CALL TO ORDER The Regular Meeting of the Mount Prospect Safety Commission was called to order at 7:34 P.M. on Monday, January 10, 1994. IL ROLL CALL Upon roll call each Safety Member introduced themselves to the audience. Joan Bjork Member Arlene Juracek Member Absent: Lee Beening Chairman Art Coy Commissioner Others in Attendance: See Attached List I, APPROVAL OF MINUTES Arlene Juracek, seconded by Andy Mitchell moved to approve the Minutes of the Regular Meeting of the Safety Commission held on December 13, 1993. IV CITIZENS TO BE HEARD No citizens came forth at this time to discuss any topics that were not on the current agenda. x OLD BUSINESS A) Parking restriction on west side of Main Street between Lincoln Street and Route 83 (Elmhurst Road). Mr. David Baird (317 S. Main Street) discussed his wishes to allow resident parking on the west side of Main Street between Lincoln Street an Rt. 83 (next to Park). Mr. Baird indicated that the width of Main Street (except for the north 34') is similar to other streets within the neighborhood that allow on street parking. Mr. Ben Todesco, (319 S. Main Street) discussed his wishes that parking = be allowed on the west side of Main Street. He cited several reasons for no parking including: 1) The uniqueness of Main Street in this area. 2) The safety concerns with children playing in the park. 3) The problem of trash being thrown along the parkway. 4) Large trucks or school busses turning northbound on Main Street from westbound Lincoln Street and damaging the curb. 5) The accident that occurred on Route 83 last week that caused emergency vehicles to enter Main Street from the north (Main Street from Lincoln Street to Route 83 is one-way northbound). Mr. Todesco also indicated that at the previous Safety Commission meeting the Commissioners voted 9 - 0 to not allow parking on the west side of Main Street. Tom Daley clarified that the Safety Commission vote at the last Safety meeting was to change the parking signs to agree with the current Village ordinance. Fred Tennyson indicated that the 300 block of Main Street (Lincoln St. to Rt. 83) is, in fact, as wide as other streets throughout the neighborhood which allow for parking. He also noted that the parking on these other streets is restricted to 2 HR parking from 7:00 A.M. to 6:00 P.M. to discourage commuter parking. Del Ulreich discussed the possibility of restricting heavy truck traffic along Lincoln Street so that large trucks would not be able to turn northbound onto Main Street. Fred Tennyson indicated that would be looked into. Andy Mitchell, seconded by Joan Bjork motioned to recommend to the Village Board that 2 hour parking from 7:00 A.M. to 6:00 P.M. be allowed on the west side of Main Street from a point 34 feet south of Route 83 to a point 30 feet north of Lincoln Street. The Safety Commission voted 7 - 0 to approve this Recommendation. The Safety Commission also requested that a copy of these minutes be sent to Mr. Todesco, due to the fact that he was not present when the vote taken. B. Parking on the 200 Block of Louis Street Mr. Chris Lenz, Vice Chairman was required to preside over the Safety Commission meeting due to the absence of Lee Beening. Mr. Lenz stated that he would not vote on any of the issues presented to the Safety Commission Fred Tennyson presented to the Commission a Village staff recommendation that parking = be allowed on both sides of the 200 block of Louis Street. This would eliminate the parking next to 704 Rand Road (the beauty salon owned by Mr. & Mrs. Louis Tenuta) as well as the vacant property to the south. This would also eliminate the parking along the west side of the 200 block of north Louis Street. Mr. Tennyson indicated that the street widths along these sections of Louis Street are not wide enough to permit parking according to Illinois Department of Transportation (IDOT) Standards. Mr. Tennyson indicated that the street width adjacent to the 704 Rand Road property is 19' and south of this property (along the vacant lot) is only 14' wide. These widths are less than the minimum standard set forth by IDOT which is 24'. Based on this criteria and the fact that the Village has received complaints from the homeowners about the current parking situation, Mr. Tennyson introduced a motion to allow no parking on the east and west side of the 200 block of Louis Street. Mr. Nudo, the lawyer representing the Tenuta's discussed the history in trying to obtain a portion of the vacant property to the south for additional parking. He also summarized that the only safety issue that has been brought forth is the fact that the homeowners are having trouble pulling out of their driveways because of the parking on the east side of Louis Street. Later in the meeting, Tom Daley mentioned that there is another safety issue with regards to cars parking along the vacant property portion of Louis Street. Within this area, should a car park along the west side of Louis Street, then a passing vehicle would be forced to travel onto an unpaved portion of the street and onto private property. Should a car be parked on the east side of Louis Street but within the public right-of-way, then a passing vehicle would not be able to pass without jumping the west curb and driving partially on the parkway. Mr. Nudo, presented to the Safety Commission a proposal to widen Louis Street along the 704 Rand Road property wide enough to allow for parking. He indicated that the Tenuta's would be willing to pay for the cost of this widening themselves. Further discussion between Mr. Nudo and the Safety Commission centered around the type of widening being proposed. One option discussed included widening the west side of Louis Street 15 to 20 feet to allow for angle parking. Tom Daley questioned whether the Safety Commission should even consider a roadway improvement at this time. He reminded the Commission that the issues 3 before the Commission are about the Safety problems of the existing roadway conditions. Any road improvements would need to be addressed by the Village Board and as long as the safety issues created by the proposed roadway improvements were resolved the Safety Commission should not be involved. At this time, Chris Lenz allowed the residents to express their views. Ms. Janet Hansen, representing the Chamber of Commerce indicated that the previous owner of 704 Rand Road was required to widen Louis Street to its current width of 19' when the property was developed. She also indicated that this widening of Louis Street was required so that parking would be available. Fred Tennyson stated that the Village Development Code requires that a new development must also install public improvements. That requirement does not give the developer or subsequent owners any special rights to parking on the street. Several homeowners discussed their concerns about the current parking situation and the need to restrict parking in one form or another. Many other homeowners indicated that the current parking situation should be left alone. After the homeowners expressed their feelings, Chris Lenz reminded the Commission that a motion was presented earlier based on staff recommendation (that no parking be allowed on the 200 block of Louis Street.) Tom Daley, seconded the motion Mr. Nudo discussed his concerns about how this motion will adversly affect the Tenuta's business. The Safety Commission voted 5 -1 to recommend to the Village Board that there be no parking on the east and west side of Louis Street from Thayer Street to Rand Road. Those voting for the recommendation include: Joan Bjork Andy Mitchell Del Ulreich Tom Daley Fred Tennyson Those voting against the recommendation include: Arlene Juracek Chris Lenz abstained from voting. 4 Chris Lenz motioned, seconded by Tom Daley to recess for 5 minutes. Upon continuing the Safety Commission Meeting Tom Daley motioned, seconded by Andy Mitchell to recommend that a sign be posted northbound on Louis Street at Thayer Street which states "caution pavement narrows ahead". The Safety Commission voted 7 - 0 to approve this recommendation. Arlene Juracek motioned, seconded by Del Ulreich, that a "caution pavement narrows ahead" sign be posted for westbound traffic on Memory Lane at Forest Avenue. The Safety Commission voted 7 - 0 to approve this recommendation. VI Adjournment With no further business to discuss, Chris Lenz motioned, seconded by Tom Daley to adjourn the Safety Commission Meeting at 9:45 P.M., January 10, 1994.
