The findings are as follows: a) Accidents A search of the accident reports indicated: Year 1991 1992 1993 1994 1995 1996 (up to August) No. of 0 0 1 0 0 0 accident The above accident records do not meet the stop sign warrant (minimum five accidents per year) for the Multi -Way Stop Warrants. b) C) Speeding Problem A traffic counter which can monitor the speed and number of cars was installed on Busse Ave west of Can -Dots Avenue on Wednesday, September 4 and removed on Friday, September 6, 1996. The speed of cars on Busse Ave was collected during that time. Due to vandalism, speed data for only two afternoons (Wednesday & Thursday afternoon) were retrieved from the traffic counter: Day (Date) Direction Between 85th % Speed (mph) Wed (9/4) Westbound 1:23 to 6:00 P.M. 30-31 Thu (9/5) Westbound 12:00 to 7:00 P.M. 30-31 Wed (9/4) Eastbound 1:23 to 6:00 P.M. 32-33 Thu (9/5) Eastbound 12:00 to 7:00 P.M. 30-31 Based on the data collected, it is concluded that, while random speeding does occur, the speed on Busse Ave was in the speed range of speed limit (30 mph). Traffic Volume Due to vandalism, the traffic volume of the west leg of the intersection could not be collected. Therefore, it is projected that the number of cars on the west leg of the intersection is the same as those on the east leg of the intersection. The minimum traffic volume for the multi -way stop sign warrant is 500 vehicles/hour for eight hour periods (500 x 8 = 4000 cars/8 hrs). The traffic volume at this intersection (1095 cars/8 hrs) is approximately 27% of the stop sign warrant. d) Sight Obstruction A number of parkway trees are located at the intersection. However, these parkway trees do not present sight obstruction problems. The west leg of Busse Ave is slightly curved (approximately 150) at the intersection. If the drivers slow down at the intersection, they have a good sight angle. e) Survey Results A total of 19 surveys were sent out in May, 1996 to collect and analyze the resident's opinion. 12 surveys were returned to the Village. 10 residents favored and 2 residents were against the 3 - way stop sign at Busse Avenue and Can -Dots Ave. Recommendation: The intersection of Busse Ave/Can-Dots Ave does not meet the multi -way stop sign warrants. However this intersection may meet the following warrant for Yield Signs: "At the entrance to an intersection where it is necessary to assign right-of- way and where the safe approach speed on the entrance exceeds 10 mph." Gilbertson, 1621 South Albert Street Request: 3 -Way Stop Signs at Marina Street and Council Trail Comments: Resident Observations: a) Speeding at this intersection b) High amount of cut through traffic c) There are many little children living around this intersection. Staff Comments: The Engineering Staff performed a stop sign study. The findings are as follows: a) Special Condition/Speeding Problem As shown on the attached map, two legs of this 3 -way intersection is within the Village of Mount Prospect. The third leg of the intersection is within the City of Des Plaines. Currently, there is one stop sign on eastbound Council Trail at Marina Street. Due to residents' complaint about speeding on Marina Street, the City of Des Plaines performed a speed and a volume study between July 25 and July 26, 1996. The 85th percentile speeds of Marina Street were 29.4 mph for the northbound traffic and 22.7 mph for the southbound traffic. Based on the speed and volume, the City of Des Plaines decided not to lower the speed limit (30 mph) of Marina Street. It is projected that the 85th percentile speed for Council Trail is the same as those of Marina Street. Therefore, random speeding does occur on Council Trail. Note that the posted speed limit of Council Trail is 20 mph. b) Accidents - A search of the accident reports indicated: Year 1992 1993 1994 1995 1996 (up to August) No. of 0 0 0 0 0 Mt. The traffic volume at this intersection (759 cars/8 hrs) is approximately 19% of the stop sign warrant. d) Sight Obstruction A number of parkway trees are located at the intersection. However, these parkway trees do not present sight obstruction problems. e) Survey Results A total of 25 surveys were sent out in August, 1996 to collect and analyze the resident's opinion. 20 surveys were returned to the Village. 19 residents favored and 1 resident were against the 3 - way stop sign at Marina Street and Council Trail. Recommendation: The intersection of Council Trail and Marina Street does not meet the multi -way stop sign warrants. Therefore, 3 -way stop signs at the intersection of Council Trail and Marina Street are not recommended. However random speeding does occur at this intersection. Prospect, we are writing you, the Village Board of Trustees with two suggestions for consideration: First, a Child Bicycle Helmet ordinance, lets say for all kids under the age of 14 or 16 must wear protective headgear when riding bicycles and/or when in-line skating. Some. of you may read recently the article in the Chicago Tribune regarding this r bject. Many other cities & towns have considered and passed such ordinances with �. eat results. In New Jersey, for instance, before that state's legislature passed a law requiring children under age 14 to wear helmets, there were 10 bicycle -related fatalities in 1992 as a result of riders not wearing protective head gear. The difficult problem with such an ordinance is enforcement. Law enforcement agencies have tried an incentive approach. Our niece in Chippewa Falls, Wisconsin, for instance was "ticketed" for wearing. her helmet and she was given a coupon for free ice cream. In Buffalo Grove uniformed officers stop young bicyclists who are seen obeying rules of the road. The children are given a "congratulations" certificate and coupon for a free frozen drink at an area convenience store. The names of those wearing helmets are placed in a raffle for the chance to win a new bicycle at the end of the summer. Among the towns offering similar incentives this summer are Des Plaines, Elgin, Lake Zurich, Palatine, Park Ridge and Schaumburg. Of course, many kids would not be willing to be seen by their friends with a helmet on while skating or biking unless it were law. And many parents would not enforce such an issue with their kids unless it were law. parents of 3 kids under the age of 4, and as life-long cyclists, we think it would be 6 jreat idea for Mt. The second issue we are writing. about is the intersection of Marina & Council Trail, here in our neighborhood of Lions Park. This intersection needs a three-way stop, in a serious way. (It currently has one stop sign for the eastbound traffic) From our point of view, the matter is simple. This intersection is on the east side of our neighborhood, feeding traffic from the major artery of Mt. Prospect Rd. to Prospect Ave., Elmhurst Rd. and up into town. Much of the traffic appears to be commuters avoiding the congestion at Mt. Prospect Rd. and Northwest Hwy. In the evening commute the traffic flies around this corner at 25+ mph and accelerates up Council in their hurry to get home. There are many little children living around this area (including ours on the 600 Block of S. Albert) that this speeding traffic greatly endangers. A solution to this problem would be to simply slow down the traffic turning into the Lions Park neighborhood by replacing the one way stop with a 3 -way stop.
