduced the Tahoe Utility Vehicle in a police pursuit configuration. Based upon the initial assessment of the need of providing a vehicle platform, which provides sufficient space forthe equipment needed to functionally transport police equipment needed in a shift supervisors' vehicle and the need to safely respond to emergency calls for service within the Village, the department recommends purchasing two (2) Chevrolet Tahoes. Each of the Tahoes would be assigned as a patrol supervisors' vehicle as P-1 & P-2. The Ford Expedition, currently assigned to the patrol shift commander as P-1, would be reassigned for use by community service officers as P-13. P-13, currently a Ford Interceptor, had been scheduled for replacement in 2004. The department deferred replacement of this vehicle until 2005 when the Tahoe utility vehicle in a police pursuit configuration was anticipated to have become available. For 2005, both Tahoes would be placed in patrol service for three (3) years as opposed to two (2) years for police squad sedans. As such, P-13 (Ford Excursion) would be kept in service for five (5) years and replaced in 2008. The Chevrolet Tahoe is available from Miles Chevrolet in Decatur, Illinois under the State of Illinois bid award (#PSD4012465) at a cost of $27,305 each. As a comparison, the Ford Expedition was purchased in 2003 under the state bid at a cost of $26,622. Funds are available for this expenditure in account # 6707709-660123, which is listed on page #287 of the 2005 Annual Budget. The department is requesting the Village Board authorize the police department to purchase two (2) Chevrolet Tahoes at a cost not to exceed $54,610 under the pricing of the State of Illinois contract for police vehicles. POLICE REQUEST TO PURCHASE ONE (1) 2005 CHEVROLET IMPALA UNMARKED DETECTIVE CAR Background Information on the Unmarked Detectives Cars The department replaces one of its fleet of nine unmarked staff (3) and detective (6) squad cars every year, if needed. Since 1998, the department has purchased smaller, front- wheel drive vehicles for staff and detective use. Currently seven of the department's staff/detective cars are either Chevrolet Luminas or Chevrolet Impalas. The remaining two vehicles are older full-size Chevrolet Caprice sedans. The department is recommending the replacement of one of these vehicles, detective squad 1-23, a 1996 Caprice. Life Cycle Cost Analysis The staff and detective cars are on a nine-year replacement cycle. No vehicle is recommended for replacement unless an independent assessment of the vehicle's condition, durability, and service history by public works personnel indicates replacement is warranted. Using these criteria, detective car 1-23, a 1996 Chevrolet Caprice with more than 80,000 miles, has been recommended for replacement in 2004. In January 2005, 1- 3 23 will begin its tenth year of service. An attached spreadsheet displays the life cycle cost analysis for 1-23. It indicates the optimum economic replacement point for 1-23 was calculated at year seven, while the modified replacement point was calculated at year nine. Recommendation The Chevrolet Impala sedan, in a police package, is available from Miles Chevrolet in Decatur, Illinois under the State of Illinois bid award (#PSD4012465) at a cost of $17,340. FIRE REQUEST TO PURCHASE ONE (1) 2005 FORD EXCURSION COMMAND VEHICLE Background Information Fire Department Van 506 is scheduled for replacement in 2005. This vehicle currently serves in multiple capacities; staff, special teams tow vehicle, and back-up mobile command vehicle. This vehicle is a 1994 Ford Club Wagon with 50,000 miles and over 25,000 hours. This vehicle was scheduled for replacement in 2004 but its condition allowed us to postpone the replacement until 2005. The recommended vehicle to replace 506 is a Ford Excursion so that we will have two identical vehicles for consistent operations. As you may recall, the Fire Department received Board approval in 2002 to purchase a Ford Excursion tháfis currently used by the Battalion Chiefs. The Ford Excursion has proven to meet our needs and therefore, the department is requesting the Village Board authorize the purchase of å Ford Excursion to replace Van 506. Budget Authorization Funding for the replacement vehicle is provided in the 2005 Budget in the Capital Improvement Section on the bottom of page 290. The account number for the replacement of fire department vehicles is 6707709-660120 and can be found on page 287 of the budget book. The budgeted amount for the vehicle is $49,000. The purchase price of the vehicle is $34,298. 4 General Bid Information The Suburban Purchasing Cooperative/Northwest Municipal Conference has awarded the 2005 Ford Excursion contract to Currie Motors in Frankfort, Illinois. Recom mendation I recommend the purchase of one 2005 Ford Excursion from Currie Motors in Frankfort, IL for an amount not to exceed $34,298.00 through the Northwest Municipal Conference. FIGOLAH, FIRE CHIEF SUBJECT: BID RECOMMENDATION - 20' FLAT-BED BODY AND CRANE BackQround The Fire Department has developed specifications and received bids to purchase a twenty-foot galvanized platform with stake sides and a 6000-pound lifting capacity crane to be mounted on an existing chassis. The specified body and crane are necessary to enable the vehicle to carry and operate newly acquired petrochemical firefighting equipment that was purchased through a Federal Grant in 2004. This new equipment and vehicle modification will greatly enhance the department's ability to fight petroleum- based fires in mobile tankers and fixed facilities. The specific equipment carried on this vehicle and a description of how this equipment is used is as follows: Hioh Capacity Foam/Water Monitor The portable foam/water monitor is designed for quick setup and easy operation. The nozzle is a self-eduction unit with the ability to deliver enough volume of foam (2,000 gallons per minute) to combat our largest identified hazard. The device has an excellent stream range, which allows firefighters to conduct operations from a safe distance during an incident. Additionally, the self-educting nozzle allows the foam concentrate to be located at a safe distance from the hazard. Jet Pump Proportioner A jet pump proportioner is used to educt foam concentrate from a remote