CALL TO ORDER The Regular Meeting of the Mount Prospect Safety Commission was called to order at 7:32 P.M. on Monday, October 11, 1993. II ROLL CALL Present upon roll call: Lee Beening Chairman Arlene Juracek Member Chris Lenz Member Art Coy Member Andy Mitchell Member Fred Tennyson Engineering Mel Both Public Works Steve Leonard Police Dennis Thill Fire Absent Joan Bjork. APPROVAL OF MINUTES Andy Mitchell, seconded by Chris Lenz, moved to approve the Minutes of the Regular Meeting of the Safety Commission held on July 12, 1993. IV CITIZENS TO BE HEARD Mr. Andrew Hogue, representing School District 25, made a request to allow school buses to make a right hand turn from Rand Road onto Prospect Manor during the 6:00 A.M. to 10:00 A.M. time slot on week days. His request is based on the need to pick up several school children on Prospect Manor Avenue in the morning. The current route requires the bus to travel south on Rand Road through the Route 83/Kensington intersection, west on Kensington Road, north on Elmhurst Avenue, and west on Bob -O -Link Road. Although not a major problem at this time, Mr. Hogue believes that this route will be dangerous and time costly during the winter season. Mr. Lee Beening discussed the concerns of the residents that first created the no right turn. Mr. Beening also noted that we may need to petition IDOT for this exception. Fred Tennyson suggested that letters be sent to the residents in the area about the proposed bus route. October 12, 1993 Andy Mitchell, seconded by Art Coy motioned to approve the exception of school buses to the no right turn at Rand Road and Prospect Manor from 6:00 A.M. to 10:00 A.M. The Safety Commission approved this motion 8 - 0. V OLD BUSINESS Parking on the 200 Block of Louis Street Chris Lenz (acting on behalf of the homeowner) presented a brief history of the parking problem along the 200 block of Louis Street. He stated that a majority of the homeowners would like to see a permit parking only system be used to help eliminate the -)arking congestion that currently exists. Several homeowners were present to express their oncerns about the employees from the beauty shop who park all day along the east side of Louis Street. Unfortunately, the owner of the beauty shop was not present to discuss his point of view. Steve Leonard (Police Dept.) discussed the problems associated with enforcing a permit parking system. Dennis Thill (Fire Dept) discussed the need for emergency vehicles to pass up and down the street. Andy Mitchell, seconded by Art Coy motioned to recommend that the Village Board install NO PARKING on the east side of Louis Street and 2 HOUR PARKING on Monday through Saturday on the west side of the 200 block of Louis Street. The Safety Commission approved this motion by a vote of 7 - 0. Chris Lenz abstained from voting. Art Coy, seconded by Andy Mitchell, motioned not to consider a permit parking system on the 200 block of Louis Street. The Safety Commission approved this motion by a vote of 7 - 0. Chris Lenz abstained from voting. Louis Velasco recommended that the Village discuss with the owner of the vacant lot about the need for additional parking space for the beauty shop. The Safety Commission recessed for 5 minutes. W1005 - 1a Mrs. Janet Madrecki discussed the history of the DO NOT ENTER sign (during the hours of 7:00 A.M. to 8:30 A.M.) that was temporarily installed by Manager's Decree. This sign was installed because of the roof construction equipment that was present on Milburn Avenue in front of the school. Mrs. Madrecki also indicated that the K October 12, 1993 school requests that the "temporary" one-way situation become permanent (i.e., one way eastbound on Milburn Avenue from 7:00 A.M. to 8:30 A.M.) Fred Tennyson indicated that there may be some resident opposition to this request and would like to send a questionnaire out to the area residents. Art Coy, seconded by Chris Lenz, motioned to defer the permanent request for a one-way condition on Milburn Avenue from I -Oka Avenue to Elmhurst Avenue until the next Safety Meeting. During this time Fred Tennyson can notify the affected homeowners. The Safety Commission approved this motion 8 - 0. This request to install a stop sign southbound on Lavergne Drive was deferred by the Safety Commission. There were no residents present to discuss the situation. Cheryl and Bill Axley (90 E. Milburn Avenue) discussed the need to install a STOP SIGN north and southbound on Emerson Street at Milburn Avenue. Cheryl and Bill Axley with the help of Mike and Elizabeth Cavanaugh (222 S. Emerson Street) also indicated their concern for the amount of traffic that uses Milburn Avenue as a cut through from Route 83. They were especially concerned about the amount of trucks using this short- cut. Fred Tennyson indicated that based on traffic counts and accident records a STOP SIGN on Emerson Street is not warranted. Andy Mitchell motioned that the police department conduct a speed study and do selective enforcement on the 200 -300 block of South Emerson Street. Chris Lenz added to the motion that a CAUTION CHILDREN AT PLAY sign be installed on the southbound side of the 200 block of South Emerson Street. Art Coy seconded the motion. The Safety Commission approved the motion by a vote of 8 - 0. Lee Beening requested that this STOP SIGN request be brought back to the Safety Commission when the speed study is complete. Art Coy suggested that the Village Engineering staff investigate installing a NO RIGHT TURN on Route 83 at Milburn Avenue and the possibility of installing load limits on Milburn Avenue. 3 October 12, 1993 ADJOURNME Before adjournment Fred Tennyson discussed the status of the traffic flow problem on Audrey Lane. He indicated that traffic counts have been taken and a visual count of the turning movements was made at the intersection of Central Road and Audrey Lane was made. Mr. Tennyson hopes to have the results of these studies completed by the next Safety Meeting. Mr. Tennyson also discussed the status of the turning restrictions on Cathy Lane. At this point in time, the Engineering Department recommends that a study be made at Cathy Lane after the Millers Station Project is complete. Lee Beening recited a nice poem to end the meeting. (see attached) Having no further business on October 11, 1993, the Safety Commission Meeting was adjourned at 10:16 P.M.
