CALL TO ORDER The Regular Meeting of the Mount Prospect Safety Commission was called to order at 7:30 P.M. on Monday, June 10, 1996. II. ROLL CALL Upon roll call, each Safety Commission Member introduced themselves to the audience. Present upon roll call: Lee Beening Chairman Andy Mitchell Commissioner Joan Bjork Commissioner Arlene Juracek Commissioner Chuck Bencic Commissioner Paul Bures Public Works Ted Adamczyk Police Department Sean Won Public Works, Engineering Division Absent: Art Coy Commissioner ' Steve Dumovich Fire Department Others in Attendance: See Attached List. The Safety Commission officially welcomed Mr. Chuck Bencic to the Commission. III. APPROVAL OF MINUTES Commissioner Arlene Juracek, seconded by Commissioner Andy Mitchell, moved to approve the Minutes of the Regular Meeting of the Safety Commission held on May 13, 1996. The Minutes were approved by a vote of 7-0. 1 Recycled Paper - Printed with Soy Ink IV. CITIZENS TO BE HEARD No citizens came forth at this time to discuss any topics that were not on the current agenda. V. BUSINESS A) PARKING RESTRICTION ON THE WEST SIDE OF ALBERT STREET FROM NORTHWEST HIGHWAY TO ALLEY Janet Koy of 409 South Albert Street said the following: 1. Since the zoning inspection was done after the last meeting, the number of cars parked on Albert Street are reduced significantly. 2. Several unlicensed vehicles from the Auto Repair Shop were removed since the zoning inspection. 3. She wanted to find out what kind of business license the Auto Repair Shop has. Chairman Lee Beening said that the information can be obtained from the Village Hall. 4. She asked if a 2 -hour parking limit on Northwest Highway can be changed to a 4 -hour parking limit. Chairman Lee Beening said that the 2 -hour limit on Northwest Highway was designed to provide parking for business customers. Commissioner Arlene Juracek said that commuters might park on Northwest Highway if the parking restriction is changed to a 4 hour limit. Therefore, the Safety Commission will not consider this parking restriction change. S. She wanted to find out who owns a gravel parking lot on the west side of the building. Chairman Lee Beening said that the information should be a public record. Commissioner Arlene Juracek said that the Safety Commission should send a letter to Jim Coleman Ltd., and the Auto Repair Shop thanking for their cooperation and inform them that the Village would continue to monitor the parking on Albert Street closely. Mr. Roy Stobe of 980 E. Northwest Highway wanted to add the following before the closure of the discussion: 1. Before curb and gutter were installed several years ago, Albert Street had enough parking stalls from Northwest Highway to the Alley (cars used the gravel shoulder area for parking). Chairman Lee Beening said that the Village does not provide parking for businesses 2. He does not understand why he can not park in front of other people's house (if parking is restricted on Albert Street) even though other people can park their cars in front of his house. 3. An attomey in the building owns a gravel parking lot on the west side of the building. He wanted to pave this gravel parking lot for his employees but the Village did not allow him to do so because the gravel parking lot is in a residential area. Chairman Lee Beening recommended that Mr. Stobe talk to the Plan Commission about this matter. V, Michael Sims of the Community Development Department summarized the result of the zoning inspection: 1. The Auto Repair Shop had several unlicensed vehicles in their designated off- street parking areas. These unlicensed vehicles displaced their employee cars. These cars were removed and their off-street parking lots are now used for their employees. 2. Several adjacent businesses also used Albert Street for their employee parking instead of their off-street parking lots. The Planning Commission has contacted the businesses owners and directed them to address the problems. These adjacent businesses have directed their employees to park within the designated off street areas. Chairman Lee Beening said that the Safety Commission would like to leave the parking on Albert Street as is because businesses are cooperating and, currently, there are no more parking problems on Albert Street. Chairman Beening recommended that Ms. Koy contact Sean Won in the future if there is a parking problem on Albert Street. Commissioner Arlene Juracek, seconded by Commissioner Andy Mitchell, moved to leave the parking as is (no restriction). The motion was approved by a vote of 7-0. B) PARKING RESTRICTION CHANGE FROM 4 HOUR TO 2 HOUR ON MILBURN AVE FROM OWEN ST TO WILLIAM ST Sean Won said that Mr. and Mrs. Stavropoulos of 221 South Owen Street informed him that they could not attend the meeting and wanted their request approved. Chairman Lee Beening asked Michael Sims about the results of the zoning inspection. Michael Sims said that the zoning inspection did not find any items that have any impact on traffic on Milburn Ave. Commissioner Arlene Juracek, seconded by Commissioner Andy Mitchell, moved to recommend a selective Police parking enforcement on Milburn Ave from Owen Street to William Street. The motion was approved by a vote of 7-0. C) STOP SIGN REQUEST ON PINE STREET AT THAYER STREET Mr. and Mrs. Speer of 117 North Pine Street summarized their stop sign request as follows: 1. They have lived in Mount Prospect for about one year and witnessed several accidents. 2. A handicapped child lives at the comer of Pine and Thayer. 3. They obtained accident information at Wille/Thayer and Pine/Thayer from Sean Won to compare these two intersections because there are stop signs on Wille at Thayer. 4. Pine/Thayer has more accidents than Wille/Thayer. 5. Pine Street is used as a short cut to avoid Elmhurst Road. 6. They are more concemed about the volume of traffic than the speed of traffic. 3' 7. From the above reasons, they requested stop signs on Pine at Thayer even though this intersection does not meet state stop sign warrants. Commissioner Arlene Juracek said that this intersection has relatively large number of accidents for a residential street (1 - 2 accidents per year). Paul Bures summarized pros and cons of stop signs: 1. He believed that Wille/Thayer has a fewer number of accidents and stop signs because people expect stop signs at this busy comer. Generally people do not expect stop signs at a residential street. 2. He said that he also has a handicapped son and understands the problem. But numerous engineering studies show that unwarranted stop signs would not reduce vehicle speed, nor the number of accidents. 3. He recommended yield signs on Pine Street at Thayer because he was concerned about the number of accidents at this intersection. 4. He noted that, if new stop signs are installed at the intersection, the intersection could be more dangerous for occasional drivers who do not expect stop signs. Commissioner Andy Mitchell, seconded by Commissioner Arlene Juracek, motioned to installed Yield Signs on Pine Street at Thayer Street. This motion was approved by a vote of 7-0. D) PARKING RESTRICTION NEAR NEW LIONS SCHOOL Chairman Lee Beening said that the Village Board has asked the Safety Commission to review the parking restrictions near new Lions School. Commissioner Arlene Juracek said that the new Lions School is rotated 90 degrees and the parking should be reviewed before the school opens. This item will be considered in the July Safety Commission Meeting. E) ELECTION OF CHAIRMAN AND VICE CHAIRMAN This item was deferred to the next meeting because two Commissioners did not attend the meeting. VI. ADJOURNMENT With no further business to discuss, the Safety Commission voted 7-0 to adjourn at 8:45 P.M., upon the motion of Commissioner Andy Mitchell.