location to the high capacity foam/water monitor described above. Dependent on the size of the hoses used, the foam concentrate may be located as far as 500 feet from the high capacity M:\1 Archives\O1 January\Replacement vehilce for 547.doc TO: VILLAGE MANAGER SUBJECT: FLATBED AND CRANE PAGE 2 OF 3 foam/water nozzle. This is a critical component in providing increased levels of firefighter safety. The acquisition of three jet pumps is essential. Two pumps are needed for supplying the high capacity foam/water nozzle and one additional pump is required for creating an around-the-pump proportioner with our existing fire apparatus. Hydro-Chem Nozzles Hydro-chem handheld nozzles incorporate a foam-extinguishing agent with a dry chemical extinguishing agent. This specialized firefighting nozzle can be used to successfully extinguish a pressurized flammable liquid fire from a safe distance. Pressurized flammable liquid fires are associated with the petrochemical fuel pumps found at both the bulk petrochemical storage facility and the petrochemical pipelines located in Mount Prospect. This equipment will reduce the likelihood that firefighters will be required to come into very close proximity of the hazard. In order to safely extinguish a fire at the complex, four nozzles are required. At the site, the likelihood of a fire with an obstacle in the middle (fuel storage tank) is extremely probable. Therefore, knowing that two points of injection will be required for effective extinguishment, two nozzles will be immediately pressed into seNice while the other two are assigned to a backup line. Wheeled Dry Chemical ExtinQuishinQ Units Wheeled dry chemical extinguishing units are portable sources of dry chemical agent and are used in conjunction with the hydro-chem nozzles. Each unit holds 300 pounds of dry chemical extinguishing agent. Once again, the proximity of firefighters to the hazard area is reduced by the portability of the unit. Two units are required for dual point application. The acquisition of basic petrochemical firefighting equipment enhances the Mount Prospect Fire Department's capability to succeed in the prompt, safe, and effective extinguishment of a petrochemical fire related to the BOO-acre bulk petrochemical storage facility and pipeline. The Department will have the ability to prevent minor incidents relating to the storage complex from growing into dilemmas of apocalyptic proportions. This would include the disastrous effects that a major incident would have on human/animal health, the environment, and the local/regional economy. This equipment minimizes the threat of injury and/or death to firefighters in that a petrochemical incident can be extinguished from a safe distance. TO: VILLAGE MANAGER SUBJECT: FLATBED AND CRANE PAGE 3 OF 3 All of this equipment along with 4000 feet of 5" hose will be carried on the new 20' platform, which will be mounted on an existing chassis as, stated earlier. The crane will provide us with the ability to lower the dry chemical units to the ground from the vehicle in a safe and efficient manner. This vehicle along with all of the equipment mentioned will greatly enhance or capabilities in dealing with petrochemical emergencies. General Bid Information There were a total of six (6) bids mailed out to potential bidders and an ad was placed in the newspaper announcing bids were being accepted for this equipment. On December 13, 2004 at 11 :00 AM, sealed bids were received for the purchase of the above-mentioned equipment. The sealed bids were publicly opened and read aloud. Summary of Bids Received Only 1 bid was received for the purchase of the equipment outlined in our specifications. The other 5 vendors that received specifications did not submit bids for this vehicle. This apparatus has over 100,000 miles and its condition and service history indicate replacement is warranted. This vehicle has been kept in reserve status anticipating its replacement this year. Since there were numerous Fire Departments considering the purchase of apparatus, a committee was formed through the Northwest Municipal Conference for a group purchase. General Bid Information The Northwest Municipal Conference Joint Purchasing Advisory Committee organized the request for proposal. The committee was comprised of representatives of fire service agencies in the Northeastern Illinois region. Request for proposals were sent to over twenty manufacturers of fire apparatus. On August 1O, 2004, the Northwest Municipal Conference opened bids for fire apparatus from 10 vendors. The lowest responsive bidder was Jimmy Diesel Crimson and alternate bids were awarded to Global Emergency Products, Inc. (Pierce) and Specialty Vehicles Services, Inc, both were deemed qualified responsive bidders. The fire department apparatus committee reviewed the bids received and recommended purchasing the apparatus from Global Emergency Products, Inc. We currently own 3 Pierce engines and have been extremely pleased with their performance over the years. To date, over 50 vehicles have been purchased through the Northwest Municipal Conference cooperative agreement. Summary of Bids Received Through a sealed proposal process, Pierce Manufacturing, Inc. represented by Global Emergency Vehicles, Inc. was an alternate vendor awarded the bid through the Northwest Municipal Conference. Based on pricing from Global Emergency Vehicles, the Village realized a $20,000 savings by participating in the Northwest Municipal Conference Joint Purchasing Program. Budç¡et Authorization Funding for this replacement is provided in the 2005 Budget in the Capital Improvement Section on page 290. The account number is 677709-660120. The budgeted amount is $331,200.00. The resale amount of the current engine is estimated at $25,000, which will bring the total of available funds to $356,200. Recommendation Based on the above information, I recommend the Village Board waive the bidding process and award a contract to Global Emergency Vehicles, Wonder Lake, in an amount not to exceed $347,073.00 (price includes a performance bond) through the Northwest Municipal Conference Joint Purchasing Program. This amount reflects a savings of $11,088 for a 100% prepayment of the vehicle, which was offered by the manufacturer and recommended by the Finance Director. MF/jm
