PARKING SITUATION ON LOUIS STREET
The Village Board of Trustees recommended at their November 16, 1993 Meeting
that the parking problem on the 200 block of Louis Street be sent back to the Safety
Commission . Based on further studies made on Louis Street, the Village Board rejected
the Safety Commissions proposal to install parking along the west side of Louis Street. The
Village Board recommended to the beauty shop that they attempt to obtain additional off-
street parking to help solve the current problem. Attached is a letter from the beauty shop's
lawyer to the adjacent property owner.
Louis Street from Thayer Street north to Rand Road consists of a 14' wide pavement
with a 6' gravel shoulder. Existing right-of-way width is 50'. The actual pavement is situated
within the right-of-way such that there is only about 1.5' of gravel shoulder within the public
property along the east side. From Rand Road to approximately 250' south of Rand Road
the right-of-way widens to 66'. The existing pavement width of Louis Street is 19' within this
area.
Existing Village ordinances allow for on -street parking on both sides of the 200 block
of Louis Street. Louis. Street is considered a 2 -way street even though traffic on Rand Road
is not allowed to turn onto Louis Street.

Dear Mr. Spiewak:
Thank you for taking the time to discuss with me your plans and expectations with
respect to the above captioned property. As I indicated to you in our telephone
conversation, my client would be interested in expanding his parking facility by either
acquiring a portion of the property above captioned, or by leasing the property for that
purpose.
It is my understanding based on our conversation that the property now owned by
Century Tile consists of essentially two (2) parcels containing in the aggregate, approximately
107,000 square feet. The parcel immediately east of and adjoining my client's parcel consists
of approximately 8,700 square feet. The parcel east of and adjoining that parcel which you
and I refer to as Parcel No. 2, then accounts for the difference in the total square footage.
It would appear that in order for my client to have a meaningful improvement, sufficiently
large to accommodate the parking of all of the employees and customers at peak periods,
Mr -and Mrs. Tenuta would require the 8,700 square feet which we have characterized as
Parcel No. 1. With this by way of background, I am asking you to please consider upon
what basis you would do any one or more of the following:
1. Sell to Mr. and Mrs. Tenuta Parcel No. 1 unimproved.
2. Enter into a Lease/Purchase arrangement whereby the Tenutas would have the
ability to lease the property from you currently with an option or right of first refusal
to purchase, at some point in the future.
3. Enter into a Lease for the property for the specific use as a parking facility.

STOP SIGN REQUEST ON EMERSON STREET
AT MILBURN AVENUE
At the October 11, 1993 Safety Commission Meeting, Andy Mitchell requested that the
Police Department conduct a speed study on Emerson Street at Milburn Avenue. Attached
is a copy of that study. Again, based on the traffic counts taken by the Engineering staff a
stop sign is not warranted for traffic on Emerson Street at Milburn Avenue.

SUE ECT: TRAFFIC SURVEY, EMERSON BETWEEN' MILBURN AND PROSPECT
The department completed the traffic survey that was requested
fcr the area of Emerson St. between Milburn and Prospect Ave.
Officers were sent out a total of ten times and spent a total of
si-x full hours clocking traffic both nort'hbound.and southbound on
Emerson St.
A total of 737 cars were clocked.
Average speed northbound was 27.2 MPH
Average speed southbound was 26.7 MPH
Fastest screed northbound was 40 MPH
Fastest speed southbound was 36 MPH
Compared to other common side streets these speeds fall into a
normal range.

The Engineering Department received a request from the homeowner at 317 S. Main Street
for no parking along the west side of Main Street at the area shown on the attached map.
Current Village ordinance do not allow for parking on the west side of Main Street,
however, there are 2 hour parking signs posted.
The Engineering staff recommends that a change be made to the Village ordinance to allow
2 hour parking along the west side of Main Street except for approximately 34' along the
north end of the park. (see attached map)

TRAFFIC FLOW ON AUDREY LANE
Attached are the results of the traffic counts and turning movements obtained on Audrey
Lane from Connie Lane to Central Road. The turning movements shown are an average
of observing vehicles turning at the Central Road/Audrey Lane intersection during the
hours of 7:00 - 9:00 A.M. and 4:00 - 6:00 P.M. Please note that 37 out of 59 (63%) vehicles
that turned eastbound onto Central Road turned northbound onto Cleveland Street or
Arthur Street.
