CALL TO ORDER The Regular Meeting of the Mount Prospect Safety Commission was called to order at 7:32 P.M. on Monday, December 12, 1994. Ii. ROLL CALL Upon roll call, each Safety Member introduced themselves to the audience. Chris Lenz Commissioner Fred Tennyson Public Works, Engineering Dept. Sean Won Del Ulreich Fire Dept. Absent: Andy Mitchell Commissioner Others in Attendance: See Attached List. III. APPROVAL OF MINUTES & APPOINTMENT A) MINUTES Commissioner Chris Lenz questioned whether the second motion of Item D of New Business to remove stop signs on Pheasant Trail should have been included in the Minutes. Commissioner Lenz agreed that there was no second motion on that agenda. 1 Recycled Paper Commissioner Art Coy, seconded by Commissioner Chris Lenz, moved to approve the Minutes of the Regular Meeting of the Safety Commission held on November 14, 1994. B) APPOINTMENT Herb Weeks introduced new Traffic Engineer, Sean Won who will assume duties which formerly were Fred Tennyson's responsibility. IV. CITIZENS TO BE HEARD No citizen came forth at this time to discuss any topics that were not on the current agenda. V. OLD BUSINESS A) CHILDREN -AT -PLAY -SIGN REQUEST ON ELMHURST AVENUE & BOB -O -LINK ROAD, NORTH OF KENSINGTON ROAD Fred Tennyson mentioned that this issue was deferred to this meeting to allow for any residents wishing to respond to this item to be present. No residents appeared before the Safety Commission to discuss this request at any time during the meeting. Chairman Lee Beening motioned to defer this issue until next meeting. Chairman Beening also stated that a stop sign on southbound Prospect Manor Avenue is covered with tree branches. B) PARKING RESTRICTION ON 200 BLOCK OF NORTH PINE STREET Fred Tennyson discussed the resident's concern about the commuters parking on the 200 block North Pine Street. He indicated that the survey was sent to the residents on the 200 block North Pine Street. A total of 22 surveys were sent to residents. As of today (December 12, 1994), 14 surveys were returned. The result was 10 to 4 against a parking restriction. Fred Tennyson recommended that there be no parking restrictions on the 200 block Pine Street based on the survey. Commissioner Chris Lenz explained that the petitioner can call police if cars are blocking her driveway. Commissioner Art Coy, seconded by Commissioner Lenz moved to leave the parking as4s (No Parking Restriction) and send a letter to inform that the petitioner can call police if cars are blocking her driveway. The Safety Commission voted 8-0 to approve this recommendation. 2 VI. NEW BUSINESS A) STOP SIGN REQUEST ON AUDREY LANE 8 GRINDEL DRIVE Fred Tennyson discussed the meeting held on November 14, 1994 (November Safety Commission meeting date) at Westbrook School about the traffic in the area and distributed the Minutes of the meeting. He indicated that one of the requests was a stop sign on Audrey Lane at Grindel Drive. The Village Engineering Staff performed the traffic study per the request. The study showed that there was no speeding problem but the traffic volume was heavy. The 85th percentile speed was 26 mph which is the standard residential area speed (25 mph) even though the speed Omit is 20 mph. He indicated 20 mph is reserved the school district areas. The result of the traffic study concluded that stop signs are not warranted according to IDOT regulations. Fred Tennyson mentioned that the Minutes from the meeting held at Westbrook School indicated that a temporary barricade was proposed to be installed on Connie Lane at Meier Road. By closing Connie Lane, it is anticipated that there will be less traffic on Audrey Lane. He suggested that the stop sign issue could be reconsidered after the effect of the closing Connie Lane is evaluated. Dan Ewing of 12 Audrey Lane asked about the time frame of the closing Connie Lane. Herb Weeks indicated that a barricade will be installed after the stop sign request is decided and voted on by the Village Board (sometime during the month of February, 1995). Mr. Weeks also talked about possible NO TRUCK or WEIGHT LIMIT SIGNS on Audrey. Commissioner Art Coy indicated the proposed stop sign will not slow down or control the traffic. Fred Tennyson and Sean Won also talked about the effectiveness of stop signs to slow down or control the traffic. Commissioners Chris Lenz and Arlene Juracek expressed their dismay about Meier Road not being extended from Connie Lane North to Central Road. Commissioner Art Coy, seconded by Commissioner Chris Lenz recommended that stopg., o signs not be installed on Audrey Lane at Grindel Drive. PARKING RESTRICTION ON AUDREY LANE Dan Ewing of 12 Audrey Lane said that the cars belonging to workers from the dental office on Central are parked on Audrey Lane just south of Central. He indicated that driving around these parked cars created hazardous driving conditions specially between 4:30 and 6:00 P.M. He asked that some kind of parking restriction to be considered. Fred Tennyson discussed the possibilities of a restricted parking zone on the portion of Audrey Lane and indicated that questionnaires could be sent to the residents about a 2 hour parking Omit on Audrey Lane. Commissioner Art Coy, seconded by Commissioner Chris Lenz recommended that the questionnaires be sent to the residents and the parking restriction request be brought forth at the next meeting. 