CALL TO ORDER The Regular Meeting of the Mount Prospect Safety Commission was called to order at 7:30 P.M. on Monday, September 11, 1995. II. ROLL CALL Upon roll call, each Safety Member introduced themselves to the audience. APPROVAL OF MINUTES Chairman Commissioner Commissioner Commissioner Commissioner Fire Department Police Department Public Works Public Works, Engineering Division Commissioner See Attached List. Commissioner Art Coy, seconded by Andy Mitchell, moved to approve the Minutes of the Regular Meeting of the Safety Commission held on April 10, 1995. IV. CITIZENS TO BE HEARD No citizens came forth at this time to discuss any topics that were not on the current agenda. 1 V. BUSINESS A) B) PARKING RESTRICTION REQUEST ON 1400 BLOCK OF EAST HENRY STREET Mr. Jagus requested no -parking on the south side of the 1400 block East Henry Street because 1) there is not enough room for fire engines during emergencies, if cars are parked on both sides of the street, 2) there are many school children and 3) he wants to move freely to and from his residence at all times. He further stated that St. Emily School teachers park their cars on the south side of East Henry Street frequently. Buz Livingston of Fire Department mentioned that fire engines can go through with cars parked on both sides of Henry Street. Chairman Lee Beening recommended that the Village send a letter to St. Emily School to ask the teachers to park on St. Emily School property and bring this issue back to the next Safety Commission Meeting. STOP SIGN REQUEST ON SEE-GWUN AVE AT SHA-BONEE TR Mr. Mark Babicz of 515 South See-Gwun Ave said that this street is experiencing tremendous traffic increase since the opening of the bridge (more than 10 years ago). He further stated that See-Gwun Ave is the only route between Busse Rd and Route 83 and requested a 4 -way stop sign on See-Gwun Ave at Sha-Bonee Tr. Sean Won said that this intersection does not meet the 4 -way stop sign warrants based on the traffic counts, spot speed studies and the number of accidents. Mr. John Fox of 516 South See-Gwun Ave asked if turn restrictions on Lincoln St can be implemented. Sean Won said the Village could install turn restriction signs if the majority of residents favored the restriction. Chairman Lee Beening asked about a stepped-up speed enforcement. George Steiner said that the Police Department issues tickets for drivers exceeding 15 mph (40 mph for See-Gwun Ave) over the posted speed limits because traffic courts dismiss the minor speeding tickets. Base on the spot speed study, he does not believe this intersection has a major speeding problem. Chairman Lee Beening asked if there are enough speed limit signs on See-Gwun Ave. Sean Won saidthere are enough speed limit signs on See-Gwun Ave. Commissioner Arlene Juracek mentioned the safety problem due to vehicles exiting and entering Mt. Prospect Golf Course and parked cars on See-Gwun Ave. Buz Livingston, seconded by Commissioner Andy Mitchell, moved to install 4 -way stop signs on See-Gwun Ave at Sha-Bonee Tr. The Safety Commission voted 2-6 against this motion. Those voting for this motion include: Those voting against this motion include: 2 Commissioner Andy Mitchell Buz Livingston Chairman Lee Beening Commissioner Art Coy Commissioner Joan Bjork Commissioner Arlene Juracek George Steiner Sean Dorsey Chairman Lee Beening recommended that the Village implement the following suggestions and bring back the issue to the next Safety Commission Meeting: 1) Stepped-up police speed enforcement. 2) Install more speed limit signs. 3) Install Caution Club Entrance Signs. 4) Contact Mt. Prospect Park District to install stop signs on their parking lot driveways. C) NO -LEFT -TURN ON WHEELING ROAD AT EUCLID SCHOOL WEST DRIVEWAY Jim Bartz of School District 26 said that Euclid School widened one of Euclid Avenue driveways so that school buses can make turns from Euclid Ave to the school parking lot directly. He further stated that Euclid School made the driveway on Wheeling Road a one-way westbound driveway. He asked the Village to install diagonal bars on Wheeling Road to prevent cars from blocking this driveway. Commissioner Art Coy, seconded by Commissioner Arlene Juracek, moved that the Village install diagonal bars on Wheeling Road to prevent cars blocking the driveway on Wheeling Rd. The Safety Commission voted 8-0 to approve the motion. D) EXPANDED NO -PARKING RESTRICTION ON THE WEST SIDE OF 800 & 900 BLOCK WILLIAM ST AND ON THE SOUTH SIDE OF 900 BLOCK SUNSET RD FROM SUNDAY ONLY TO SATURDAY & SUNDAY Ms. Pat Wolfe of 810 South William Street requested an expanded parking restriction on South William St to reduce traffic congestion and improve the safety of children. Commissioner Art Coy, seconded by Commissioner Andy Mitchell, moved that the parking restriction on the west side of 800 & 900 block William St (from the bridge to Golf Rd) and on the south side of 900 block Sunset Rd (from William St to Edward St) be changed from Sunday Only to Saturday & Sunday. The Safety Commission voted 8- 0 to approve the motion. E) EXTENDED NO -PARKING RESTRICTION ON WELLER LN FROM BUSSE AVE TO CLEVEN AVE Chairman Lee Beening stated that Westbrook School requested the extended parking restriction request be deferred. Westbrook School will observe the traffic pattern and the parking demand for several more weeks. After Westbrook School makes a decision, they will contact the Village. F) SAFETY COMMISSION MEETING SCHEDULE Chairman Lee Beening asked Commissioners whether the existing Safety Commission Meeting schedule is convenient for them (Second Monday of each month). Everyone agreed that the present schedule is convenient for them. Commissioner Art Coy said the. 3 Safety Commission Meeting was changed from the First Monday of each month to the Second Monday of each month about 12 years ago. G) TRAFFIC SIGNAL AT CENTRAL RD & OWEN ST Commissioner Art Coy asked Sean Won when the traffic signal at Central Rd & Owen St would be improved. Sean Won said that the controller box at Central/Owen is scheduled to be replaced sometime this year. He mentioned that he does not know the exact schedule. VI. ADJOURNMENT With no further business to discuss, the Safety Commission voted 8-0 to adjourn at 8:53 P.M., upon the motion of Art Coy. Andy Mitchell seconded the motion.