3 The Safety Commission voted 8-0 to approve the above two recommendations. B) STOP SIGN REQUEST AT WILLE STREET AND THAYER STREET Fred Tennyson discussed the stop sign request at Wille Street and Thayer Street. The study by Civiftech Engineering, Inc. showed that the stop sign is not warranted. Due to a sight obstruction caused by a large pine tree at the northwest comer of the intersection, yield signs were recommended on North Wille Street in both directions. Nancy Commare of 117 N. Wille Street discussed her concerns about the traffic volume and speed. Tom Newton of 206 N. Wille Street said that the traffic is using Wille Street as Route 83 bypass. Commissioner Arlene Juracek discussed the increased traffic volumes that are occuring throughout the town. Tom Daley talked about past speed studies done with unmarked cars in this area. Commissioner Joan Bjork mentioned that these days children are not walking to school but children are driven to school. Commissioner Bjork suggested that this may be a cause for the increased traffic. Chairman Lee Beening suggested to Nancy Commare that she talk to the school district about moving a bus stop away from the corner. Commissioner Chris Lenz, seconded by Commissioner Arlene Juracek motioned to install yield signs on North Wille Street at Thayer Street in both directions. The Safety Commission voted 8-0 to approve this engineering recommendation. C) PARKING RESTRICTION ON MIDWAY DRIVE Fred Tennyson discussed the truck parking problem on Midway Drive. The traffic study by Peter F. Olesen and Associated, Inc. recommended four options: 1) leave it as is, 2) prohibit parking on the south side of Modway Drive (currently no parking sign on the north side of Midway), 3) prohibit truck parking only, and 4) prohibit a company from parking overnight in a commercial area. Don Anderson of Park National Bank discussed the situation. Tom Daley indicated that there are no truck parking overnight. Fred Tennyson mentioned that truck parking is restricted in residential district per the Village Ordinance, not in business district. Chairman Lee Beening recommended letters be sent to the two other businesses on Midway Drive about no parking restriction. Joggers from Charlie Club are crossing street behind trucks. Chairman Beening also recommended to ask Charlie Club about joggers' complaints. Chairman Beening recommended to defer this issue until next meeting to collect and analyze the opinions of Charlie Club and Zanie. D) PARKING RESTRICTION ON 1100 BLOCK OF NORTH HERITAGE DRIVE Bob Bush, president of the Brentwood Homeowners Association discussed the safety hazard and the association's lability problem with regard to the retention pond on 4 Heritage Drive near Wolf Road. Commissioner Chris Lenz asked about no trespassing signs and discussed no trespassing enforcement. Bob Bush said no parking on Heritage Drive will definitely deter non-residents using the retention pond. Commissioner Art Coy asked about the location of no trespassing signs. Commissioner Lenz, seconded by Commissioner Coy recommended that no parking signs on both sides of Heritage Drive from Wolf Road to north of 1114 Heritage Drive be installed. The Safety Commission voted 8-0 to approve this recommendation. PARKING PROBLEM AT 829 HERITAGE DRIVE Melnnie Ng of 1707 Regency Court said parked cars are creating sight problem near the right tum at 829 Heritage Drive. She asked about a parking restriction at that address. Commissioner Art Coy asked if the resident on 829 Heritage Drive has been notified. Bob Bush said he has not contacted the resident. Chairman Lee Beening & Commissioner Chris Lenz suggested Mr. Bush to contact the resident on 829 Heritage Drive to explain the situation. If Mr. Bush still has a problem, he can bring back the issue to the Safety Commission meeting later. E) PARKING RESTRICTION ON 1400 BLOCK OF EAST HENRY STREET Fred Tennyson discussed the parking restriction request from Mr. Don Jagus (121 Stratton Lane) on E. Henry Street. He said the Village hired Peter F. Olesen and Associates, Inc. to perform a study. The study provided four options 1) Leave it as is, 2) No Parking Sign to either side of Mr. Jagus' Drive way, 3) No Parking on the south side of Henry Street (50 feet), and 4) No Parking on the south side of Henry Street from Stratton Lane to Horner Street. Fred Tennyson indicated that the Safety Commission discussed this issue on February, 1988 and rejected the parking restriction. This issue again raised by the residenti Ossdd-UrarPO pCbasmission on March, 1988 and the parking restriction was rejected by the Village Board. Commissioner Chris Lenz,seconded by Commissioner Arlene Juracek recommended that parking signs not be installed on 1400 east Henry Street. The Safety Commission voted 8-0 to approve this recommendation. F) AMENDMENT OF ARTICLE X OF VILLAGE ORDINANCE Commissioner Chris Lenz discussed the voting role of Fred Tennyson (a representative from the Engineering Division of Public Works). At present time, Fred Tennyson prepares the engineering recommendation and also votes on that issue. Commissioner Art Coy discussed past voting practice and history. Commissioner Lenz suggested that since the Engineering Division prepares and presents the agenda items for the Safety Commission meeting, they not be allowed to vote on agenda items. Instead, Commissioner Lenz recommended that another member from the Public Works attend the Safety Commission meeting as a voting representative. He also recommended that the Engineering Division of Public Works continue to be present at the Safety Commission meeting as a non voting representative. 5 Commissioner Lenz, seconded by Commissioner Arlene Juracek recommended that Section 5.1001 of the Village Ordinance be amended to read "a representative from the Public Works Department" instead of "a representative from the Engineering Department of the Village". The Safety Commission passed this recommendation for 5- 2-1. Del Ulreich and Commissioner Art Coy voted against the recommendation and Fred Tennyson abstained from voting. Fred Tennyson extended the Village's appreciation and holiday greeting to the Safety Commission and presented each member with a gift. Chairman Lee Beening announced that Commissioner Arlene Juracek got promoted to Assistant Vice Present of ComEd and the Safety Commission congratulated her. Chairman Lee Beening proposed the January Safety Commission meeting be held on Monday, January 16, 1995, at 7:30 P.M. VI. ADJOURNMENT With no further business to discuss, the Safety Commission voted 8-0 to adjournment at 9:47 P.M., December 12, 1994, upon the motion of Commissioner Art Coy.
